ST
ATEMENT ON THE SUBJECT: The U.S. Department of Transportation's (USDOT) Better Utilizing Investments to Leverage Development (BUILD) grant program provides grants for surface transportation infrastructure projects with significant local or regional impact.
The D
epartment intends to make one round of selections under this Notice of Funding Opportunity (NOFO) using the $1.5 billion provided by the Infrastructure Investments and Jobs Act (IIJA) for Fiscal Year (FY) 2026.
The C
ity seeks funding for the Emerald Drive Complete Streets Project (CIP No. 8357) that includes sidewalk and bicycle facilities, median and crosswalks, traffic calming measures such as roundabouts, streetlights, and urban greening. The construction estimate for this project is approximately $12 million.
F
ISCAL IMPACT: There is no fiscal impact with the submittal of this application. However, a 20 percent non-federal funding match totaling $2.4 million is required if awarded. Staff have identified $900,794 in non- federal funds allocated in the CIP budget for Emerald Drive Complete streets project 8357.
Additionally, there is $1.5 million non- federal funding available in the Street Projects reserve account (no. 0020000.310753). This reserve was set up as a part of the FY 25/26 CIP Mid-Cycle Update and approved by Council Resolution No. 2025-113. Staff recommend designating these funds towards the funding match for this project. Should this grant be awarded (anticipated notice June 2026), a budget adjustment will be brought to the next scheduled City Council meeting following the award to appropriate $1.5 million towards CIP No. 8357 from this account to cover the amount for the match requirement.
