RECOMMENDATION: Adopt City Council Resolution No. 2026- , adopting the Fiscal Year 2026/27 SB 1 Road Repair and Accountability Act of 2017 Project List.
CORRELATION TO CITY COUNCIL GOALS: Fiscal Responsibility and Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: On June 24, 2025, adopted City Council Resolution No. 2025-119, adopting the Fiscal Year 2025/26 SB 1 Road Repair and Accountability Act Project List (Vote: 5-0).
A comprehensive list of prior City Council actions is included as Exhibit 3 STATEMENT ON THE SUBJECT: In 2017, Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017, was signed into law. SB 1 increased per gallon gasoline and diesel fuel excise taxes, increased diesel fuel sales tax, vehicle registration fees, and provided for inflationary adjustments to tax rates in future years to address basic road maintenance rehabilitation and critical safety needs on both the state highway and local streets and road system.
A percentage of the Road Maintenance and Rehabilitation Account (RMRA) funding is apportioned to eligible cities and counties by the formula listed in the California Streets and Highways Code (SHC) Section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects.
To be eligible for SB 1 RMRA funding, cities and counties are required to develop and submit a list of local street and road projects to the California Transportation Commission each fiscal year. This list must be submitted by an agency before it can receive an apportionment of funds from the State Controller. RMRA funds made available for the Local Streets and Roads Funding Program are prioritized for expenditures on basic road maintenance and rehabilitation projects, and on critical safety projects.
SHC Section 2030(b)(1) provides several examples of the types of uses for RMRA funding, which include, but are not limited to:

The City’s Five-Year Capital Improvement Project (CIP) budget includes several projects that meet the criteria established in SB 1. RESOLUTION NO. 2026-
A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF VISTA, CALIFORNIA, ADOPTING THE FISCAL YEAR 2026/27 SB 1 ROAD REPAIR AND ACCOUNTABILITY ACT of 2017 PROJECT LIST
The City Council of the City of Vista does resolve as follows:
1.Findings. The City Council hereby finds and declares the following:
A.Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statues of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide.
B.SB 1 includes accountability and transparency provisions that will ensure the residents of the City of Vista are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year.
C.The City Council of the City of Vista must adopt by resolution at a public meeting a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement.
D.The City of Vista will receive an estimated $2,850,718 in RMRA funding in Fiscal Year 2026/27 from SB 1.
E.This is the ninth year in which the City of Vista is receiving SB 1 funding and will enable the City of Vista to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1.
F.The City of Vista has undergone a robust public process to ensure public input into our community’s transportation priorities/the project list.
G.The City of Vista used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the communities’ priorities for transportation investment.
H.The funding from SB 1 will help the City of Vista maintain and rehabilitate 33 streets throughout the City of Vista this year and similar projects into the future.
I.The 2023 California Statewide Local Streets and Roads Needs Assessment found that the City of Vista streets and roads are in “good” condition and this revenue will help us increase the overall quality of our road system and will help keep its streets and roads into a “good” condition.
J.The SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have a significant positive co-benefits statewide.
