S
TATEMENT ON THE SUBJECT: On September 26, 2023, the City Council approved two master leases of properties to be used for an interim housing project. On January 9, 2024, the City Council approved an agreement with Retread, Inc. (Retread), to provide operator services for the Buena Creek Navigation Center (BCNC) at the master leased sites for 12 months and on March 4, 2024, the BCNC began accepting clients into the program. On January 9, 2025, the agreement with Retread was extended through December 31, 2025, with an option to renew through December 31, 2026.
The B
CNC maintains low barriers for intake to its semi- congregate facility for adults experiencing homelessness and readily accommodates couples and pets. Since program inception in March 2024 through November 2025, the BCNC has demonstrated strong performance and measurable outcomes including 331 Vista clients sheltered, with 295 clients exiting the program during that time. Of those exits, 62 percent resulted in positive housing outcomes. Notably, 37 percent of exits were to permanent housing destinations, including rental housing with or without ongoing subsidy and permanent housing placements AGENDA
