ACTION:
____________________________
Clerk/Secretary
Department: City Manager Item No: D1
Prepared by: John Conley, City Manager Meeting Date: October 28, 2025 Approved by: John Conley, City Manager Agenda Location: Discussion SUBJECT: PROPOSED OAK DRIVE PEDESTRIAN CROSSING AND CROSSING GUARD RECOMMENDATION: Discuss a proposed raised pedestrian crossing at Oak Drive and Isabella Way (N) and a new crossing guard for Foothill Oak Elementary School and provide direction to staff.

PRIOR ACTION: None.

STATEMENT ON THE SUBJECT: Councilmember Contreras requested the City Manager place a discussion item on an upcoming agenda to discuss a proposed raised pedestrian crossing at the intersection of Oak Drive and Isabella Way (N) in front of Foothill Oak Elementary School, and the provision of a new crossing guard for the school. The approximate location for the raised pedestrian crossing is shown in Exhibit 1.

Based on staff’s evaluation of this location, it is suitable for a raised pedestrian crosswalk. Vista Fire has approved the location and noted it does not interfere with the adopted emergency response map. The proposed location would require a push button activated rectangular rapid flashing beacon (RRFB) system and a new curb ramp. The installation would also require the removal of eight to ten on-street parking spaces. The estimated cost to implement a raised crosswalk with push button activated RRFBs at this location is $60,000. If sidewalk pop outs are to be included with the project, the estimated cost for implementation is $150,000.

The cost of a new crossing guard is estimated to be approximately $8,000 per school year.

FISCAL IMPACT: There is no direct fiscal impact associated with this discussion item. Should the City Council provide direction to proceed with this project, staff will bring the item back for formal funding approval.
