ST
ATEMENT ON THE SUBJECT: The San Diego Association of Governments (SANDAG), acting as the Regional Transportation Commission, is required by the San Diego Transportation Improvement Program Ordinance and Expenditure Plan to develop and adopt a Regional Transportation Improvement P rogram (RTIP). The RTIP is a multi -year program of proposed major highway, arterial, transit, pedestrian, and bikeway projects, and includes projects that are eligible to use TransNet funds that have been submitted by local jurisdictions. The source of TransNet funding is a countywide voter approved half -cent sales tax to finance transportation improvements; the sales tax extends through 2048.
The Ci
ty receives from SANDAG annual allocations of TransNet funds for repairs and improvements to local streets and roads based on sales tax revenue projections, population and maintained street mileage. These funds must be programmed by the City into the RTIP before they can be spent. The programming of funding is required to assist SANDAG with managing the cash flow needs of each local agency.
Th
e City utilizes TransNet funding to support its Capital Improvement Program (CIP). The amounts estimated to be available to the City for Fiscal Years (FY) 2025 through 2030 are shown in Exhibit 4 .
