UBJECT: ALL-WAY STOP AT THE INTERSECTION OF LONGHORN DRIVE AND CRYSTAL RIDGE WAY
RECOMMENDATION: Adopt City Council Resolution No. 2026- , establishing an all -way stop at the intersection of Longhorn Drive and Crystal Ridge Way.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
P
RIOR TRAFFIC COMMISSION ACTION: On April 1, 2026, recommended establishing an all-way stop at the intersection of Longhorn Drive and Crystal Ridge Way (Vote: 5-0, Pedroza and Vielma Absent).
STATEMENT ON THE SUBJECT: A student at Rancho Buena Vista High School expressed concern with pedestrian safety and vehicle speed at the intersection of Longhorn Drive and Crystal Ridge Way and requested the installation of a crosswalk . The south leg of this intersection is an entrance driveway to the high school’s parking lot with a sidewalk that connects to school facilities. It is used by students to walk out of the school at release time and cross the street at this intersection.
A
n uncontrolled crosswalk at this intersection would not operate properly since the vehicle speeds are high.
Therefore, staff conducted an evaluation of the intersection of Longhorn Drive and Crystal Ridge Way for an all-way stop using criteria such as traffic volumes, pedestrians, accident history, and other conditions. Please see Exhibit 2 for the evaluation. Staff determined that the intersection met the criteria for an all -way stop to improve pedestrian safety and for traffic calming. If the all -way stop is approved, staff proposes to install a marked crosswalk on the south leg of the intersection.
The adj
acent properties have been notified that this proposal will be on the May 12, 2026 City Council meeting agenda. Exhibits 3 and 4 show the map of notified properties and the notice sent to the properties. Exhibit 5 is input received from a resident.
