RECOMMENDATION: Discuss a proposed application for a Zone Change on approximately 3 acres located on the west side of La Tortuga Drive, south of Hacienda Drive (Assessor’s Parcel Number 166-150-91).
CORRELATION TO CITY COUNCIL GOALS: Relates to but does not directly support the following City Council goal: Economic Development
PRIOR ACTION: On January 10, 2023, discussed a proposed Zone Change request of approximately 3 acres located on the west side of La Tortuga Drive, south of Hacienda Drive (Assessor’s Parcel Number 166-150-91) and indicated no support for submittal of a formal application (No Vote).
On January 22, 2019, discussed a proposed Zone Change request at the southwest corner of La Tortuga Drive and Hacienda Drive (APNs 166-150-70 and 166-150-91) and indicated support for submittal of a formal application (Vote: 5-0).
On May 22, 2018, discussed a proposed Zone Change request for the Pacifica Storage Project at the southwest corner of La Tortuga Drive and Hacienda Drive (APNs 166-150-70 and 166-150-91) and indicated support for submittal of a formal application (Vote: 3-2, Rigby and Green opposed).
On May 8, 2018, discussed a proposed Zone Change request at the southwest corner of La Tortuga Drive and Hacienda Drive (APNs 166-150-70 and 166-150-91) and tabled a discussion for a minimum of 60 days to allow more time for public input; and directed staff to have a large sign installed on the site displaying the proposed zone change and seeing public input (Vote: 5-0).
STATEMENT ON THE SUBJECT: The project site consists of approximately 3 acres located on the west side of La Tortuga Drive, south of Hacienda Drive (Assessor’s Parcel Number 166-150-91). A project location map is included as Exhibit 1. The site is vacant and undeveloped, comprising northeast-facing slopes that descend toward the street.
In 2018 and 2019, separate requests to rezone the property to a higher commercial designation to allow self-storage facilities on the site were submitted. Following discussion of these requests, the City Council indicated support for the submittal of a formal application. In 2019, the parcel adjacent to the subject site (at the southwest corner of La Tortuga Drive and Hacienda Drive) was selected as an eligible location for a cannabis retail location under Measure Z. No formal application was submitted to rezone the property.

SUBJECT: PRELIMINARY REVIEW OF PROPOSED ZONE CHANGE ON LA TORTUGA DRIVE, APN 166-150-91
A cannabis retail store was subsequently approved and developed on the adjacent (corner) site in 2019 and opened in 2020.
On January 10, 2023, a proposal for a Zone Change request of approximately 3 acres located on the west side of La Tortuga Drive, south of Hacienda Drive (Assessor’s Parcel Number 166-150-91) was considered and discussed for the rezone of the property to a higher commercial designation to allow self- storage facilities on the site. Following discussion of the request, the City Council and indicated no support for submittal of a formal application because there was no incentive for the City to change zoning, no additional sales tax or jobs would be created from a self storage facility and several storage facilities already exist in the City and area; and, ultimately, the City Council indicated they would like to see retail space at that site.
The applicant, Hacienda Land Development, LP, has recently submitted another proposal for a Zone Change, to request the zoning update to allow a self-storage facility on the project site. (Please note: this is the same Zone Change request and conceptual plans, that were considered back in January of 2023).
The existing General Plan land use designation on the site is General Commercial (GC), which allows a range of commercial uses, inclusive or self-storage with the appropriate zoning. The existing zoning designation on the property is C-1, which permits a range of retail and service-related commercial uses but does not permit self-storage.
The applicant is requesting a Zone Change to change the zoning from C-1 to C-2, which would allow for the development of a self-storage facility with a special use permit. Since the proposed C-2 Zone would be consistent with the General Commercial (GC) General Plan land use designation, no amendment to the General Plan is required. The existing and proposed zoning designations are depicted in Exhibit 2.
A conceptual site plan and architectural drawings have been prepared for the proposed four-story self- storage facility on the site, which are included as Exhibit 3. The site plan and architectural details are intended to provide a conceptual view of the proposed development plan for the property but are provided only for informational purposes, as no formal application has been submitted and the proposal has not been analyzed by staff. The specific project design would be considered later if the applicant chooses to move forward with a formal application. The applicant conducted community engagement meetings and provided a community outreach report on the history of outreach efforts, which is included as Exhibit 4.
As with all applications for zone change, these items are brought before the City Council for discussion either at, or prior to the time of formal application. Public notice of this discussion item was sent to all properties within 500 feet of the project site and all persons on the City’s Planning notification list. The purpose of this discussion item is to: (1) provide the City Council an opportunity to review the preliminary proposal and provide input to the applicant, and (2) to inform the public of the proposal and provide an opportunity for public comment. Should a formal application be submitted, it would be subject to staff analysis, environmental review, and public hearings at the Planning Commission and City Council.
FISCAL IMPACT: There is no direct fiscal impact associated with the request for informal review of a proposal for a Zone Change. The fiscal impacts associated with the proposal would be evaluated as part of a formal application.

Hacienda Self Storage | Community Outreach Report 2
The development site is located on the southwestern corner of Hacienda Drive and La Tortuga in Vista, CA 92081. The 2018 original proposal from Pacifica Companies for this site consisted of a community park, covered new car inventory parking lot, and a 3-story self-storage facility with a green roof. This would have entailed a zoning change. At the suggestion of City Staff we presented the proposal to the South Vista Community Board in January 2018.
Two outreach meetings in 2018 resulted in largely positive and constructive feedback and changes were accepted to the plan and park.
However, the proposal was postponed by ownership, as the northern half of the site was subsequently developed without zoning change for retail use. The current proposal now seeks to build on the 2018 proposal and meetings to change zoning of the remaining southern portion of the site and allow a self storage facility and passive recreation area.
Some of the suggestions from this meeting included:
• Eliminated the car sales inventory parking lot
• Changed the active community park into passive park space and trails • Updated architectural style to match with surrounding houses • Currently incorporating more varied finishes and materials on the building exterior (actively undergoing Design Development by architects)

Community Feedback
Pia Rorrano 6/25/2018 Wants to see no development at all, but no car storage is preferred if the site is developed. The green on the right would be a great community garden as Val suggested.
Ideally a gated community park with green landscaping
around it, or no development at all would be my preference.
No restaurant please. If the site is developed as storage, I would prefer a building that is unobtrusive with some wood - not too modern -make natural, less visible. The Spanish style is nice but sticks out a bit more than I would like.
Perhaps if it was made less obtrusive it could work.
Val Brown 6/25/2018
7/14/2018
Does not like the idea of Storage. This project needs to give back to the community, they have already been taken advantage of by the City. Suggested a gated community
garden for southern steep portion of the site. Prefers site plan #2. Like the green roof, this is the last place of visual peace. Try and tie the design into the creek.

Darla Nyren 7/14/2018 Please provide examples/photos of existing center we own and operate. Likes the contemporary style better as well as site plan #2. Very concerned about the look of the center and the maintenance and upkeep of the property. Likes the idea of fencing and screening. Wants to know what we are proposing for signage and placement.
Joshua Tienda 7/14/2018 No Comments
James Stuckrad 7/14/2018 Liked Site plan #1 - thinks it would be good for business in Vista to offer to the car dealerships.

Exterior finishes should be improved & varied in design development. Incorporate more passive “garden node”
into trail design.

A second meeting was held July 14, 2018. At that meeting we provided three separate site plans along with two different architectural styles. The additional site plans and architectural style were completed at the request of community members from the first meeting held in June. The first site plan included a storage facility with a covered new car inventory parking lot for a nearby car dealership to use. The second site plan included a storage facility with no additional covered new car inventory parking. The third included a storage facility with the corner lot portioned off for a future 5,000 SF restaurant.

Outreach Meeting #4 | March 4, 2026
The final meeting was attended by Alonso Gonzalez from Pacifica and residents Val Brown and Stephanie Jackel of SVC. Attendees spent 30 minutes on the history of the community, the site proposals and the promises the community members feel they received for community benefits.
Exterior Design:
Val Brown expressed that earlier renderings of the exterior combined contemporary design with more interesting
and varying finishes, in particular wall coverings in stone or mixed materials would be welcomed. Both residents
confirmed that contemporary design would be preferred to “faux Spanish”.
Passive Park and Community Garden:
Stephanie Jackel has concerns that a Community Garden
might be attractive to unhoused individuals that tend to camp in the river bed nearby. She supports passive park areas, trails and even outdoor exercise stations, but thinks a Community Garden would not be properly maintained
unless a nearby community organization or church was
very dedicated to its operations. After the meeting Val Brown shared a rendering of a Conceptual Landscape
Idea that combined trails, shaded nodes, exercise stations and a lower maintenance Pollinator Garden Node for
consideration and discussion. This rendering has been
shared with the architects and both residents will be
informed of any changes to the final design.

NOTICE OF THE VISTA CITY COUNCIL
TO DISCUSS A POTENTIAL ZONE CHANGE ON LA TORTUGA DRIVE
N
OTICE IS HEREBY GIVEN that the City Council of the City of Vista, California, will hold a public meeting on May 26, 2026, at 5:30 PM, to discuss a proposal for a Zone Change affecting approximately 3 acres located on the west side of La Tortuga Drive, south of Hacienda Drive (Assessor’s Parcel Number 166-150-91). The proposal seeks to change the zoning on the property from C-1 to C-2 to process a special use permit application for a four- story self-storage facility on the site.
T
his meeting is intended to provide preliminary input to the applicant related to a proposal to change the zoning designation on this site. Should an application move forward, the City’s development review process requires the submittal of a formal planning application and additional public hearings at the Planning Commission and City Council for final consideration.
A
Staff Report detailing this discussion item will be available at www.cityofvista.com on May 22, 2026, or may be obtained by visiting the Planning counter at the address below.
