SUBJECT: FISCAL YEARS 2026/27 & 2027/28 CAPITAL PROJECT BUDGET OVERVIEW RECOMMENDATION: Receive a report on the Draft Fiscal Years 2026/27 & 2027/28 Capital Improvement Program (CIP) budget preparation and provide direction to staff.
CORRELATION TO CITY COUNCIL GOALS: (1) Homelessness and Housing, (2) Public Safety, (3) Fiscal Responsibility, (4) A Cleaner Vista, (5) Climate and Environmental Responsibility, (6) Parks and Recreation, (7) Economic Development, (8) Traffic: Continue to improve the flow of traffic for all forms of travel, reduce congestion, and improve roads and sidewalks.
PRIOR ACTION: On November 6, 2025, held a City Council Workshop on the Fiscal Years 2026/27 & 2027/28 Capital Improvement Program budget and provided direction to staff (No Vote).
On June 11, 2024, adopted City Council Resolution 2024-86, and Buena Sanitation District Resolution No. 2024-04 approving the Six-Year Capital Improvement Program and FYs 2024/25 and 2025/26 Capital Project Budget and authorizing appropriations for Fiscal Years 2024/25 and 2025/26 Capital Projects (Vote:
5-0).
STATEMENT ON THE SUBJECT: The City's Six-Year Capital Improvement Program (CIP) is biennially updated to plan for major acquisitions and/or construction of large capital assets such as land, buildings, infrastructure, and other public improvements. The Six-Year CIP provides details on specific projects and presents estimates for the next six years, as capital projects often require multiple years to design, fund, and construct.
Although the CIP presents a six-year plan, only the first two years are formally authorized by the City Council for budgeting and expenditure. Funding sources and projected uses for the remaining four years are included for planning purposes only. Capital projects appropriated by the City Council in prior years that are not yet complete have the remaining unspent balances carried forward to the upcoming fiscal year.
Estimated carryover amounts are included in the CIP project sheets, but the actual carryover balances are not finalized until the accounting fiscal year is closed, which is expected in September 2026.
Fiscal Years (FY) 2026/27 & 2027/28 Appropriations. Staff recommends $73,166,592 in new appropriations for FYs 2026/27 and 2027/28, with approximately 60% ($43,985,475) attributable to sewer infrastructure projects, which are typically higher in cost due to their scale and complexity. This includes two years of estimated contributions to the Encina Wastewater Authority Capital Improvement Program totaling $15,674,827 from the City of Vista Sewer Fund and $4,687,916 from the Buena Sanitation District. SUMMARY OF USES
Breeze Hill Park is planned as a multi-phase project that will provide a variety of recreational amenities, including accessible walkways and seating areas connecting an inclusive playground, shade structures, splash pad, pickleball courts, fitness equipment, and dog parks.
Phase I includes constructing four pickleball courts at Breeze Hill Park, along with a sound wall to reduce noise impacts on nearby properties. These new courts will replace the four pickleball courts being removed from Thibodo Park. At Thibodo Park, the existing pickleball courts will be converted back into tennis courts through repainting, installation of new tennis nets, placement of net anchors, and related site work. Additional pickleball courts have already been developed at Brengle Terrace Park to help meet citywide demand.

SUMMARY OF SOURCES
Initial concept planning is complete. Multiple alternatives were developed, and the Downtown Committee selected preferred alternatives with input from City staff, business owners, and the public. The Committee also provided recommendations for short-term, mid-term, and long-term actions. The next step in the Downtown Vista Plan is to further refine the concept plan, prepare preliminary cost estimates, and evaluate potential project phasing.

DESCRIPTION
In 2025, City Council appointed a Downtown Committee to evaluate circulation, parking, and opportunities to enhance public spaces, including the existing Gazebo Parking Lot, within the historic downtown area bounded by Citrus Avenue, East Broadway, North Santa Fe Avenue, and Vista Village Drive. The Committee evaluated existing conditions, identified key opportunities and constraints, and developed a concept for feasible downtown improvements. The concept is based on circulation and parking alternatives, as well as landscape and plaza alternatives that reimagine the Gazebo Parking Lot and assess the broader downtown area to enhance landscaping, improve public spaces, and incorporate community priorities.

DESCRIPTION
This project will install a new traffic signal at the intersection of S. Santa Fe Avenue and Santa Anita Drive along with new crosswalks. This signal is the next highest priority on the 2023 Traffic Signal Priority List. This project also includes conversion of Sante Fe Place to one-way traffic flow southbound. Properties in this area have alternate access to S.
Santa Fe Avenue from Postal Way. This one-way conversion eliminates the need to signalize Santa Fe Place and makes the proposed signal at Santa Anita Drive simpler to operate.
This project will begin design in FY 2026/2027.Pre-Design Environmental

PROJECT NAME Avenida De Benito Juarez Neighborhood Pocket Park Jeanette Bradshaw
DESCRIPTION
The City has been awarded a grant to acquire four small parcels totaling 0.22 acres for the development of a neighborhood pocket park. The project will typically consist of site preparation, construction of a new playground, a passive recreation area, picnic area, and new landscaping with irrigation. A preliminary concept plan has been prepared with public community input to identify the preferred concept. Also included in the project are onsite sidewalks and street improvements on Avenida De Benito Juarez. The park construction is anticipated to be completed by December 2027.
Properties were acquired in May 2022. October 2023, staff and consultant conducted a community workshop displaying conceptual drawings, surveyed the community for their input, and provided conceptual drawings to the Boys and Girls Club for their comments. Community engagement and preferred conceptual plan included the request for a water misting area and a restroom. Design Request for Proposals (RFP) is anticipated to be awarded by Spring 2026.

DESCRIPTION
In June 2023, the City purchased 2.27-acre vacant parcel located at 536 Matagual Drive (APN 164-241-42) with the plans to improve the City parks and recreation amenities. The Matagual Park Concept Plan enhances the park’s function as a neighborhood recreation space by adding amenities that support families, dog owners, and daily visitors. The plan includes an inclusive playground, shaded picnic areas, fitness stations, and separate small and large dog parks, creating a safe and engaging environment for all ages. Improved circulation through new walking paths, drought-tolerant landscaping, bench seating, and designated viewing point further elevate user comfort and accessibility. Lighting, parking improvements, and site upgrades strengthen the park’s capacity to serve as a reliable community asset.
Parks and Recreation Master Plan completed in November 2025 included community engagement and a park conceptual design identifying key improvements for Matagual Park. Design of the Matagual Park is anticipated to begin in FY 2027/28. Seeking Grant Funding.

DESCRIPTION
Design and development of a small public open space area along W. Los Angeles Drive which will enhance the new street improvements recently completed. Healthy Cities, Healthy Residents (HCHR), Healthy Vista Coalition (HVC), and Vista Community Clinic worked together with City staff on providing design input and community engagement for this Placemaking Project.
The design consultant prepared two alternative designs in July 2025. In August 2025, HCHR & HVC, through VCC, provided community input and generously donated a pet waste station and bike repair station to be incorporated into the park amenities. In September 2025, the Parks and Recreation Commission voted to advance one of the alternative concepts for development into final design. The final design concept was received in February 2026 and is currently under review prior to proceeding into the final design phase. The portion of property acquisition needed for this project is currently in progress. Upon finalization of the construction documents, anticipated in September 2026, the project will be released for construction bidding.

PROJECT NAME Emerald Drive Complete Streets Daniel Carns
DESCRIPTION
Emerald Drive is a regional connector road that divides two neighborhoods because access across this street is made extremely difficult by large amounts of traffic traveling at high speeds. This also results in many serious accidents. City staff, with the assistance of a consultant and extensive community engagement, developed a complete streets plan for Emerald Drive between Olive Avenue and West Drive. The plan proposes to transform the street into a calmed, pedestrian and bicycle friendly street by implementing roundabouts, pedestrian crossings, sidewalks and new striping.

PROJECT NUMBER Buena Sewer
DESCRIPTION
The Encina Wastewater Authority (EWA) provides sewage treatment for six member agencies, including the City of Vista and Buena Sanitation District. EWA's annual capital budget must be approved by each member agency and contains: 1) Capital Improvement Projects; 2) Planned Asset Replacement; and 3) Capital Acquisitions. EWA maintains five- and ten-year long-term capital financial plans. Costs are allocated based on ownership of the affected facilities. EWA capital projects exceed $20,000 and increase or maintain the system's capacity. There are also allocated costs for operations, maintenance and engineering staff time related to project management. Asset replacement includes rehabilitation or replacement costs greater than $20,000. Capital acquisitions include costs greater than $2,000 for items with an expected life of more than 1 year and facility repairs greater than $2,000 that maintain the facilities capacity and useful life. Capital improvements include liquid process improvements and technology upgrades.
Encina CIP budget is recommended annually by the EWA Board of Directors for approval by the Buena Sanitation District Board of Directors.

Sidewalk Priority List City of Vista
The City of Vista’s Citywide Sidewalk Priority Plan establishes a transparent, data-driven methodology to identify and rank locations for new sidewalk improvements. Projects are prioritized based on a composite scoring system that evaluates factors such as pedestrian demand, proximity to schools and key destinations, collision history, roadway classification, and alignment with safety initiatives such as Safe Routes to School and the Citywide Safety Action Plan. Additional consideration is given to equity indicators, including areas with higher population density and greater community need. This approach ensures that limited funding is directed toward locations where sidewalk improvements will provide the greatest benefit in terms of safety, accessibility, and connectivity.
The table below identifies the highest-priority sidewalk projects eligible for funding from the $2,664,309 allocated in the upcoming two-year budget. These projects have been selected based on the City’s sidewalk prioritization criteria and reflect locations where improvements are expected to provide the greatest benefit. While all listed projects are eligible for funding within the two-year program, construction is anticipated to occur on a phased basis over multiple fiscal years depending on available resources and delivery capacity.
