COMMENDATION: Adopt City Council Resolution No. 2026 - , approving the 2026 -2027 Community Development Annual Action Plan, authorizing the submittal of the pan to the U.S. Department of Housing and Urban Development, and authorizing the City Manager to approve and execute all documents related to the implementation of said plan.

RRELATION TO CITY COUNCIL GOALS: Homelessness & Housing; A Cleaner, More Beautiful Vista; Parks and Recreation; and Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.

RIOR ACTION: On March 24, 2026, conducted a public hearing regarding the proposed 2026- 2027 Community Development Block Grant Annual Action Plan, and opened a 30-day public review period (Vote:
4-0-1, Fox abstained).

n May 27, 2025, adopted City Council Resolution 2025 -81, approving the 2025-2029 Consolidated Plan and 2025-2026 Annual Action Plan, and authorizing the submittal of the plans to the U.S. Department of Housing and Urban Development and authorizing the City Manager to approve and execute all documents related to the implementation of said plans (Votes: 5-0).

TATEMENT ON THE SUBJECT: The City receives an annual entitlement of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) for housing and community development activities to assist low -income persons. A requirement of the funding is that the City submit an Annual Action Plan (AAP), which outlines the City’s spending plan and identifies projects that assist the City in meeting its five- year housing and community development goals outlined in the Consolidated Plan.

onsideration and approval of the 2026-2027 AAP is a two-step approval process. This item is the second step of the approval process. The City Council conducted a public hearing to review and receive comments on the proposed 2026- 2027 AAP and opened a 30- day public comment period on March 24, 2026. The purpose of today’s meeting is to consider and adopt the AAP, which is included as Exhibit 2.
