John Conley, City Manager Meeting Date: November 12, 2025 Approved by: John Conley, City Manager Agenda Location: Discussion SUBJECT: PROPOSED OAK DRIVE RAISED PEDESTRIAN CROSSING
RECOMMENDATION: Discuss a proposed raised pedestrian crossing at Oak Drive and Isabella Way and provide further direction to staff.
PRIOR ACTION: On October 28, 2025, discussed a proposed raised pedestrian crossing at Oak Drive and Isabella Way (N) and a new crossing guard for Foothill Oak Elementary School and directed staff to include a raised pedestrian crossing at Oak Drive and Isabella Way on the Year End Fund Balance discussion; receive input from Vista Unified School District; and prepare renderings of raised pedestrian crossing and raised pedestrian crossing with bulbouts (Vote: 5-0).
STATEMENT ON THE SUBJECT: Following up on the October 28, 2025, discussion of this item, City staff has communicated with Vista Unified School District (VUSD) staff regarding the proposed raised pedestrian crossing on Oak Drive and prepared conceptual plans for a crossing at this location, both with and without curb bulbouts (Exhibit 1).
As stated in the October 28 agenda report, this location is suitable for a raised pedestrian crosswalk. Vista Fire has approved the location and noted it does not interfere with the adopted emergency response map.
The proposed location would require a push button activated rectangular rapid flashing beacon (RRFB) system and a new curb ramp. The installation would also require the removal of eight to ten on-street parking spaces. The estimated cost to implement a raised crosswalk with push button activated RRFBs at this location is $60,000. If sidewalk bulbouts are to be included with the project, the estimated cost for implementation is $150,000.
Staff previously considered other options to improve safety along this stretch of Oak Drive. All-way stop controls at either of the Isabella Way intersections would not be appropriate since the traffic volumes from Isabella Way are too light. In addition, an all-way stop at this location would contribute to congestion during peak school traffic. In addition, speed humps were considered, but are not recommended since the vast majority of Oak Drive is designated as a primary emergency response route where speed humps are not allowed.
VUSD Input. The City Manager communicated with the VUSD Superintendent, Dr. Matt Doyle, on October 30, 2025, to discuss the proposal for a raised pedestrian crossing on Oak Drive in front of Foothill Oak Elementary School. Dr. Doyle spoke to the current principal of the school and the past principal to get input AGENDA
