RELATIONSHIP TO CITY COUNCIL GOALS: Routine operational item not corresponding to a specific City Council goal.
PRIOR ACTION: On December 9, 2025, directed staff to post a notice of scheduled vacancies for 2026 -the Local Appointments List - with an application deadline of February 9, 2026 and a deadline of April 27, 2026 for youth applicants (Vote: 5-0).
STATEMENT ON THE SUBJECT: California Government Code Section 54972 requires that a Notice of Scheduled Vacancies on City Council appointed Commissions and Committees for the upcoming year be posted prior to December 31 each year. The Notice of Scheduled Vacancy was posted on Civic Center kiosks and the City of Vista website on December 23, 2025. A revised notice was posted on January 8, 2026 to include an unscheduled vacancy on the Parks & Recreation Commission. Applications were also solicited through the City’s electronic newsletter and social media posts.
The scheduled vacancies for 2026 include one seat on the Investment Advisory Board and all seven seats of the Central Vista Business Improvement District (CVBID) Advisory Board. Staff was notified in October that a member of the Community Safety Commission would be vacating their seat at the end of the year, so that seat was also identified on the notice.
In accordance with Vista City Council Policy 200-06, Appointments to City Boards, Committees and Commissions, all recommendations for appointment for the Investment Advisory Committee and CVBID Advisory Board are to be made by the Mayor. The recommendation of appointment to fill the vacated seat on the Community Safety Commission is also to be made by the Mayor. The recommendation of appointment to fill the vacancy on the Parks & Recreation Commission is to be made by Councilmember Contreras.
The Mayor recommends the appointment of incumbent John Aguilera to the Investment Advisory Board, with term ending March 31, 2029.
