Hello there Vista council and Mayor Franklin,
I would like to issue my statement amd say that I support the Measure to make Vista a Sanctuary city and we must notify everyone of their rights on the buildings and tell ICE they are not welcomed because not only do we have to defend the rights of everyone including our immigrant community but by not supporting it, you are essentially undermining the rights of human beings and failing to uphold the constitution as everyone no matter who they are and where they come from deserve to be treated as human beings and placing signage on property to tell ICE authorities are not welcome is a result of cruel behavior, illegal and unconstitutional actions taken by ICE authorities who have shown no regard for the law and the constitution by violating the constitutional rights including the 4th amendment and due process which are the rights guaranteedby the Constitution of the United States. This should not be called a partisan vote, this measure should not be be called into question as this measure is basic human rights and if you are trying to defeat these measures, you are endangering our immigrant communities, recklessly undermining their constitutional rights and cruelly giving up our immigrant members of our community to ICE just to score political points which is horrible. For these reasons, I am supporting these measures to protect our immigrant communities as they are vital to not just to this community, this city or even this state but also to the entire country. If we turn our backs on our immigrant community members than we are not living to the promise of America, a land made up of immigrants and for everyone to be welcomed into this country
Thank you for your time
Sincerely,
Ciro Amador

Mayor Franklin, Council - members and City Manager Conley, I am writing to strongly object to Item D1 being considered at tomorrow's meeting. This proposal represents a sweeping sanctuary - style policy change for the City of Vista, yet it was posted with only the bare minimum 72 - hour notice and described in vague terms. That denies residents a fair chance to understand the scope of the ordinance and provide meaningful input.

On a personal level, my mother is an immigrant who came here legally. She followed the rules, worked hard, and did everything the right way. Policies like this send the message that those sacrifices don't matter that the City is willing to reward those who cut corners while disrespecting those who obeyed the law.

Vista already faces serious challenges with development pressures, fire safety, and public safety concerns. Diverting City resources into federal immigration politics is a mistake. At the very least, this item must be re - noticed with clear language and scheduled for a full public hearing so the community can weigh in properly.

Please do not move this forward tomorrow. Deferring Item D1 is the only way to maintain transparency and protect public trust.

Sincerely,
Hahna Andrew
Vista. Resident

I'm writing to let you know of my concern over the city of Vista proposing to become a sanctuary city. I will not be able to attend the discussion as I'll be out of town on business travel.

As a long time resident of Vista ( over 18 years), husband, father of two and active member in the community, I am passionately against taming Vista into a sanctuary city. Vista is a beautiful city and the data has show that sanctuary city's increase their crime by significant amounts as well as decreasing the overall resources available to the tax payers of the city. I won't belabor the point because I'm sure you have heard more about it than me, but I would like to lend my support in any way possible to oppose turning Vista into a sanctuary city.

Please oppose any measure that would turn Vista into a sand - Limy city. Thank you.

As a homeowner and long time resident of Vista I strongly support the resolution proposedby Council Member Contreras.

All across the country we are experiencing a dangerous infringement of and blatant disregard of our constitutional rights. Masked " agents" sweeping into our communities without judicial warrants, without identification, detaining undocumented and documented immigrants as well as citizens via racial profiling. Denying many due process, a right given to all persons on US soil.

These actions, taken under the guise of " fighting crime", only make us less safe and particularly puts those most vulnerable to being victims of crime at risk. ' When immigrants following the legal immigration process and even citizens are taken from court hearings, their jobs, their children's schools - held without access to an attorney, in inhospitable conditions - there is no freedom, we become the autocracy we claim to stand against. And if it happening to others isn't enough to reach your conscience, just know that it will not stop with others, giving up our freedoms will come for us all.

This resolution is asking for is that the city not support these unconstitutional acts. At a bare minimum our government agencies, particularly law enforcement, should be held to the same standard of following the law .

I apologize -- after further looking into the matter, I see that the proposed ordinance/resolution is one of public safety and due processand not for a sanctuary city designation. I am still in support of the measures outlined in D1 and believe that the rationale I outlined below applies. However, I have amended my public comment to more appropriately address the agenda item.

Dear Members of the Vista City Council,
I am writing to express my strong support for public safety and due process measures outlined in Item D1. At a time when immigrant communities across the country are facing increased uncertainty and fear, it is more important than ever for our city to take a clear stand in defense of dignity, safety, and human rights for all residents, regardless of immigration status.

These measures would affirm Vista’s commitment to inclusivity, community trust, and local control. It would help ensure that no resident is afraid to call the police, seek medical care, enroll their children in school, or otherwise participate in civic life due to fear of deportation. This fear undermines public safety, strains families, and erodes the very fabric of our community.

My children attend public school in Vista and I am a member of the SpecialEducation PTA. I see firsthand how fear of immigration enforcement affects the well-being of our young people. When children worry about the safety of their parents, or when families hesitate to attend school events, seek mental health support, or access critical resources, they and our community suffer. Our schools cannot function effectively when families are driven into the shadows. Students thrive when their communities are stable, when their parents are present, and when their voices are heard. Local policies that protect immigrant families strengthen the entire school system and, by extension, our city’s future.

Additionally, these policies support rather than hinder public safety. When local law enforcement is perceived as working with federal immigration agencieslike ICE, community trust that our local law enforcement agencieshave worked for years to build, erodes. Victims and witnesses of crimes are less likely to come forward, report abuse, or cooperate with investigations if they fear that any interaction with the police could lead to deportation. This makes our neighborhoods less safe for everyone.

Communities are at their strongest when they protect the vulnerable and uphold

justice. Vista's local resources should not be used to carry out federal immigration enforcement actions that separate families and destabilize neighborhoods. We must instead focus on policies that keep our communities safe, united, and thriving.

I urge Vista City Council to pass develop and pass a public safety and due process ordinance that include the measures outlined by Councilmember Contreras. Let us lead with compassion, protect our neighbors, and make clear that everyone who lives here belongs here.

Thank you for your consideration,

I am a resident of Vista, and I strongly support the ordinance ( D1), Vista Community Safety and Due Process Resolution/Ordinance. Please pass this important ordinance that protects our Vista residents and immigrant friends, family, and neighbors.

No one, not even state and federal entities and actors, have the right to accost and deport without due process the people of Vista and break up families.

Passing this ordinance enhances trust within our community, leads to a stronger economy with lower unemployment and poverty rates due to greater integration of immigrants, protects our sheriffs from potential liabilities related to enforcing federal immigration laws, and allows our local government to prioritize resources on community needs.

Please stand up for the people of Vista.

DearMayor, DeputyMayor, and Councilmembers,
James Madison wrote, “the great difficulty lies in this: you must first enable the government to controlthe governed, and in the next place, obligeit to controlitself.” The 4th Amendment protects people from unreasonable search and seizure - it requires warrantsbasedon probablecause, so thereis nothing new or radical in askingthis of law enforcementor postingsigns. You’ll recallthe 5th Amendmentis the obligationof the federalgovernmentto give the due processof a grandjury lookingat evidence, and the 14th amendmentextendsthe obligationto the states.

Our professionallaw enforcementknowsthe proceduraldue process. But that’s not who we’re making a statement about here. We’re saying it’s not ok for ICE to just storm the Hyundaiplantin Georgiaand arrestworkers. Workers, not criminals, herelegally. My grandmotherwas bornin Arizonaand pickedfruit in the Californiadustbowlfor a time. It wouldn’t havebeenok thento roundher up becauseshe spokeSpanish, and thoseactions aren’t ok now. We’re saying NO to any group under color of law to unreasonably search and seizepeople.

Now, my brotherin law is a policeofficerin San Jose. He’s conservative. And he might call signson buildingsstupid. But he knowsdue process. That certainlywon’t hurt his feelings. And he is smartenoughto see the languageis not focusedon local law enforcement.

Whatis importantis that everydaypeoplesee the sign and knowthat we supportdue process. We uphold the Constitution. They would know that we do not support unidentified, maskedpeoplewith gunsshowingup withoutthe properwarrantand dragging peopleaway, disappearingthem. Peopletargetedfor raceor languageor makingthe wrongjoke on late nightTV. And that is the reasonwe shouldsupportthis resolution. This resolution is the heart of the 4th Amendment. I support the Constitution and so I support this ordinance. Sincerely, MariaJolliffShadowridge

Dear Councilman O'Donnell,
My husband and I have been residents of Vista for over 30 years, and have raised our two children here, who attended Vista public schools. Vista is our home.

I hope we can count on you to vote AGAINST any proposal that would make the City of Vista a sanctuary city. It is the duty of our elected officials to support the law and stand with our law enforcement officials.

Sanctuary city policies compromise public safety. By limiting cooperation with federal immigration authorities, these policies can allow undocumented individuals who have committed crimes to be released fi-om local custody without being turned over to Immigration and Customs Enforcement ( ICE). This can create a situation where a person with a criminal history is released back into the community, potentially posing a risk to residents. Local law enforcement should be able to fully collaborate with federal agenciesto ensure that all individuals who are in the country without authorization, particularly those who have committed crimes, are subject to federal immigration proceedings.

Sanctuary city policies are a direct defiance of federal law. Federal D1
law, specifically8 U.S.C. § 1373, prohibitsstateandlocal governmentsfrom restrictingcommunicationwith federalauthorities regardingtheimmigrationstatusof individuals. Therefore, a sanctuarycity is, by its verydefinition, violating federalstatutes. This raisesa legalandconstitutionalissue, as localitiesshouldnot have theauthorityto choosewhich federallawstheywill or will not enforce.

Finally, thereareeconomicconcerns. Becominga sanctuarycity couldresultin a lossof federalfunding. Thethreatof losingfederal grantsfor law enforcementor otherpublic servicesis a significant concernfor manycommunities. Also, sanctuarystatuscouldattract moreundocumentedimmigrants, potentiallystraininglocal resources suchasschools, healthcare, andsocialservices. I am writing to strongly object to Item D1 being considered at tomorrow's meeting. This proposal represents a sweeping sanctuary - style policy changefor the City of Vista, yet it was posted with only the bare minimum 72 - hour notice and described in vague terms. That denies residents a fair chance to understand the scope of the ordinance and provide meaningful input.

On a personal level, my wife is an immigrant who came here legally.

Defening Item DI is the only way to maintain transparency and protect public trust.

Sincerely,
Keith Andrew

Vista City Council members,

As a 47 - year - resident of Vista, I am appalled by Councilmember Contreras' proposed resolution andfor ordinance which is being referred to as some sort of act for public safety.

We, who live in California are already captured and are living in a STATE OF INSURRECTION against the Federal Government of the United States and now we have a council member who feels the need to publicly label our city as what sounds to be simply put, against the laws of the elected government of our country.

I find it ironic that the people who create the laws and rules that the citizens of this city are expected to comply with are now the very same people who are attempting to exempt themselves from the very same, from those coming from the US Federal Government, and by doing so now subject the rest of us living here, who disagree resoundingly, to live under the direction of intentional law breakers simply because this is where we happen to reside.

You put everyone else's safety at risk along with hindering the unity of people across our country, with this proposal.

Those of us who escaped the recent decades of indoctrinated beliefs, intentionally funneled through the public school system, and who are NOT captured in our thoughts by the corresponding propaganda of the media, corporations, and the foreign controllers who own them, know that ICE isn't some brutal militant faction of the US Government being purposely used by an individual in order to come take away your grandmothers and elementary school aged children.

No one is coming after people with disabilities. No one is preventing someone from seeking out their own abortion. Healthcare is available but is no longer at the expense of American citizens for people from all over the world. Not a single American has had any of their rights taken away. People of America have the same rights they've always had regardless of any unique characteristics they hold as an individual. No one is attempting to remove any of the individual characteristics of another person. Illegal residency is not a human characteristic and is simply being in another country, illegally and uninvited. People all across our land have come here over the decades, legally and lawfully. Those residing or arriving illegally are NOT limited to or only of one race or ethnicity but come from ALL over the world.

Embellished and dramatic tales, or rare instances, are being used to mislead and coerce D1
people to agree to things that are not in their best interest nor in the best interest of THEIR countryas a whole. Sanctuarycities, regardlessof whatyou intendon callingthemare placescriminalsseekout in orderto hide. Offeringto assistthemin doingso is not virtuous, or protectingof oneshumanrights, it's hidinglaw breakersfromauthorities.

We haveindividualsas well as frontorganizations, whichincludesNGO's all acrossthis countryfacilitatingand participatingin humantrafficking, drug smuggling, slavelabor, and child sex trafficking These are the types of individuals and groups that ICE intends to and has beenapprehendingand eradicating. To believethat our communityis free from any of thesenefariousindividualsand/or activitiesis delusionaland obviouslynow, may become intentional.

Claimingthat individualsare not beinggivendue processis false.

Everyindividual, questionedor apprehendedreceivesdue processunderthe laws of US Code which have all been constitutionally implemented and now after decades of being ignoredAREbeingenforced.

Dear council members,
RegardingCommunity Safety and Due Process Ordinance:

I strongly support the Community Safety and Due Process ordinance/resolution prepared by Coucilperson Contreras. This is about ensuringthe public knows their rights in public spaces in our beloved Vista. Doubling down on our constitutional rights for due process for everyone. Safeguardingfrom unconstitutional kidnappings and abductions in safe placeswithout a warrant. Complying with California law, sb 54, California values act, popularly known as sanctuary state.

Dear Council Members:

I am strongly in support of Councilperson Contreras' Community Safe and Due Process proposal. It includes basic constitutional rights everyone should have, including Know Your Rights information, due process standards, privacy information protections, FIOA plans, and more. It is in line with not only our state, but with what cities such as San Diego, Encinitas, and Carlsbad have in place.

This is about the safety and protection of Vistans and those who visit your city. I have out of town friends who join me often at Moonlight Amphitheatet, Avo Playhouse, and Cinepolis, along with many local restaurants.

I strongly encourage Vista city council to develop a clear and comprehensive ordinance and resolution based on this sensible proposal.

Dear Mayor Franklin, Deputy Mayor Melendez and Councilmembers Contreras, O'Donnell, and Fox,
It seems that some members of our community think D1 is about making Vista a sanctuary city, it's not. D1 is about the safety of our community. The recommendations, such as hosting " know your rights" forums and protecting people's personal information, is basic safety.

It's the job of the city to create an environment that is as safe as humanly possible.

We know that people of color are being targeted by federal agents. Everyone deserves due process, like having a valid search warrant, when confronted by an agent. They should be able to see their face. They should be able to make a call.

When errors by law enforcement happen, they should be able to question why.

I hope that tonight's discussion yields a thoughtful discussion, with some solid and helpful policies.

My name is Tatjana Andrew ( maiden name Pavlovicova), and I am writing in strong opposition to Item D1 on tomorrow's agenda. I immigrated to the United States legally. I followed every requirement, waited my turn, and worked hard to build a life here.

This ordinance disrespects those who did it the right way. By shielding those who came illegally, the City would be disregarding the sacrifices and effort made by legal immigrants like me.

In addition, the way this item was noticed raises serious concerns under the Brown Act.

Labeling it only as a " Community Safety and Due Process Discussion" and providing minimal detail did not adequately inform the public of its true scope — including immigration enforcement restrictions. Ramming through such a sweeping ordinance without clear, specific notice deprives Vista residents of their right to meaningful participation.

I urge you to table or defer Item D1 and instead commit to a transparent, open process where Vista residents and legal immigrants alike can have a true voice.

Respectfully,

Hi,
While i can not be at the counsel meeting. I want the voice of my family to be heard. I have been a vista resident for over 30 years. I absolutely do not want Visat to be turned into a sanctuary city. How can someone even suggest that? Why should my tax dollars go to people who are not legal citizens? My tax dollars should go to help fix the streets and the homeless Americans we already have. There is a big problem in Vista and this will only make it bigger.

Just to add when i say fix the roads i do not mean more unnecessary bike lanes and speed bumps all over the place. Another wasteful thing Vista did. I think this is a big mistake. How can Vista even t rink about doing that. .

To Whom It May Concern,
As a Vista city resident, I am writing in support of Councilmember Contreras's public safety and due process ordinance/resolution as I cannot attend tonight's meeting in person. This proposal does not block federal agencies like ICE from operating in those cities or conducting arrests. ICE employs its own federal agents who can enter cities to perform their duties. ICE can still use administrative or judicial warrants to make arrests, even without local police assistance.

I fully support proper enforcement of federal, state, county, and city laws but I do not support ICE's current arrest tactics which ignore the U.S. Constitution's requirement of Due Process and ICE's export of asylum applicants, green card holders, and even US citizens to detention camps within the United States or maximum security prisons outside of the United States.

I believe that we should continue to allow immigrants to attend their scheduled court hearings and not use our already strained local resources for immigration enforcement.

I strongly support Council Member Contreras' Community Safety and Due Process proposal.

It includes basic rights provided by the United States Constitution for ALL PEOPLE PRESENT in the U.S. Included in the proposal: Know Your Rights information, due process standards, privacy information protections, FIOA plans, and more. Providing these resources is not a political act; it is a facndarnental act of compassion and a practical step toward ensuring the well-being of all who live and work here.

Undocumented immigrants, like all people present in the United States, possess constitutional rights that must be respected. The Fifth and Fourteenth Amendments guarantee due process of law to all ' persons," not just citizens. See the City of San Diego's Know Your Rights (KYR) website page for critical resources that are vital to include in the city of Vista Know Your Rights webpage and general resources.
https://www.sandiego.govIknow-your-rights
I strongly encourage Vista city council to place this Community Safetyand Due Process resolution on the agenda sooner than later. It is local government's responsibility to developpolicy that ICE agents operate within the United States Constitution.

The current ICE modus operandi has resulted in all Vista residents feeling increased anxiety because they do not feel safe. You need to do all you can to help our most vulnerable residents feel safer when they go to: school, church, grocery shopping, work, seek medical care, the courthouse etc.

I'm writing to support the resolution preparedby Councilperson Contreras. It's a thoughtful and comprehensive proposal on an important issue that affects our community. From certain comments in the media, I understand some members of the city government disapprove of it, but their criticisms are off the mark. It seems reasonable and good to inform everyone of their basic rights and to do whatever we can to keep people safe from the unlawful kidnappings peipetrated by federal agents. I strongly encourage the Council to develop a clear and comprehensiveordinance and resolution based on this proposal. I intend to vote against anyone who stands in the way of developing such an ordinance and resolution during the next election.

Good afternoon,
My name is Noelani and I am a constituent of District 3. I am writing in support of Councilmember Corinna Contreras' recently added discussion item, Community Safety and Due Process. As a long time resident of Vista and someone who has served vulnerable populations in social services throughout the North San Diego County area for nearly a decade. I am grateful that Councilmember Corinna Contreras is advocating for the protection of Vista's community members similar to the City of Oceanside's recently passed Community Trust Resolution. This month, the Supreme Court issued an order allowing I.C.E. to detain individuals using tactics rooted in racial profiling. These tactics are a gross abuse of power and create a physically, mentally and emotionally unsafe environment. I urge the Vista City Council to make our city safe for all and not just for some by implementing protective measures including the sharing of " Know Your Rights" resources. requiring a warrant before federal immigration enforcement can access City property, protecting sensitive personal data from being shared with immigration enforcement, ensuring city contractors also follow these protections. and a commitment to upholding civil rights for all residents. I look forward to participating in future discussions on this matter.

Thank you,
Noelani D.

Mayor Franklin, Council - members, and City manager Conley, I write as a Vista resident of the past decade who is proud of our city's evolution into a safe, family - friendly community. I'm concerned about the rush to consider a sanctuary city" measure with minimal public notice and without clear definitions, fiscal analysis, or operational plans. For a decision of this magnitude, Vista deserves a transparent process, precise policy language, and unbiased staff work before any vote.

1. The current legal baseline in California already limits local cooperation with federal immigration enforcement
California's SB 54 ( the California Values Act) restricts the use of local resources to enforce federal civil immigration law, with narrow exceptions ( e.g., certain serious/violent offenses). It limits detaining people on civil immigration holds, sharing non-public personal information, and providing release dates except under specific circumstances set in state law. Any city policy must fit inside these state requirements.

The California Attorney General also issued updated bulletins ( Jan. 17, 2025) to clarify law - enforcement obligations under SB 54 and to update model policies for public facilities. These emphasize that state and local resources cannot be used for civil immigration enforcement except as SB 54 allows.

Vista contracts policing to the San Diego County Sheriff's Department ( SDK)), which says it follows state law and maintains an SB 54 policy manual. City actions must account for this structure and align with the Sheriff s operational policies.

Implication: Vista is already governed by a robust state framework. If the Council wishes to changelocal practice, it must articulate exactly what policies would go beyond SB 54 while remaining lawful and operationally feasible under the Sheriff contract. 2) The proposal has been noticed at the legal minimum; for a major policy, that is not sufficient public process
California's Brown Act allows. placing items on a regular -meeting agendawith 72 hours' notice, but it also requires a " brief general description" of each item. For a complex, city-wide policy with fiscal, legal, and public -safety ramifications, the legal minimum notice does not provide adequate time for residents to review language, consult sources, and prepare testimony. I urge the Council to require extended notice, staff reports, and public workshops before any vote.
3) National and regional contextarguesfor caution
Thefederalgovernmenthasrecentlyre-issueda “sanctuaryjurisdictions” list andexpanded ICE’s 287(g) partnershipswith locallaw enforcementnationwide. While Vistamustfollow Californialaw, adoptinga sanctuarylabelor policy packagecouldplacethecity atoddswith currentfederalenforcementprioritiesandattractscrutinyor fundingconditions.

Locally, therearerealgovernancefrictions. In December2024, theCountyadoptedadditional limits oncooperationwith immigrationauthorities; theelectedSheriff announcedshewould not honorthoseextrarestrictions, citing statelaw astheappropriatebalance. Thistug-of-war illustrateshow impreciseor symbolicpoliciescangenerateconfusionratherthanclarity.

FederalAuthority vs. Local Ordinances: UndertheU.S. Constitution’s SupremacyClause Article VI), federallaw preemptslocallaw. Citiescandecidehowmuchtheyvoluntarily cooperatewith federalimmigrationenforcement (within thelimits of statelaw), but they cannotblock ICE or CBPfrom carryingoutfederalimmigrationactions. Sanctuaryordinances mostlyrestrictlocalparticipation — theydonotpreventdeportationwhenfederalauthorities chooseto act. Thismeansa “sanctuarycity” designationoftenhassymbolicandpolitical valuemorethanpracticaleffect — particularlyin California, whereSB 54 alreadysetsstrong limits onlocal cooperation. Residentscaneasilybemisledinto thinkinga sanctuary designation “protects” peoplefrom deportationwhenin factfederalauthoritiesretainfull enforcementpower .

4) Fiscalstewardship: keepscarcelocal dollars focusedon local priorities I donot wantVistaspendingcity resourceson federalresponsibilities. Case Law: United States v. California, 921 F.3d 865 (9th Cir. 2019) — upholding parts of SB 54 but confirming federal immigration authority remains intact and cannot be obstructed.

Oakland Mayor Case: DOJ criticism of Oakland Mayor Libby Schaaf’s 2018 public warning about ICE operations — illustrating that federal enforcement proceeded despite local opposition, showing limited real effect of local sanctuary” efforts.

Resource Burden Examples: City of San Francisco and City/County of Los Angeles incurred significant staff time and legal costs defending sanctuary policies in federal litigation, e.g., City and County of San Francisco v. Trump, 897 F.3d 1225 (9th Cir. 2018).

Dear Mayor Franklin and Vista City Council Members,
j Pam wiy
I'm a longtime Vista resident and constituent of District 2. I am writing because I care deeply about this issue and my community.
t
Our Vista neighbors and families are being kidnapped and torn apart by detention and deportation. As the federal government continues to ramp up immigration enforcement in our communities, it has harmful impacts for the entire Vista community. It results in children missing school, people canceling their health appointments, less revenue generated for local businesses, and decreased use of public spaces and programs that are meant to provide support to our communities.

I am looking to you and the entire Vista City Council to make it clear that you stand with the City's immigrant community and will do everything in your local power to ensure all residents feel safe. The moment is now for Vista City Council leadership to act.

As the local legislative body, the City Council has the obligation to further state protections to meet the needs of our community.

I urge you to vote YES on the Safety and Due Process policy on Tuesday, 9/23. By doing so you will ensure that Vista is a welcoming place where immigrants do not have to live in fear, have the right to due process and receive dignity and respect.

Thank you,

Hello,
While I have compassion for all people living in Vista, whether they be US citizens or who have illegally entered this country, I am vehemently opposed to legislation that would make Vista a sanctuary city. Immigration reform is desperately needed, however, violating federal law and shielding potentially dangerous members of society in Vista is not the answer. I hope Connie Contreras will take this into account.

Thank you for considering my opinion on this matter.

Dear Mayor and Members of the Vista City Council,
Learn why t 1s is
My name is Joe, and I was born and raised here in Vista. I care deeply about the future of our community and the direction our city is headed. That's why I am writing to express my opposition to the idea of designating Vista as a sanctuary city.

Vista has always been a place where families can grow, businesses can thrive, and neighbors can come together. I worry that by declaring our city a sanctuary, we would be putting ourselves at odds with federal law and creating unnecessary conflict with the federal government. I don't believe that working against federal authorities is in the best interest of our city or its residents.

I strongly feel that our local leaders should focus on keeping Vista safe, welcoming, and prosperous — without taking on policies that could expose our city to legal, financial, and public safety risks. I ask you to carefully consider the long-term impact this decision could have on the stability and reputation of Vista.

Thank you for your time and for serving our community.

Dear Council Members,
earn why t
My husband and I have been residents of Vista for over 30 years, and have raised our two children here, who attended Vista public schools. Vista is our home.

I hope we can count on you to vote AGAINST any proposal that would make the City of Vista a sanctuary city. It is the duty of our elected officials to support the law and stand with our law enforcement officials.

Sanctuary city policies compromise public safety. By limiting cooperation with federal immigration authorities, these policies can allow undocumented individuals who have committed crimes to be released from local custody without being turned over to Immigration and Customs Enforcement ( ICE). This can create a situation where a person with a criminal history is released back into the community, potentially posing a risk to residents. Local law enforcement should be able to fully collaborate with federal agencies to ensure that all individuals who are in the country without authorization, particularly those who have committed crimes, are subject to federal immigration proceedings.

Sanctuary city policies are a direct defiance of federal law. Federal law, specifically 8 U.S.C. § 1373, prohibits state and local governments from restricting communication with federal authorities regarding the immigration status of individuals. Therefore, a sanctuary city is, by its very definition, violating federal statutes. This raises a legal and constitutional issue, as localities should not have the authority to choose which federal laws they will or will not enforce.

Finally, there are economic concerns. Becoming a sanctuary city could result in a loss of federal funding. The threat of losing federal giants for law enforcement or other public services is a significant concern for many communities. Also, sanctuary status could attract moreundocumentedimmigrants, potentiallystraininglocal resources suchasschools, healthcare, andsocialservices. Thefinancialburden of supportingtheseindividualsfalls onlocal taxpayers.

The city of Vista has become known for berms, roundabouts, traffic circles and green paint.

These are things that sound good, make the city council seem compassionate, but are notiing more than virtue signaling. This sanctuary city motion sends a message that doing things the right way, the legal way, is not important. A complete disrespect for law and order. Many have worked hard and paid much to do things the legal way and be proper citizens. I strongly urge councilmembers Fox, O'Donnell and Mayor Franklin to defeat any attempts to have Vista. become a Sanctuary city. We don't want to be a sanctuary from law and order.

I am pleased to speak in support of Council Member Contreras' Community Safety and Due Process proposal. It includes basic information that everyone should be familiar with, including Know Your Rights information, due process standards, privacy information protections, and FOIA plans. Providing these resources is not a political act; it is a fundamental act of compassion and a practical step toward ensuring the well-being of all who live and work in Vista.

Undocumented immigrants, like all people present in the United States, possess constitutional rights that must be respected. The Fifth and Fourteenth Amendments guarantee due process of law to all " persons": not just to citizens.

I strongly encourage the Vista City Council to place this Community Safety and Due Process resolution on the agenda as soon as possible. It is local government's responsibility to develop policy to do our best to ensure that ICE agents operate within the United States Constitution. Current ICE practice has resulted in many Vista residents feeling increased anxiety because they do not feel safe.

Thank you for your consideration of this matter.

Sanctuary cities policies support increased crime when individuals with criminal records are allowed to remain in our community. These policies place a strain on limited local and resources, and subvert the lawful enforcement of federal laws that are intended to protect the US national security interests.

My concern is that by limiting cooperation with federal immigration authorities, sanctuary policies allow people with criminal backgrounds to remain in communities to molest and kill local residents.

For example: Recall the case of Kathryn Steinle, a young woman who was murdered in front of her father and died in his arms in San Francisco after her killer was released from local custody as sanctuary rules discouraged them from cooperating with federal immigration officials. Another; In April 2025, Aleksandre Modebadze was fatally beaten in a home invasion robbery in Woodland Hills, Los Angeles by Three illegal immigrants from Eastern Europe. Two of the men had previously been released at the border and the third, had overstayed a visa, had two previous ICE detainers for burglary and drug charges that were ignored by " sanctuary jurisdictions". In January 2025, Karen Ruiz was murdered in. the Pacoima area of Los Angeles. The suspected gunman, Herbert Nixon Flores, was an undocumented immigrant with an extensive criminal record who ( later died by suicide. A detainer issued for Flores to the Los Angeles Police Department was not honored due to California's sanctuary policy, resulting in Karen's death.

The policy to actively subvert Ice's ability to remove criminals, put the criminals interest above residents. We are all safer when criminals are removed for public safety.

Respectfully,
William Melton

I am appalled that council members wouldn't support posting " Know Your Rights" information. Why don't you want your citizenry to know their rights and not protect them from abuse of those rights?
The ordinance does NOT prevent the release of any privacy information that is already required by state and federal law. It DOES prevent government overreach.

I am extremely alarmed by individuals being disappeared. If they can mistakenly remove someone, It could be anyone - you or me. This is a simple action for the city to take to assist it's citizenry.

I object to any council member who does not support and fully recognize the rights people living in Vista and beyond. You clearly do not support the constitution, state and federal laws.

Dear Members of Vista City Council,
It is my understanding that you will be discussing the topic of safety in Vista this evening.

I would like to address the council regarding federal I.C.E agents specifically.

I have been a homeowner in Vista for over 6 years and I have lived in California my entire life. While Vista certainly has its fair share of homelessness and grit, I wouldn't consider it an unusually unsafe community. I have spent a lot of time in our downtown area during the day and at night. The same goes for the nature trail that runs along Vista Way and Brengle Terrace Park. All I've ever noticed around me are tired working class community members such as myself. All I've ever noticed are families just looking to enjoy their lives just like me. I Iove Vista because of its diversity of culture and class.

By now I have seen overwhelming evidence that the federal agents terrorizing communities are masked, they don't identify themselves and they don't show warrants for detainment. They are quick to arrest, shoot tear gas, point guns. It seems like our government has started to hire individuals who are violent and racially motivated; individuals who lack integrity and compassion. As a result, for the first time ever, I am terrified at the prospect of those agents invading the sweet little community of Vista that l love so much.

If an agent is masked and won't identify themselves, how will I know it's actually a federally agent and not someone impersonating an officer with ill intentions? By now there is overwhelming evidence that these federal agents are racially profiling in many cases instead of going after " alien criminals" with warrants.

I am not blonde haired and blue eyed. Am I at risk of detainment just because I am a brunette and I like to shop at Northgate Market? What about my friends and community members who are brown? Should I fear for them too?
From what I can gather, federal I.C.E. agents in Vista will only make our community a scarier place, not a better or safer one.

Therefore, I respectfully ask that you do everything in your power to keep these federal agents out of Vista until they start to behave as excellently as our sheriff officers do. I think it is only fair that these agents unmask and identify themselves in a professional manner before swarming our community with racism and hate. Violence and bigotry has no place here.

Thank you for your attention to this matter.

Sincerely,
Nicole Simpson

We regretthatwe areunableto attendthemeeting, asthis issueis of greatimportanceto us.

We supportsanctuarypoliciesasa way to enhancetrustbetweenimmigrantcommunitiesand local governments, protectconstitutionalrights, respectlocalcontrol, andstrengtheneconomic andsocialstability. We havelistedourconcernsbelow:

Civil RightsandConstitutionalConcerns
Dueprocessprotections: Therehavebeennumerouscasesin which ICE detainers requeststo holdindividualswithouta warrant) havebeenfoundunconstitutionalin court. Sanctuarypolicieshelpavoidunlawfuldetentionandreduceliability for local governments.

Equaltreatment: Sanctuarypoliciesreduceracialprofiling anddiscriminationagainst peoplewho appear “foreign.”
Public Safety
Communitytrust: Whenundocumentedimmigrantsfeel safereportingcrimesor cooperatingwith police, publicsafetyimproves. Thefearof deportationdeterspeople from calling 911, reportingdomesticabuse, or servingaswitnesses.

Local policingfocus: Sanctuarypoliciesallow policeto concentrateon localcrime preventionandinvestigation, ratherthanactingasimmigrationagents.

Local Autonomy
Federalismprinciple: Immigrationis afederalresponsibility, nota local one. Cities shoulddecidehow bestto allocatelimited policeresources, ratherthanbeingcompelled to enforcefederalimmigrationlaw.

Resourceprioritization: Sanctuarycitiescanusetheirbudgetsfor local prioritieslike housing, education, andcrimepreventioninsteadof federalimmigrationenforcement.

Economicand SocialBenefits
Immigrantcontributions: Immigrants—includingtheundocumented—arevital contributorsto local economiesthroughlabor, taxes, andentrepreneurship. Sanctuary policiesmayencourageeconomicstability by reducingthefearof deportation.

Communitycohesion: Keepingfamiliestogetheris essentialfor children’s education, public health, andneighborhoodstability.

OtherConsiderations
Limited enforcement capacity: Even with local help, ICE cannot deport everyone in the county unlawfully. It is much more effective to prioritize violent criminals through targeted enforcement, rather than sweeping actions.

Policing efficiency: Local law enforcement is not typically trained in immigration law, and requiring them to enforce it can lead to confusion and errors.

We hope that you vote ' yes' on a Sanctuary City Resolution to protect the community and uphold the rights guaranteed by the United States Constitution.

Sincerely,
Steve and Lisa Weliens

Kathy,
Add to Packet D1
Donna Layden, a constituent, called to express her support for the safety and due process policy. “We do not want our kids torn apart, detained, or deported— everyone deserves due process, and they should get it according to our Constitution.” Ms.

Layden is urging the Mayor and Vista City Council to vote yes in support of this safety and due process policy.

Dear Council Members,

As a longtime resident of this community, I write today in support of the measure to recognize this city of Vista, as a Sanctuary City. I feel the need for the strong guardrails against the ICE agents who comes into our community with masks and unidentified uniforms and disappearances our community members without any due process.

Sincerely,
Members of the community

Re: D1
Dear Councilmembers:

I am writing to expressmy support for any ordinances proposed to protect our community' s residents from FederalImmigration thugs who may try to come to Vista in hopes of raiding and kidnapping our immigrant neighbors and bystanders who are unreasonably profiled. In these times of government lawlessness, we must step up on a local level to make sure our city is safe for everyone. We are all just humans, and most everyone is good at heart. I do not want to seeany of our fellow Vistansdragged away for the misdemeanor of being here without documentation and I would hope you also would have the humanity to agree. All people on USsoil are entitled to due processand humane treatment. We should all fight to maintain these fundamental rights.

Regards,
Carol Jefferies
