A
t its regular meeting on September 22, 2025, the Parks and Recreation reached a consensus to recommend serving as the Wave Waterpark Committee, with the inclusion of additional stakeholders such as representatives from VUSD Water Polo, Vista High School, Rancho Buena Vista High School, students/volunteers, Wave Waterpark passholders, and families who frequently participate in Wave Waterpark programs.
I
f the Parks and Recreation Commission served as the Wave Waterpark Committee and the Wave Waterpark Committee included outside stakeholders, that would be a de facto enlargement of the Parks and Recreation Commission and would not comply with the requirements of the Municipal Code. In order to participate in the Wave Waterpark Committee, the Parks and Recreation Commissioners should either apply to be appointed to the Wave Waterpark Committee or plan to participate as members of the public during committee meetings.
