similar work with 14 other local agencies. We will leverage D-MAX’s extensive experience developing credit calculation approaches for existing structural BMPs and existing and proposed non-structural BMPs, and RICK’s extensive experience siting and designing regional scale trash controls.
JRMP and BMP Design Manual Updates
The City will likely need to update its JRMP, BMP Design Manual, and ordinances after MS4 Permit reissuance. D-MAX has prepared JRMPs and ordinance updates for over half the San Diego Copermittees, including the City. We will apply our extensive experience working with municipal staff across different departments and groups to maximize credit for existing City programs and identify practical approaches to meet implement complex MS4 Permit requirements.
RICK and D-MAX prepared the regional model BMP Design Manual and many local BMP Design manuals. We complete plan checks of Stormwater Quality Management Plans (SWQMP), train municipal agency plan check staff, and prepare SWQMPs. We are able to apply our in-depth knowledge of regional guidance, individual agencies’ interpretations of requirements and adjustments to their manuals, guidance provided by the Water Board, and practical experience from reviewing and designing projects to the City’s BMP Design Manual update.
Alternative Compliance Programs
The City may wish to pursue an alternative compliance program in the future. Venkat Gummadi at RICK was the lead author for regional documents that allow agencies to prepare alternative compliance plans. RICK and D-MAX have also prepared local alternative compliance plans for several San Diego agencies, including RICK’s recent work to help the City of Chula Vista get Water Board approval for an innovative program that takes water quality credit for stream rehabilitation projects. Our team includes the leading local experts on alternative compliance, who can provide advice to the City on potential approaches and opportunities if the City wished to evaluate alternative compliance program feasibility.
Water Quality Improvement Plan (WQIP) Updates
The San Luis Rey WQIP group is proposing a Provision B.3.c approach, which will create new highest priorities and goals. The previously approved Reasonable Assurance Demonstration (RAD) and pending B.3.c approach can also be used to meet Bacteria TMDL goals. Our team has been following the B.3.c effort and reporting on the RAD through our work with the San Luis Rey WQIP group and the City of Oceanside, and we are prepared to help the City develop internal implementation procedures consistent with the new approach. RICK and Dudek’s expertise in hydrologic modeling and wetland assessments can also be applied if updates to hydrologic analyses of flows and potential impacts from the City to Guajome Lake are needed in the future.
In the Carlsbad WMA, a change to the City’s highest priority and/or goals may be needed when the WQIP is updated after Permit reissuance. D-MAX has also worked with the Water Board to negotiate changes to goals and/or establish new highest priorities in the Carlsbad WMA and several other WMAs, both administratively and through the public Consultation Committee process. We would plan to meet with the City to discuss our experience and identify the best option for a Carlsbad WMA goal update.
Annual Reporting and State Stormwater Cost Reporting Standards Collecting data for annual reports is a significant effort for most agencies currently, and data collection and management procedures will likely need to be updated after MS4 Permit reissuance. 10/14/2025 C4 127 of 156
Proposal for As-Needed Stormwater Program Technical Program Support
D-MAX is experienced at collecting data for JRMP and WQIP annual reports from various departments and groups within municipal agencies and has set up web-based tools and streamlined processes to collect the data. We have also worked with jurisdictions to adapt internal databases, such as Cityworks, to collect and report information needed for required reporting.
The City will also be required to report fiscal data per new State standards, beginning with the 2026-2027 fiscal year. This means any changes to internal financial management systems necessary to meet the new standards will need to be in place by July 2026. D-MAX is currently working with the County to develop standard guidance, templates, and training for the new standards , and we can apply what we have learned to help the City prepare to meet the new requirements .
Regulatory Audit Support
The San Diego Water Board recently audited two local agencies and stated they plan to audit all remaining San Diego agencies over the next several years. D-MAX supported one of the local agencies during its audit and has also successfully guided other agencies through past regulatory audits. We are available to brief City staff on what to expect in the upcoming audit, review program data in light of concerns raised in recent audits, and complete associated staff training.
Channel Maintenance Permit Renewal
The City’s channel maintenance permits will likely need to be renewed during the term of the contract. D-MAX and Dudek have trained City Public Works staff to complete maintenance per the requirements of the permits and are familiar with the City’s typical maintenance work. Dudek has close working relationships with all the resource agencies and would be able to help the City negotiate renewed permits to continue drainage facility maintenance.
Support for Grants and Water Quality or Habitat Projects D-MAX, Dudek, and RICK have all helped local agencies win grant funding for habitat and water quality projects and then successfully execute the projects. Examples include a regional biofiltration basin and park in Santee, a green street in La Mesa, green streets and habitat restoration projects in National City, and a channel improvement project in El Cajon. Our combined expertise in grant applications, environmental permitting, engineering design, and performance monitoring and report allow us to support the City on all types of water quality, drainage, and habitat projects . We have also prepared educational signs and performed community outreach in support of these projects, such as the City’s Paseo Santa Fe Green Street and the County’s Mapleview Green Street.
Data and Asset Management
The new MS4 Permit may include asset management requirements, either for the full drainage system or targeted at structural BMPs. RICK recently updated the City’s drainage asset data as part of the CMTC DMP, and D-MAX has extensive experience inspecting and tracking maintenance of structural BMPs. D-MAX and RICK have also worked to identify long-term maintenance schedules and practices for municipal structural BMPs, including cost projections and integration with work order management systems. RICK and Dudek both have dedicated GIS teams that can perform tasks such as street sweeping or storm drain cleaning optimizations. D-MAX has extensive experience analyzing monitoring data and is prepared to assist the City with evaluating data, e.g., for compliance assessment, program effectiveness, or performance metrics in grant agreements.
Should biological objectives be incorporated into the new MS4 Permit, Dudek’s ecology team has the expertise to help guide the City in meeting those requirements. 10/14/2025 C4 128 of 156

3. Proposed Task Order Approach
Upon receiving a task order request from the City, D-MAX’s project manager, John Quenzer, will evaluate the work needed, identify the best task order manager and key staff from our team, and confer with those staff to develop a scope, cost, and schedule for City review. At this stage we will clarify the City’s expectations for due dates and ensure assigned staff have sufficient availability to meet those deadlines. For each task order, a team member will also be assigned the role of quality control and review.
Once a task order is issued and work is in progress, the following will be completed:
• The project manager and the task order manager will regularly check the project budget using our firms’ internal time and budget management systems. Progress will be compared to budget used and to submittal deadlines to ensure projects are on track. • We will hold regular check in meetings with City staff to provide progress updates. • If a major decision that requires City input is identified as work progresses, the task order manager will reach out to the City’s project manager to get direction, typically via a meeting or phone call. In our experience getting direction early on helps to complete work more efficiently and ensures the deliverables meet the City’s expectations. • Once an internal work product has been drafted, the identified quality control staff and the project manager will both review it. The review will compare the product to the requirements identified in the scope of work and to our internal editorial and formatting guidelines. Our team also includes graphic designers and technical editors that will assist with tasks like reports and outreach materials. The internal draft will be updated based on this review, and the revised draft will be provided to the City for comments. • The task order will not be considered complete until all City comments are resolved to the City’s satisfaction.
We also recommend regular overall contract check in meetings between the City’s project manager and the D-MAX project manager. These meetings allow for status updates and check ins across all task orders and also provide opportunities to coordinate our team’s work with work other consultants are doing for the City.
4. Project Team and Organization Chart
Our team also includes RICK (DIR: 1000006546, SoS Entity: 0309412, 186 local staff) and Dudek (DIR: 1000007200, SoS Entity: C1210012, 350 local staff) to provide expertise in engineering, environmental permitting, and data and asset management. These firms’ deep benches of staff also help ensure our team has sufficient staff to meet deadlines and maintain high quality standards.
D-MAX’s project manager, John Quenzer, will be the main point of contact for the City. He will regularly check in with the City and internal team staff to monitor progress, quality, and budget.
John and task leads Teresa Lyndon, Venkat Gummadi (RICK), and Vipul Joshi (Dudek) comprise the core project team. John, Teresa, Venkat, and Vipul have worked together on many projects, including current Trash Amendments (with RICK) and channel maintenance (with Dudek) projects for the City.
