The December 3, 2025, Special Joint Dinner Meeting of the Vista City Council and the Environmental Commission was called to order by Mayor Franklin at 6:45 p.m. at Cocina del Carmen, 1350 E Vista Way, Unit 8, Vista, California.

City Councilmembers, Commission members, and staff enjoyed a social evening. There was no action taken.
