P
RIOR TRAFFIC COMMISSION ACTION: On February 4, 2026, recommended establishing an all-way stop at the intersection of The Circle and E. Orange Street (Vote: 5-0, Albright and Pedroza Absent).

STATEMENT ON THE SUBJECT: In April 2025, staff completed the Townsite Complete Streets Phase II feasibility study in cooperation with Councilmember Corinna Contreras and the community, and with the assistance of a professional engineering consultant. The plan developed traffic calming and non-motorized improvements for the area bounded by E. Vista Way, Vista Village Drive, N. Santa Fe Avenue and E. Bobier Drive. In October 2025, Councilmember Contreras held a follow up neighborhood meeting focused on the area around The Circle to obtain additional resident feedback. Residents expressed concerns with speeding and pedestrian safety at the intersection of The Circle and E. Orange Street (W) and requested the installation of an all-way stop.

S
taff conducted an all-way stop evaluation of the intersection using criteria such as traffic volume, pedestrians, speeding, and other conditions. Please see Exhibit 2 for the evaluation. Staff determined that the intersection of The Circle and E. Orange Street (W) meets the criteria for an all-way stop based on traffic calming and pedestrian safety.
