RECOMMENDATION: Confirm the Mayor’s recommendations to fill unscheduled vacancies on the Senior Citizens Affairs Commission and the Planning Commission.
CORRELATION TO CITY COUNCIL GOALS: Routine operational item not corresponding to a specific City Council goal.
PRIOR ACTION: On March 11, 2025, confirmed Mayor Franklin’s, Deputy Mayor Melendez’s, Councilmember Contreras’, and Councilmember Fox’s recommendations for appointments to various Commissions, Boards, and Committees (Vote: 5-0).
STATEMENT ON THE SUBJECT: The City Clerk was notified on June 13, 2025, that Mary Regan was resigning from the Senior Citizens Affairs Commission. A notice of unscheduled vacancy was posted on July 25, 2025, with an application deadline of August 25, 2025. Applicants were solicited through City notices and social media posts. Interviews were conducted on September 9, 2025. Mayor Franklin is recommending that Christine Bird be appointed for a term ending March 31, 2028.
The City Clerk was notified on September 11, 2025, that Clay McCarthy was resigning from the Planning Commission. A notice of unscheduled vacancy was posted on September 16, 2025, with an application deadline of October 20, 2025. Applicants were solicited through City notices and social media posts.
Interviews were conducted on November 6 and December 2, 2025. Mayor Franklin is recommending that Kimberlee Simmons be appointed for a term ending March 31, 2028.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.

I recommend that Christine Bird be appointed to the Senior Citizens Affairs Commission and that Kimberlee Simmons be appointed to the Planning Commission to fill unscheduled vacancies with terms ending March 31, 2028.
The appointments are scheduled for confirmation at the City Council Meeting on December 9, 2025.
