PRIOR ACTION: On December 9, 2025, the City Council adopted Resolution No. 2025-205, amending the Classification and Compensation Index, and repealing the provisions of any resolutions in conflict there with (Vote: 5-0)
STATEMENT ON THE SUBJECT: Maintaining and keeping the City’s classification and compensation system current is essential to City business.
The update to the City-wide Classification and Compensation Index includes the following change:
Finance Department
Change confidential designation of one (1) Accounting Technician (C23) to one (1) VCEA represented Accounting Technician (G22)
The Accounting Technician position within the Finance Department has historically been designated as a confidential classification due to its involvement in supporting budgetary data used in labor relations activities. Confidential designations are intended for positions that require access to sensitive labor relations information that could create a conflict of interest if the position were represented.
As part of an ongoing review of departmental operations and staffing assignments, the Finance Department, in coordination with Human Resources, evaluated the current duties and operational needs associated with this position. This review determined that the Accounting Technician no longer performs functions related to labor relations or the preparation of budgetary data used in collective bargaining or related activities.
The position’s primary responsibilities will focus on administering the City’s payroll processes and providing accounting support functions that do not require a confidential designation. Based on this assessment, the City has determined the confidential designation is no longer necessary or appropriate for this position.
