S
TATEMENT ON THE SUBJECT: For over 20 years, the City of Vista has partnered with The ARC of San Diego (ARC) to provide park litter abatement services. ARC is a private, non- profit agency that offers a supported employment and work training program for adults with developmental disabilities facing barriers to employment. Under the agreement, ARC provides a crew leader, and a three-person work crew who work approximately 12 hours per week to collect and remove litter throughout City parks, helping to maintain clean and functional public spaces.

D
ue to the unique nature of the services ARC provides, staff recommend forgoing the normal bidding procedure and creating a contract under the City’s Municipal Code Section 3.08.150 P w hen the City Manager, after consultation with the City Attorney, determines in writing that special circumstances would cause the implementation of the informal or formal bidding process infeasible, impractical, or otherwise not in the best interest of the City.

O
ur current agreement with ARC will expire on February 14, 2026. Staff recommend a new agreement for continued services with a term not to exceed 60 calendar months.
