MMENDATION: Adopt City Council Resolution No. 2026- , setting June 23, 2026 as the public hearing date for adoption of proposed commercial and residential solid waste collection service rates for Fiscal Years 2026/2027 through 2030/2031.

PRI
OR ACTION: On April 27, 2021, adopted City Council Resolution No. 2021- 64, establishing rates for organic waste collection services (Vote:5-0).
On
March 9, 2021, adopted City Council Resolution No. 2021- 32, setting Public Hearing for proposed residential and commercial organic waste collection service rates (Vote:5-0).
A c
omprehensive list of prior actions is included in Exhibit 4.
ST
ATEMENT ON THE SUBJECT: The City of Vista has a Franchise Agreement with EDCO Waste and Recycling Services (EDCO) to provide residential and commercial solid waste and recycling collection services. Under the terms of the Agreement, EDCO may request rate reviews to adjust the amount charged for providing services by the most recent Consumer Price Index (CPI) and the increased operating costs associated with an increase in the tipping fee (landfill disposal). The City is a member of the Regional Solid Waste Association (RSWA) that regulates the tipping fee for its member agencies. The proposed tipping fee is reviewed and approved by RSWA before being submitted to the City. City Staff reviewed the rate tables submitted by EDCO and is bringing the requests before the City Council for consideration to comply with Proposition 218.
On
March 18, 2026, EDCO submitted a rate review adjustment request for Fiscal Year 2026/2027. The CPI increased 3.863% for the period from second half of 2024 to the second half of 2025 and the tipping fee increased 3.01%, or $57.59 per ton to $59.32 per ton. Therefore, the proposed rate for residential services would increase from $36.97 to $38.32 for the standard 95-gallon cart and the commercial rate for the most common service (3-yard bin picked up one time per week) w ould increase from $179.93 to $186.56. The detailed rate package can be found in Exhibit 2. At the public hearing on June 23, 2026, the City Council will also consider rate increases for a total of five years (Fiscal Years 2027/2028 through 2030/2031). The proposed rate changes for Fiscal Years 2027/2028 through 2030/2031 are also limited to CPI and tipping AGENDA

RE
COMMENDED ACTION: Proposition 218 (California Constitution, Article XIIID) requires that, p rior to adopting a resolution to establish the solid waste collection service rates, the City Council must hold a public hearing and mail hearing notices to affected property owners at least 45 days in advance. Adoption of the staff recommendation will set the public hearing for June 23, 2026, and property owners will be mailed a public hearing notice that informs them of their right to submit a formal written prot est to the proposed rate increases (Exhibit 3). Written protests may be filed with the City Clerk until the close of the public hearing, and they must contain a full name and signature, the affected property address or accessor’s parcel number, and a statement of protest against the proposed rate increase. Only one protest is tabulated per parcel. At the public hearing, if it is determined that a majority of parcels subject to the rate increases have submitted a formal protest, the proposed rate increases must be rejected. If a majority protest does not exist, the City Council may consider and adopt the rate increases.
I
f the City Council adopts the proposed rates, those for Fiscal Year 2026/2027 would take effect on July 1, 2026. Notice of future inflationary rate adjustments for Fiscal Years 2027/2028 through 2030/2031 would be provided at least 30 days prior to the effective date.

amily owned and operated EDCO is honored to serve the City of Vista and fully committed to providing superior customer service to the community.
C
onsistent with the Solid Waste Franchise Agreement, annual rate adjustments are allowable based on increases in the San Diego- Carlsbad area Consumer Price Index (CPI) and any applicable increases in solid waste tip fees under the Regional Solid Waste Association (RSWA) agreement, to which Vista is a member. As such, EDCO is respectfully requesting a rate adjustment effective July 1, 2026.
C
PI Adjustment
To calculate the CPI portion of the adjustment, the second half of the 2024 index (375.656) was compared to the second half of 2025 index (390.166) which produced a 14.510 point change or
3.863% increase. The CPI indexes are attached for your reference. The 3.863% increase is applied to current rates after franchise fees, AB939 and disposal fees are deducted from the current gross rate.
R
SWA Disposal Fee Adjustment
The City is a member of RSWA that regulates waste disposal tipping fees for its member agencies.
Currently the tip fee for Vista is $57.59 per ton. Effective July 1, 2026, the tip fee for Vista will increase to $59.32, representing a 3.010% increase in the tip fee component of the rate calculation.
R
ate Summary
The total fee adjustments as outlined above when applied will result in residential rates increasing from $36.97 per month to $38.32, an increase of $ 1.35 per month per household for customers using a 95 Gallon Cart. Commercial rates for the most common service (a three cubic yard bin serviced once weekly) would increase from $179.93 to $186.56 or $6.63 per month. We propose implementing both residential and commercial rate changes on July 1, 2026.
P

Re: RSWA Tip Fee Calcul ation for FY 2026/27
As specified in the disposal contract between our organizations, the following formula is used to calculate the RSWA tip fee for the upcoming fiscal year beginning J
uly 1, 2026. Please refer to the attached spreadsheet for 2025 tonnage data and the Consumer Price Index used in the calculation.
The LA-Long Beach-Anaheim CPI for all Urban Consumers increased 3.01% from December 2024 to December 2025.
2/3 (or .6667) of the current tip fee increases by the change in the CPI of 3.01%. 2/3 x 3.01%= 2.0068%.
1/3 (or .3333) of the current tip fee changes by the difference between the CPI increase of 3.01% and the percentage change in solid waste tonnage generated by RSWA cities from the previous calendar year. In 2025, RSWA tonnage decreased -3.33% when compared to 2024 and therefore will be adjusted at the CPI rate of 3.01%
1/3 (or .3333) of 3.01% = 1.0032%.
The combined effect of the CPI (2.0068%) and the decreased tonnage calculation (1.0032%), results in an allowable increase of 3.0100% applied to the entire rate.
1. Del Mar, Encinitas, Solana Beach and Vista Tip Fee Calculation.
The current tip fee of $57.59 per ton is increased 3.01% resulting in an increase of $1.73 per ton. The new tip fee for these four cities on July 1, 2026 is $59.32 per ton.
2. National City & Poway
The current tip fee in these two cities of $51.93 is increased 3.01% resulting in
an increase of $1.56 per ton. The new tip fee for these cities on July 1, 2026 is $53.49 per ton.

3. Volume Rebate Calculation
The current annual volume rebate of $430,016.49 is multiplied by the CPI increase of 3.01%, which generat
es an additional $12,943.50 in rebate
revenue. The adjusted volume rebate is $442,959.99. 1/3 of this amount ($147,653.33), is adjusted by the percentage change in tonnage generated in 2025 compared to 2024, (-3.33%). Since the tonnage change is negative, it results in 0% change for this component of the rate.
Therefore, the total volume rebate payable to RSWA beginning July 1, 2026 is $442,959.99
Please review these calculations at your earliest convenience so we may proceed with rate changes in all RSWA cities.

If it is determined that a majority of parcels subject to the rate increases have submitted a protest, the proposed rate increases must be rejected.
Reason and Basis for the Proposed Rate Increase
Vista’s solid waste r ates are evaluated p eriodically to maintain an adequate rate structure t o fund the costs of providing so lid waste services to residents and commercial b usinesses. Solid waste r ates reflect the cost for Vista’s franchised hauler, E DCO, to provide associated solid waste services. The proposed rates are calculated t o recover the costs of p roviding solid waste co llection services, which i nclude r ecycling and organics collection, and t o proportionately a llocate t hose costs on a parcel basis among t he various customer classes. The proposed rates for residential customers are comprised of a f ixed monthly charge. For commercial customers, the proposed rates are comprised of a fixed monthly charge that is determined by the size of the refuse container used to service the property and the frequency of pickups.
