STATEMENT ON THE SUBJECT: The City Council has established a variety of Commissions, Committees, and Boards to discuss topics and provide recommendations to the City Council. Those items that are not already scheduled to come before the City Council are presented in a Commission Recommendations agenda report. Senior Citizens Affairs Commission Recommendation
On September 17, 2025, the Senior Citizens Affairs Commission voted to recommend to the City Council that all new projected, planned and approved traffic signal installations and future traffic signal installations include Leading Pedestrian Interval (LPI), Accessible Pedestrian Signal (APS), and countdown technological features; that all 110 existing traffic signals in the City of Vista be surveyed and prioritized for repair and potential upgrade to LPI, APS, and countdown features to promote safety for the Vista senior population who may be affected by visual, auditory, mobility, neuromuscular and/or medical deficits, who navigate the city on foot or by public transit; that the APS and countdown features are not language based (Vote: 6-0, one vacancy).
The City is implementing APS on new traffic signal projects and has been for the past few years; this will continue. Staff estimates the cost to implement this recommendation would vary from $15,000 to $40,000 per signalized intersection, depending on the condition and extent of existing infrastructure to support this technology. Staff would need to evaluate each of the signalized intersections individually to determine exact costs, which would require staff time or a consultant to perform this work.
