PRIOR ACTION: On January 27, 2026, discussed the appointments to SANDAG and directed staff to bring back a resolution to appoint Corinna Contreras as representative, Katie Melendez as first alternate and Jeff Fox as second alternate to the Board of Directors of SANDAG (Vote: 4-1, Franklin opposed).
On December 9, 2025, adopted City Council Resolution No. 2025-215, appointing Katie Melendez as representative, Dan O’Donnell as first alternate representative and Jeff Fox as second alternate representative to the Board of Directors of SANDAG (Vote: 4-1, Franklin opposed).
STATEMENT ON THE SUBJECT: In accordance with Vista Municipal Code § 2.12.260, on December 9, 2025 the City Council recommended and majority approved the appointment of Councilmember Melendez to serve on the Board of Directors of the San Diego Association of Governments (SANDAG) and Councilmembers O’Donnell and Fox to serve as first alternate and second alternate, respectively.
On January 27, 2026, the City Council discussed the representative appointments to SANDAG and voted to appoint Corinna Contreras as representative, Katie Melendez as first alternate and Jeff Fox as second alternate, and directed staff to bring a resolution to City Council to formally document the decision.
FISCAL IMPACT: There is no direct fiscal impact associated with the staff recommendation.

RESOLUTION NO. 2026-
A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, APPOINTING A REPRESENTATIVE AND FIRST AND
SECOND ALTERNATE REPRESENTATIVES TO THE BOARD OF
DIRECTORS OF THE SAN DIEGO ASSOCIATION OF GOVERNMENTS
(SANDAG)
The City Council of the City of Vista does resolve as follows:
1. Findings: The City Council hereby finds and declares the following:
A. The chartered City of Vista (“City”) is a member of the San Diego Association of Governments (“SANDAG”), and the City Council is entitled to and regularly does appoint a representative and alternate representatives to serve on the SANDAG Board of Directors.
B. The City Council desires to change the City’s representative and alternate representatives to the SANDAG Board of Directors.
2. Action.
A. The City Council hereby appoints Corinna Contreras as Representative, Katie Melendez as First Alternate Representative and Jeff Fox as Second Alternate Representative of the chartered City of Vista to the SANDAG Board of Directors, effective January 27, 2026.
B. Upon adoption, the City Clerk shall provide a certified copy of this Resolution to the Clerk of the SANDAG Board of Directors.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on February 10, 2026, by the following vote:
