SUBJECT
: FEES AND POLICIES & PROCEDURES FOR RECREATON & COMMUNITY SERVICES RECOMM
ENDATION:

1. Open, conduct, and close a public hearing to consider fee changes for Recreation & Community Services Facility Rental and Program Fees.

2. Adopt City Council Resolution No. 2026- , approving revisions to the Recreation & Community Services Facility Rental and Program Fees.

3. Adopt City Council Resolution No. 2026- , amending the Recreation & Community Services Policies and Procedures
CORRELATION TO CITY COUNCIL GOALS: Fiscal Responsibility and Parks & Recreation.

PRIOR ACTION: On March 10, 2026, adopted City Council Resolution No. 2026-43, approving revisions to the Recreation & Community Services Facility Rental and Program Fees (Vote: 5-0) On May 13, 2025, adopted City Council Resolution No. 2025- 75, approving revisions to the Recreation & Community Services Facility Rental and Program Fees (Vote: 5-0).

Comprehensive lists of prior actions are included in Exhibits 3 and 4.

STATEMENT ON THE SUBJECT: Staff annually review the fees and policies and procedures for the Recreation & Community Services Department. This agenda report outlines recommended fees that would enable the City to better serve the Vista community and to generate additional revenue, which is critical for the city to continue providing the community with valuable services at the level expected. Furthermore, the proposed amendments to the policies and procedures allow the city to best adapt to an ever -changing landscape.

Fees
A. Recr
eation, Rancho Buena Vista Adobe, and Senior Center
Staff recommend an approximate 4% increase for the majority of fees for two primary reasons:
1) Many fees have not increased in years as more specifically indicated below. o Recreation Facilities. Rates have remained the same since January 1, 2024. o Recreation Programs. Rates have remained the same since January 1, 2024, with the exception of the recent addition of open gym. Staff recommend open gym rates remain the same.

SUBJECT: FEES AND POLICIES & PROCEDURES FOR RECREATON & COMMUNITY SERVICES o Rancho Buena Vista Adobe Facility. Rates have remained the same since January 1, 2024. o Rancho Buena Vista Adobe Programs. Rates have remained the same since January 1, 2020.
o Athletic Fields.
 Rates for softball/baseball and football/soccer fields have remained the same since January 1, 2012.
 Rates for tennis/pickleball/basketball courts have remained the same since January 1, 2024.
 Rates for Raintree Park sports arena have remained the same since January 1, 2016.  Rates for Vista Sports Park concession building have remained the same since January 1, 2012.
 Rates for tournaments and disc golf tournaments have remained the same since January 1, 2014.
 Rates for cross country races at Buena Vista Park have remained the same since January 1, 2024.
 The hourly light fee has remained the same since July 1, 2009. • Field light fees are $20 per hour at both the City of Carlsbad and the City of Oceanside.
o Gloria McClellan Senior Center Facilities. Rates have remained the same since January 1, 2024.
2) Consumer price index (CPI) rose 3.2% from March 2025 to March 2026. However, as many fees have not changed since 2024, it is worth noting CPI rose approximately 7% from March 2024 to March 2026, according to the Bureau of Labor Statistics.

St
aff recommend including language that clarifies the daily versus hourly rates for athletic fields at Vista Sports Park.

Addi
tionally, while the 5% facility maintenance fee for building rentals was originally intended for facility maintenance reserve accounts, further analysis indicates that the revenue generated is insufficient to justify the associated administrative effort. Moreover, the imposition of an additional fee, even if nominal in amount, may be perceived negatively by customers. For these reasons, staff recommend eliminating this fee for recreation facilities, senior center facilities, and the Rancho Buena Vista Adobe.

St
aff recommend removing the option to rent the Civic Center Lobby due to Proposition L bond refinancing requirements. This facility was last rented in 2019 and has been rented six times in the last 13 years.

B. Cultural Arts Facilities
Staff recommend the following modifications:
• Standardizing groups A-D to match the rest of the department. • Adding a 5-hour rental option for the Moonlight Amphitheatre. • Revising house staff/parking/shuttle fees from a range to be exactly $25 per hour per personnel. • Revising technical director rate from $40 per hour to $50 per hour as this is a full -time position, and revising the technical personnel rate from $50 per hour to $40 per hour as these are part -time positions.
• Adding the option to use the upright rehearsal piano at a rate of $50 per day plus tuning. Exact tuning costs would be passed on to the facility renter.
• Adding a one-time $50 marquee customization fee for AVO Playhouse facility renters.

C. Cult
ural Arts Summer Season
The Cultural Arts budget uniquely has a $200,000 maximum General Fund subsidy, meaning this division is responsible for generating enough revenue to cover the remainder of expenses. Considering 45% of the 05/26/2026

SUBJECT: FEES AND POLICIES & PROCEDURES FOR RECREATON & COMMUNITY SERVICES Cultural Arts budget is for salaries and benefits, and wages continue to rise, fee increases are part of a multi- pronged approach to maintain a balanced budget. Staff recommend modifications as follows:
• 10% increases to all adult tickets, making the highest ticket $78. • Senior/student/youth tickets shall be $2 less than the proposed adult tickets. • Military and dependents tickets shall be $4 less than the proposed adult tickets. • Group tickets shall be $6 less than the proposed adult tickets. • Groups shall be redefined as 16 or more individuals. Current groups are defined as 20 or more individuals.
• Reserved lawn seats shall be the same price as the reserved seats because the location is the same and the only difference is the style of seating: lawn chair versus fixed folding stadium seat. It is unfair for someone who cannot sit in a lower seat to pay a higher price for the same viewing. • Service fees shall increase from $2 to $3. These fees are included in the proposed prices. Servic e f
ees are designated for future replacement and repair of Moonlight Amphitheatre and AVO Playhouse facilities and equipment.

B
ecause orchestra seats sell out nearly every night for summer musicals, patrons are willing to pay higher prices, and therefore, staff do not anticipate a material decrease in attendance. Furthermore, even with the proposed price increases, the lowest ticket would cost less than $20.

D. W
ave Waterpark
An approximate 4% increase for 2027 spring/summer season would continue to provide a smooth increase and create departmentwide consistency. This would result in $1- $3 increases in general admission fees, which is consistent with prior year rate increases. Furthermore, an approximate 4% increase assists with offsetting increases in minimum wage, utilities, and operating supplies. Lap swimming rates and cabana rental rates would remain the same as they were recently approved by council March 10, 2026. Staff further recommend having different competition pool rental rates for nonprofit organizations and local clubs/sport leagues. This would create consistency with existing practice that offers discounted rental rates to nonprofit organizations.

P
olicies and Procedures
Staff recommend amending the policies and procedures as outlined in Exhibit 7. Prominent revisions are detailed in this report.

A. S
ection II Rental Categories. Section 2 shall outline prioritization and categorization. This woul d standardize Groups A-D throughout the department for facility rentals and programs. Furthermore, this would prioritize residents over nonresidents. Current and proposed groups are as follows:

CURRENT GROUPS PROPOSED GROUPS
Group A: Resident organization/club for youth or
seniors; resident nonprofit
G
roup B: Non-resident nonprofit service/recreation/
educational organization
G
roup C: Resident private event
Group D: Nonresident for-profit organization/

Group A: Resident nonprofit organizations

ection VI Events with Alcohol. With the new concessionaire, DLS Events LLC, having a liquor license, liquor may be served at facility rental events at the Moonlight Amphitheatre.

C. S
ection X Youth Events. Teen events shall not be required to have three security guards regardless of the number of guests. Security for all events shall be the same and is detailed in Section VII. In lieu of this, the ratio of adults to youth shall be 1:15 instead of 1:20.

D. S
ection XII Cancellations/Refunds. All cancellation and refund provisions have been consolidated into this section, reformatted from paragraphs into tables for clarity, and standardized to the greatest extent possible.

E. S
ection XIII(g) Site -Specific Policies & Procedures Moonlight Amphitheatre and AVO Playhouse .

Additional language regarding IATSE crew performing hands -on technical work is recommended to enhanc
e transparency in light of the current memorandum of understanding.

F. S
ection XV Sports Field Philosophy. Staff recommend including the existing sports field philosophy in the department policies and procedures as this has become best practice for cities.

G. S
ection XVI Recreational Youth Sports Organizations. Staff recommend including the existing procedures for eligibility and requirements for youth group s to qualify for City-sponsored status in the department policies and procedures as this has become best practice for cities. It is further recommended to add language requiring compliance with the Navaeh Youth Sports Safety Act, which becomes effective January 1, 2027.

H. S
ection XVII Recreational Youth Sports Organizations Responsibilities & Code of Conduct . Staff recommend including the existing expectations of youth sports organizations, including their responsibilities and code of conduct, in the department policies and procedures as this has become best practice for cities.

F
ISCAL IMPACT: Because staff recommend the proposed fee changes take effect after June 30, 2026, this will not affect the fiscal year 2025-26 budget. The proposed fee changes will assist the department in meeting fiscal year 2026-27 revenue budget. Fiscal year 2026-27 budget was developed based on fee increases.
