CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On January 26, 1987, adopted City Council Resolution No. 87-23, designating the intersection of Postal way and Santa Fe Place as a stop intersection (Vote 5-0).
PRIOR TRAFFIC COMMISSION ACTION: On February 4, 2026, recommended establishing an all-way stop at the intersection of Postal Way and Santa Fe Place (Vote: 5-0, Albright and Pedroza Absent).
STATEMENT ON THE SUBJECT: The City received a request to evaluate Postal Way for speed humps for traffic calming and pedestrian safety. However, Postal Way is designated as a primary emergency response route on the City’s emergency response route map, where speed humps are not allowed. Staff instead evaluated the intersection of Postal Way and Santa Fe Place for an all-way stop. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Please see Exhibit 2 for the evaluation. Staff determined that the intersection of Postal Way and Santa Fe Place meets criteria for an all-way stop based on pedestrian safety and the presence of a school bus stop where children are picked up and dropped off.
The adjacent properties have been notified that this proposal will be on the March 10, 2026 City Council meeting agenda. Exhibits 3 and 4 show the map of notified properties and the notice sent to the properties.
FISCAL IMPACT: The cost to install two stop signs is approximately $800. Sufficient funding is available in the Fiscal Year 2025/26 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies account (no. 1060410.531500.00090).
