P
RIOR ACTION: On June 24, 2025, adopted City Council Ordinance No. 2025-06, establishing speed limits on various streets (Vote: 4-1, Franklin Opposed).
A
comprehensive list of prior City Council actions is included as Exhibit 2.
S
TATEMENT ON THE SUBJECT: In accordance with new State legislation, the City Council adopted Ordinance No. 2025-06 on June 24, 2025, reducing speed limits on various street segments in the City. The street segments included Sycamore Avenue from Green Oak Drive to the easterly City Limit. Since adoption of the ordinance, staff discovered a discrepancy in the Sycamore Avenue street limits. City Council Ordinance No. 89- 1 established a 45 mile- per-hour speed limit on Sycamore Avenue between Hibiscus Avenue and Business Park Drive, and City Council Ordinance No. 99 -5 established a 45 mile- per-hour speed limit on Sycamore Avenue between Business Park Drive and S. Melrose Drive. The June 2025 Ordinance No. 2025-06 breaks up the segment between Hibiscus Avenue and Business Park Drive by introducing Green Oak Drive as a boundary and establishing a new reduced speed limit of 40 MPH. This conflicts with the street segmentation in Ordinance No. 89 -1. Since Ordinance Nos. 89- 1 and 99 -5 both establish a speed limit of 45 MPH, staff recommends consolidating the two ordinances into one ordinance with the correct street limits. Please see Exhibit 3 for a map showing the conflicting street limit s and the updated street limits.
Staff conducted a new radar speed study and created a new Engineering & Traffic Survey with the correct street limits. Please see Exhibit 4.
F
ISCAL IMPACT: There is no cost associated with this action as it only updates street limits without changes to the speed limits.
