n April 22, 2025, adopted City Council Resolution No. 2025-63, declaring its intent to set a public hearing for collection of delinquent solid waste charges (Vote: 5-0).

ST
ATEMENT ON THE SUBJECT: Section 13.16 of the Vista Municipal Code provides that the collection of refuse trash is mandatory for all residential, commercial, and industrial properties. Property owners are liable for the payment of trash collection fees. This process, which was last performed during the 2024/25 fiscal year resulted in 201 delinquent accounts being received from EDCO Waste and Recycling Services, Inc. (EDCO), the City’s franchised trash hauler, trash accounts totaling $ 55,358 which were levied on the 2025/26 property tax roll, covering delinquent 2024/25 trash charges.

For
Fiscal Year 2025/26, EDCO has identified 396 delinquent accounts totaling $79,799 that are more than two months in arrears. EDCO mailed a notice to all property owners to which trash service was rendered and advised them that unpaid accounts were assigned to the City for collection action. On March 18, 2026, EDCO provided a listing to the City of the 396 delinquent accounts (Exhibit 3).

The C
ity has formally notified property owners of outstanding payments, attaching a ten percent collection fee to delinquent charges. Those with delinquent accounts have been informed of a public hearing, during which all remaining unpaid service charges and collection fees will be subject to a special assessment lien on the 2026/27 property tax roll. Additionally, a $25 lien fee per parcel will be applied, as per Section 13.16 of the Vista Municipal Code.
