RELATIONSHIP TO CITY COUNCIL GOALS: Homelessness and Housing.
PRIOR ACTION: On June 24, 2025, introduced and adopted City Council Ordinance 2025- 05, entitled, “An Ordinance of the Chartered City of Vista, California, Adding Chapter 2.54 to the Vista Municipal Code to Establish a Homelessness Commission” (Vote: 5-0).
STATEMENT ON THE SUBJECT: The City Council adopted an ordinance to establish a seven member Homelessness Commission with one recommendation of appointment to be made by each City Council member and an additional recommendation of appointment to be made by the Chair and Vice Chair of the Standing Committee on Homelessness (Councilmember Melendez and Mayor Franklin, respectively) .
Appointment terms are staggered to match the Councilmembers’ other appointments.
The
Notice of Vacancies was posted on the City’s website and kiosk on July 25, 2025. Applicants were also recruited through social media. Applications were due on August 25, 2025 and the full City Council conducted interviews at a Special Meeting on September 9, 2025. A second Notice of Vacancies was posted on November 4, 2025 with an application deadline of November 30, 2025. Applicants were again recruited through the City’s website and social media. Councilmember Melendez conducted interviews between January 8 and January 15, 2026 and Mayor Franklin conducted interviews on January 12, 2026.
