SUBJECT: CAPITAL IMPROVEMENT PROGRAM CAPITAL PROJECT OVERVIEW RECOMMENDATION: Receive a report and presentation on the City’s Capital Improvement Program (CIP) and provide direction to staff on project and funding priorities for the preparation of the FY 2026/27 & 2027/28 Capital Project Budget.
CORRELATION TO CITY COUNCIL GOALS: (1) Homelessness and Housing, (2) Public Safety, (3) Fiscal Responsibility, (4) A Cleaner, More Beautiful Vista, (5) Climate and Environmental Responsibility, (6)Parks and Recreation, (7) Economic Development, (8) Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On June 11, 2024, adopted City Council Resolution 2024-86, and Buena Sanitation District Resolution No. 2024-04 approving the Six-Year Capital Improvement Program and FYs 2024/25 and 2025/26 Capital Project Budget and authorizing appropriations for Fiscal Years 2024/25 and 2025/26 Capital Projects (Vote: 5-0).
STATEMENT ON THE SUBJECT: The City’s Six-Year Capital Improvement Program (CIP) is updated biennially to guide the planning and implementation of major capital investments in public infrastructure, facilities, and land acquisition in alignment with the City Council’s strategic goals and available funding resources. The biennial update aligns capital investments with available funding and the strategic priorities established by the City Council. While the full six-year program outlines future needs, only the first two fiscal years of appropriations are adopted.
The purpose of this workshop is to provide the City Council with an overview of the capital planning framework, review recent accomplishments, assess current project status, and discuss projects that have been identified but not yet funded. Council feedback will guide staff in refining priorities and developing the Draft FY 2026/27 & 2027/28 Capital Project Budget for consideration in Spring 2026.
Unlike the Operating Budget, which resets annually, the Capital Improvement Program operates on a multi-year basis. The City adopts a biennial Operating Budget and a biennial Capital Improvement Program (CIP) Budget in alternating years to maintain alignment between ongoing operations and long- term capital planning. Although the Operating Budget covers a two-year period, appropriations reset each fiscal year, while CIP funding is carried forward until a project is completed or formally closed. This AGENDA

SUBJECT: CAPITAL IMPROVEMENT PROGRAM CAPITAL PROJECT OVERVIEW carryforward structure provides stability for long-term planning, prevents interruptions in project delivery, and allows staff to effectively manage complex, multi-phased projects that often span several years.
The City’s revised FY 2025/26 Capital Project Budget totals $113.2 million, which includes $81.7 million in carryover from prior years, $27.2 million in new appropriations adopted on July 1, 2025, and $4.3 million in additional appropriations adopted during FY 2025/26. This total reflects the City’s continued investment in community infrastructure, including major roadway improvements, facility enhancements, and park rehabilitation projects currently underway or scheduled to begin in the coming months.
The Capital Budget is organized into eight program areas: Parks and Recreation, Public Facilities, Housing, Streets, Traffic Signals, Drainage, Vista Sewer, and Buena Sanitation Sewer. The revised FY 2025/26 Capital Project Budget of $113.2 million reflects all seven program areas and represents the current year of the City’s Six-Year Capital Improvement Program. This workshop focuses on the five non- sewer categories, which comprise the majority of City-managed projects that directly serve the community.
A summary of the current-year budget along with five years of prior actual expenditures is presented in the table below, providing context for ongoing investments and long-term project delivery trends across all program areas. Exhibit 1 provides additional detail by funding source and illustrates the combined use of carryover and new appropriations to support capital improvements citywide.
