TATEMENT ON THE SUBJECT: The roofs at Jim Porter Recreation Center, located at 1200 Vale Terrace Drive, require replacements. Staff have conducted spot repairs to mitigate leaks, however due to age and condition, it has been determined that the roofs covering the main lobby, multipurpose room, exterior restrooms, dance studio and classrooms have exceeded their useful life and replacement is necessary.
Roof replacement is essential at this time to maintain the building’s condition.
I
n assessing the project, staff has determined that purchasing roofing materials under the California Municipal Award Schedule (CMAS) cooperative purchasing program directly from the manufacturer and procuring a certified contractor for installation is the most cost-effective procurement option and conveys a 30-year manufacturer materials warranty. Therefore, staff recommend forgoing the normal biddi ng
pr
ocedure to purchase the roofing materials from The Garland Company, Inc. for the Jim Porter Recreation Center under the City’s Municipal Code Section 3.08.150 P, when the City Manager, after consultation with t
he City Attorney, determines in writing that special circumstances would cause the implementation of the informal or formal bidding process infeasible, impractical, or otherwise not in the best interest of the City (Exhibit 3).
The G
arland Company will provide materials only and does not provide installation services. Following approval, staff will solicit bids to award an agreement for installation services to an authorized installation contractor.
