SUBJECT: ALL-WAY STOP AT THE INTERSECTION OF PLUMOSA AVENUE AND LYNN WAY
RECOMMENDATION: Adopt City Council Resolution No. 2025- , establishing an all -way stop at the intersection of Plumosa Avenue and Lynn Way.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On November 5, 2025, recommended establishing an all-way stop at the intersection of Plumosa Avenue and Lynn Way (Vote: 4-0, Mangold, Pedroza, and Vielma Absent).
STATEMENT ON THE SUBJECT: The City received a request to evaluate the intersection of Plumosa Avenue and Lynn Way for an all-way stop for traffic calming purposes on Plumosa Avenue. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Plumosa Avenue and Lynn Way does not meet the quantitative criteria for an all-way stop. Exhibit 2 is the all-way stop evaluation of the intersection.
Residents submitted a petition to install an all-way stop at the intersection of Plumosa Avenue and Lynn Way as a traffic calming measure in accordance with the City’s Traffic Calming Program. Exhibits 3 and 4 are the petition and petition verification map, which show that a majority of nearby residents are in support of the all- way stop.
Staff collected data that showed the prevailing speeds near 753 Plumosa Avenue to be around 33 miles per hour. The speed study is attached as Exhibit 5. There has been one reported accident on Plumosa Avenue between the northern and southern city limits in the past five years.
The City Traffic Engineer has determined that an all -way stop is the most feasible solution to manage speeding along Plumosa Avenue. Exhibit 6 is a memorandum from the City Traffic Engineer documenting this determination.

Subject: All-Way Stop on Plumosa Avenue & Lynn Way
Resi
dents submitted a petition to install an all-way stop at the intersection of Plumosa Avenue & Lynn Way as a traffic calming measure in accordance with the City’s Traffic Calming Program. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Staff determined that the intersection of Plumosa Avenue & Lynn Way does not meet the quantitative criteria for an all-way stop.
I ev
aluated the street segment and I found that based on roadway characteristics, vehicle speeds and accident history, in my engineering judgment and as provided in the City’s Traffic Calming Program, an all-way stop at the intersection of Plumosa Avenue & Lynn Way is the most feasible and effective measure to reduce vehicle speeds on Plumosa Avenue.
