I work in the Vista Business Park and am asking you to reject the proposed Low-Barrier Navigation Center at 2630 Business Park Drive.

While I support helping people who are homeless, this is the wrong location. There’s no transit access, no nearby services, and it’s inside Vista’s main business employment zone.

Please choose a better, properly zoned site that has public transit and nearby social services.

Thank you for protecting Vista’s business community and employees.

Some people who received this message don't often get email from [email protected]. Learn why thisis important Dear Mayor Franklin and Vista City Council,
As an industrial real estate agent working within the Vista Business Park, I respectfully urge you to reconsider the proposed Low-Barrier Navigation Center at 2630 Business Park Drive.

While I fully support efforts to assist individuals experiencing homelessness, this location presents significant challenges. It lacks access to public transit, is far from essential support services, and sits in the heart of Vista’s primary business and employment district. I am deeply concerned about the potential impact on the safety of our workforce and the integrity of our commercial assets.

I encourage you to explore alternative sites that are appropriately zoned and better equipped with transit connectivity and nearby social services. Such a location would better serve both the individuals in need and the broader Vista community.

Thank you for your commitment to protecting Vista’s business environment and the well-being of its employees.

Sincerely,

Some people who received this message don't often get email from [email protected]. Learn why this isimportant Dear Mayor Franklin and Vista City Council Members,
I am writing to strongly oppose the proposed Low Barrier Navigation Center at 2630 Business Park Drive, directly next door to where I work in the Vista Business Park. This decision will permanently change the safety, stability and future of the place where I spend the majority of my waking hours.

I am a woman who often walks alone from my workplace to my car in dark morning and evening hours. I should be able to do that without fear. Safety is a basic right for me and for every person who comes here to work or visit. I work alongside hundreds of women in the business park, and I serve women customers every day who arrive alone. There is no scenario where this does not increase fear, vulnerability and preventable harm for the women who work and visit here.

This location directly conflicts with the purpose of the Vista Business Park Specific Plan, which was created to ensure a safe, professional employment environment for workers like me. A Low Barrier drop-in facility is not a permitted or compatible use under this plan because it brings high-volume, non- employment activity and 24-7 unsupervised access into a district meant to protect businesses and the workforce.

A Navigation Center is intended to serve as a low-barrier, service-enriched facility that helps individuals experiencing homelessness navigate into permanent housing. However, placing it in a business park without transit, services or safety infrastructure transforms it into a dislocated experiment rather than the tool it is meant to be. There is no public transit here. There are no nearby support services or medical facilities. There is no safety infrastructure in place to manage unmanaged crisis outside the building. A facility like this cannot operate safely, or successfully, without these elements. This location has none of them.

I am not an addiction councilor, trained mental health responder, security personnel, or safety officer. If you approve this, you are forcing me into frontline exposure, into situations I have no ability or authority to handle. That is not fair to me, the business park workforce, or to the people who need navigation support. They deserve professional care, easily accessible transportation, treatment access, and dignity. This site offers them none of those things.

You already know what will happen if this moves forward. It has been seen at

ADD TO PACKET

other navigation centers: when support is not available on site, crisis spills into the nearest unprotected space - our space - increasing illegal drug activity, littering, loitering, vandalism, robbery, loitering, prostitution, unsanitary conditions, and lawless activity. For me, that space is where I drive, park, walk, break, and earn a living. My safety, and the safety of every business and employee in the surrounding area becomes a daily risk.

As a North County resident, I take pride in my job. I contribute to Vista’s economy. I show up here to support myself, and my family, and now fear for my future. Fear destroys workforce stability. Fear drives customers away. Fear undermines economic stability. I should not have to fear coming to work in order for the City to check a box that a shelter was opened.

I am not asking the City to stop helping people experiencing homelessness. I am asking you extend the same compassion me, to stop imposing that responsibility on the business park workforce. I am asking you to make a responsible choice, not at the expense of my safety and livelihood. There are better locations in Vista with better infrastructure, transit services and proper support. The safety, dignity and stability of the people who sustain this city must be protected.

Reject this location. Lives, jobs and trust depend on your vote.

Thank you for your time, and careful consideration of the very real human and economic impacts of this proposal.

Best Regards,
Angie Gilmore

Personally, i believe this decision is a poor use of taxes and resources. This location is in the middle of only businesses and warehouses, which are all being put at risk with this decision, showing absolutely poor insight on how to actually help struggling individuals.

Please choose another location outside of this business park, a better, properly zoned site that has public transit access and nearby social services.

Some people who received this message don't often get email from [email protected]. Learn whythis is important Dear Mayor Franklin and Vista City Council,

I own a business and have employees in a building in the Vista Business Park and am asking you to reject the proposed Low-Barrier Navigation Center at 2630 Business Park Drive.

While I support helping people who are homeless, this is the wrong location. There’s no transit access, no nearby services, and it’s inside Vista’s main business and employment zone. I have very deep concerns about the safety of our people and potentially our inventory.

Placing a 24-hour access homeless shelter in a business park in Vista, CA is not a good idea because it disrupts the intended purpose and functionality of a commercial zone. Business parks are designed for professional operations, employment centers, and economic development — not for residential or high-traffic social services that can bring safety, sanitation, and congestion challenges. A 24-hour shelter introduces constant foot traffic and loitering in areas not equipped with pedestrian infrastructure or social service oversight, potentially discouraging investment, reducing property values, and creating safety concerns for employees and clients. While supporting unhoused individuals is essential, such facilities should be located near public transportation, healthcare access, and social services — not in industrial or business districts that lack these resources and are meant to foster commerce and employment.

Please choose a better, properly zoned site that has public transit and nearby social services. Thank you for protecting Vista’s business community and employees.

Thanks,

Subject: Objection to Proposed LOW BARRIER Homeless Shelter Navigation Center – 2630 Business Park Drive - Specific Plan (SPI Zone)
Honorable Mayor, Council Members, and Planning Commissioners:

I just read in the North County Daily Star Article on the Homeless Selter in Vista Business Park. As the owner of 2640 Business Park Drive, located immediately adjacent to the proposed LOW BARRIER Navigation Center at 2630 Business Park Drive I was appalled. My business, Easihair Pro, is a luxury professional-beauty manufacturer and education company serving stylists and salons nationwide. Most of our customers are woman, most of our employees are women who often work late into the evening to accommodate international time differences, production fulfillment, and education schedules. We are customer facing with many female hairdressers coming to our location to collect their orders or seek advise and consultations. Next door, Bandy Ranch work double shifts and have 200 employee 95% woman as well. Protect our woman workforce!!!

ADD TO PACKET
D4

I am deeply concerned that the proposed LOW BARRIER navigation center will make many of them feel nervous and fearful of their safety, particularly when entering or leaving the parking lot alone after dark. This not only creates a serious employee safety and morale issue but also threatens our ability to retain and attract key personnel— especially female employees who may choose to leave rather than work in an area perceived as unsafe. For a business built on professional education, client visits, and premium service experiences, this risk is unacceptable. My first thought was do I need to sell my building, however, who would buy it after I’m forced to disclose the city’s intentions.

The Use Is Not Permitted Under the Vista Business Park Specific Plan According to Chapter V: Land Use and Zoning of the Vista Business Park Specific Plan (1993), parcels within the SPI (Specific Plan Implementation) Zone are assigned to Use Areas A–F. These areas collectively authorize industrial, research, commercial, and office activities that together create “a well-planned and designed employment center.” Nowhere in the permitted or conditional use listings for any Use Area does the Plan identify “navigation center,” “emergency shelter,” “supportive housing,” or “social- service facility.”
Approved conditional uses (Section 4, p. 29) are limited to heliports, government offices, hospitals, museums, public facilities/utilities, energy co-generation, warehousing beyond 40 percent, and limited hotel or cannabis testing uses.

Therefore, the proposed navigation center is not an allowed or conditionally permitted use and would require a Specific Plan Amendment a discretionary legislative act subject to public review and findings of consistency.

The Proposal Conflicts with the Plan’s Objectives and Employment Purpose The Plan’s objectives require that the Business Park:
“Provide the City of Vista with a well-planned and designed employment center that contains a combination of industrial, research, commercial, and open space uses.”
“Ensure compatibility of all uses within the Plan area and surrounding properties through design and development guidelines.”
A 24-hour, service-intensive navigation center would fundamentally alter the character of the park. It introduces high-volume, non-employment-related traffic and after-hours activity that conflict with surrounding business operations and degrade the sense of security and professionalism essential to this employment district. This threatens not only the safety of employees but also the City’s ability to maintain the area as a high- value employment hub.

Easement and Access Conflicts
Recorded reciprocal access and parking easements (Instruments 1986-146321, 1987- 170759, 1987-241812, and others) exist between 2630 and 2640 Business Park Drive.

Any increase in uncontrolled public traffic, parking congestion, or queuing on shared drive aisles would constitute an impairment of easement rights and a violation of the Business Park’s circulation standards.

Requested City Actions

ADD TO PACKET
D4

I respectfully request that the City:

1. Confirm in writing that the navigation-center use is not listed as permitted or conditional use under the SPI zone;

2. Require a Specific Plan Amendment (not merely a Conditional Use Permit) before considering approval.

3. Conduct a compatibility and CEQA review addressing parking, access, security, and business-park consistency; and

4. Defer or deny approval until these analyses are complete.

Conclusion
Putting this center anywhere it going to be difficult and I am not against helping people affected by drugs, alcoholism or mental illness, however, it would be extremely irresponsible of the committee to allow a center to occupy a location so ill equipped to handle 100 to 200 people, the single bus stop does not represent a transit center! My father and I have operated businesses and owned real estate in the City of Vista for over 35 years; 1216 Avenida Chelsea, 1160 Joshua Way, 2510 Island View and 2640 Business and we love the beauty, safety, and tranquility it represents specially as it comes to attracting employees. Did any city representative think of talking to us or getting our input or at least notify me that my easement may be turned into gathering ground for the homeless; I had to read it in the local paper; looks as if Major Franklin is trying to sneak this one in!! My understanding is that there are an estimated 130 homeless people in the city of Vista, 200 beds would increase our homeless population and not decrease it; Business Park Drive, neither serves the homeless or the community.

Vista Business Park is the backbone of all commerce in the City of Vista, and it must be protected as such. The proposed navigation center jeopardizes not only my own $5.5 million investment made in 2022 in 2640 Business Park Drive with its shared access, parking, and utility easements but also threatens hundreds of millions of dollars in family-owned business assets across this park not to mention the close proximity to family friendly residential real estate 2 blocks away. A LOW BARRIER homeless shelter in this location will disrupt existing businesses, deter future investment, and ultimately diminish the desirability of the surrounding residential communities only blocks away.

I respectfully request that this location be struck from consideration; the Business Park is not equipped to handle this type of project. I, along with my fellow business, park business and property owners will fight this proposal tooth and nail to defend the integrity of the Business Park and the safety of its 25,000 plus workforce. As of today, it appears Councilmember Rebecca Jones appears to be standing with the business community far more faithfully than Mayor John Franklin, whose current stance disregards the needs of the very community that built Vista’s economic foundation.

Surely the city is not planning on biting the hand that directly feeds this wonderful city.

Thank you for your consideration and call me with any questions.

Sincerely,

Algumas pessoas que receberam esta mensagem não costumam receber emails [email protected]. Saiba por que isso é importante Dear Mayor Franklin and Vista City Council,

I work in the Vista Business Park and am asking you to REJECT the proposed Low Barrier Navigation Center at 2630 Business Park Drive.

While I support helping people experiencing homelessness, this is the wrong location. There is no transit access, no nearby supportive services, and this building is positioned in the center of Vista’s main business and employment zone where safety and security are essential.

Please choose another location outside of this business park, a better, properly zoned site that has public transit access and nearby social services.

Thank you for protecting Vista’s business community and employees.

Some people who received this message don't often get email from [email protected]. Learn why this isimportant Dear Mayor Franklin and Members of the City Council,
I’m writing to voice my strong opposition to the proposed Low-Barrier Navigation Center at 2630 Business Park Drive, in the heart of the Vista Business Park, which is essentially a homeless shelter with any sobriety requirements, where pets and partners are allowed, along with entry/exit 24 hours a day.

This isn’t just a zoning question; it’s a question of judgment, bad judgement. The Vista Business Park was intentionally created as a professional, secure employment district, a place where people can safely work, create and invest. The proposed location for this facility violates both the spirit and the letter of that vision.

Vista has long been regarded as a desirable environment to attract and retain quality employees, a distinction that has become even more valuable since COVID, as many professionals have shifted toward remote work. The current secure, professional setting of this particular business park has been essential to maintaining that standard and continuing to draw both talented employees and dedicated customers to our place of business, the majority of whom are women.

These female employees often work late into the evening to serve customers across time zones and host education programs. Many clients, also primarily women, visit the premises for consultations and order pickups. A “low-barrier” shelter directly next door sharing the same parking lot introduces an obvious and deeply troubling safety concern.

Let’s be clear: safety is not a partisan issue, it’s a human one. Expecting female employees or visitors to walk alone through dark parking lots next to a transient shelter is not only unreasonable; it’s irresponsible. It undermines years of effort invested in making Vista a desirable, safe and professional place to work.

From a planning standpoint, this proposal does not comply with the Vista Business Park Specific Plan (1993). The SPI zoning designates permitted uses for industrial, office, research, and commercial activities. It does not include “navigation centers,” “emergency shelters,” or “social-service facilities” as permitted or conditional uses. Any such project would require a Specific Plan Amendment, which must undergo public review and findings of consistency before even being considered.

This proposal also conflicts with the Plan’s core objectives:

ADD TO PACKET
D4

To create a “well-planned and designed employment center,” and To “ensure compatibility of all uses within the Plan area.” A 24-hour, open-access facility serving transient populations is incompatible by every definition. It introduces after-hours activity, traffic and loitering into an area built for professional commerce, not crisis intervention. Thi swould only serve to increase homelessness into Vista - and at the deteriment of our employees and customers alike.

There’s also a legal issue. Recorded reciprocal easements govern access and parking between 2630 and 2640 Business Park Drive. Increased public use, uncontrolled parking, or queuing would violate those easement rights and create safety and liability concerns for neighboring tenants and property owners.

No one here is arguing against compassion. But compassion and common sense must coexist. This site lacks the infrastructure, securitand transit access needed for a facility of this kind. The Business Park is not a social-services corridor; it’s the city’s economic backbone, employing over 25,000 people and housing hundreds of millions of dollars in private investment. Undermining that stability would have lasting consequences for the entire Vista community.

Therefore, I strongly urge the City to:

1. Confirm that a navigation center is NOT a permitted or conditional use under the current SPI zoning.

2. Require a Specific Plan Amendment and full public review process before any approval.

3. Conduct thorough compatibility and CEQA studies addressing safety, access, and land-use conflicts.

4. Remove 2630 Business Park Drive from consideration and identify an alternative site aligned with zoning and community priorities.

Vista has always been a city of balance, a place that values both compassion and common sense. This proposal, as it stands, fails that balance. The Business Park must remain what it was always meant to be: a safe, professional, and thriving employment center that represents Vista’s best values, not its worst miscalculations.

Respectfully,
Lance Courtney

I currently arrive early in the morning to work and doors stay unlocked until others arrive.

This will not be a safe zone for single female, and I do not leave before 8 pm. I sit outside in quite to eat lunch, connect with global customers and walk the parking lot.

Please choose another location outside of this business park, a better, properly zoned site that has public transit access and nearby social services.

Thank you for protecting Vista’s business community and employees.

The considered location at 2630 Business Park Drive is approximately 30 yards from our business. Many other businesses surround this facility, and customers, vendors, and employees would need to drive through the shared parking lot on a daily basis. This facility, in this location, would render the Vista Business Park an unsafe place to work.

Please choose another location outside of this business park, a better, properly zoned site that has public transit access and nearby social services.

Thank you for protecting Vista’s business community and employees.
