STATEMENT ON THE SUBJECT: General Fund operating revenues and expenditures are within budgetary expectations as of March 31, 2026. Exhibit 3 provides budgetary and actual revenue information on General Fund revenues. As of March 31, 2026, the City has received 72.8 percent of the General Fund Total Resources (revenues plus other financing sources) projected for the fiscal year.

Exhi
bit 5 provides comparative information for General Fund expenditures. As of March 31, 2026, the City had expended 55.3 percent of the total amount appropriated in the General Fund for the fiscal year.

Expenditures are generally incurred as needs arise and therefore are not spent equally throughout the year.

The “snaps
hot in time” of the City’s financial picture at March 31, 2026, reflects $93,302,909 in revenues received from external sources (see Exhibit 3). For comparison purposes, the revenue received is $3.7 million less than last year’s third quarter amount of $96,961,446. Last year’s third quarter revenue has been updated to reflect the actual revenue as opposed to estimated revenue for income earned but not received when the FY 2026 third quarter report was written. This fiscal year’s budgeted adjusted total resources (revenue plus other financing sources) estimated for the General Fund is $128,182,755. Of this, AGENDA

SUBJECT: FISCAL YEAR 2025/26 THIRD QUARTER FINANCIAL REPORT the majority of total General Fund revenue budget that are received from outside sources annually.

The "Budget Target" presented on each graph is derived by a trend analysis of the revenues received by the City in the prior three years. Comparing the "Actual Received" to the "Budget Target" reviews the reasonableness of the revenue estimate for this year.

5. General Fund Expenditure Summary; nine months ending March 31, 2026. Presents expenditures by operating budget unit for the General Fund. At this point, expenditures conform to the budgetary plan w
ith no material areas of concern. It should be noted that the amounts shown in the “Expended As Of” column report expenditures only and do not include encumbrances. Some expenditures may tend to be s
lightly understated because of bills paid in October for goods and services received on or before M
arch 31, 2026. This schedule shows expenditures paid and accrued as of the end of the fiscal year.

6. Reconciliation of Original Revenue Estimates and Appropriations to Amounts on March 31, 2026.

P
resents a reconciliation between originally adopted budget amounts for both estimated revenues and appr
opriations to current budget amounts.

7. Enterprise Funds Combined Balance Sheet, March 31, 2026. Presents the balance sheet for the City’s enterprise activities. The balance sheet is a “snapshot” of the assets, liabilities, and fund equity (assets minus liabilities) at a given moment in time. Generally, fund equity represents the total revenues and c
ontributions over expenses since the inception of the enterprise operation.

8. Enterprise Funds Combined Income Statement; nine months ending March 31, 2026. Presents the i
ncome statement for the City’s enterprise activities. Whereas the balance sheet is a “snapshot” at a gi
ven point in time, the income statement can be thought of as a “movie” showing activity (revenue and ex
penses) over a given period. Generally, the changes in the balance sheet between two given dat
es flow through the income statement. Because most sewer-service charges are collected on the t
ax roll, no material cash amounts are received until December. When looking at the income statement for the enterprise activities, it should be kept in mind that depreciation is a non-cash expense.

Depreciation recognizes the “cost” of using a fixed asset over its useful life. Most depreciation charges are not booked until the end of the fiscal year.

THIRD QUARTER FINANCIAL REPORT

FINANCIAL AND ECONOMIC HIGHLIGHTS
The third quarter report provides a comprehensive financial and economic assessment of the City's fiscal performance throughout the first nine months of operation for FY 25/26.

Local
Property Tax:

In FY 25/26, the City's combined assessed valuation, including both secured and unsecured property, reached $17,794,767,910, reflecting a substantial 5.5 percent increase compared to the previous year’s combined assessed valuation of $16,865,643,080. Budget projections for property tax revenues in FY 25/26 were set at $38,069,323.

B
uilding Activity:

Vista’s landscape does not accommodate large housing tracts; however, smaller in-fill development projects are expected to continue in the coming years. In the third quarter, spanning from July 1, 2025 to March 31, 2026, the valuation of residential building permits reached $27,173,647, reflecting substantial increase compared to $20,459,961 recorded during the same period in FY 2025.

For
new non-residential buildings, permits issued during the third quarter ending March 31, 2026 totaled $1,783,255, reflecting considerable decrease compared to $13,332,416 reported for the same period in FY 2025. This change was primarily driven by a decrease in permits issued for Industrial Buildings.

I
n total, the valuation of all building and related permits for the third quarter ending March 31, 2026 reached $49,061,312, reflecting decrease compared to $50,034,734 reported for the same period in FY 2025. This change is largely attributed to a downturn in permits issued for Non- residential buildings, which was partially offset by an increase in permits issued for One Family Houses Detached and Attached.

G
eneral Fund revenues from fees and permits, including those for building, engineering, and planning, totaled $3,441,484 during the third quarter ending March 31, 2026, an increase of $71,581 compared to $3,369,903 reported during the same period in FY 2025. This increase can be attributed to a $135,364 increase in Building and Engineering fees which were partially offset by a decrease in Planning fees of $63,783.

I
t is important to note that timing discrepancies in assessing valuations and collecting fees can introduce variations when comparing revenue activity to valuation activity. To offer additional context, a chart illustrating the valuation of building permits issued in each of the last 20 quarters is provided below.

Local Employment
The City of Vista continues to demonstrate stable labor market conditions, with modest increase in unemployment over the past twelve months. As of March 31, 2026, the most recent data available from the Bureau of Labor Statistics, San Diego County reported an unemployment rate of 4.7 percent, compared to 4.5 percent in March 2025. Vista’s unemployment rate was lower than the countywide figure at 4.5 percent. The City’s labor force totaled 51,124 individuals in March 2026, with 48,828 residents employed.

C
onsumer Price Index:

In the greater San Diego area, the Consumer Price Index (CPI) recorded a rise of 3.8 percent for calendar year 2025. This represents an increase compared to the 3.1 percent change observed in 2024.

D
uring the latter half of 2025, the annual growth rate was 3.9 percent. As of March 31, 2026 the Bureau of Labor and Statistics reported that CPI was 2.6 and 3.2 percent at the end of January and March respectively.

H
ousing:

In March 2026, the median prices for Single Family Detached (SFD) properties in Vista's zip codes experienced an increase of 2.4 percent, at $888,000, compared to the $867,250 recorded in the same month of 2025. Throughout the third quarter of FY 2026, the number of SFD units sold totaled 100, reflecting a 9.1 percent decrease from the corresponding period in FY 2025.

The chart below provides a detailed comparison of full-value houses sold versus median prices in the preceding 10 quarters.

I
n March 2026, the median prices for Single Family Attached (SFA) properties in Vista's zip codes exhibited a significant decrease of 24.8 percent, to $585,000, in contrast to the $778,250 recorded in March 2025. During the third quarter of FY 2026, the number of SFD units sold $898k $900k

S
ales Tax
The City's share of retail sales tax revenues is heavily influenced by employment stability and consumer confidence. For FY 2025/26, taxes collected by local businesses during the third quarter totaled $5,204,729. Sales tax revenue for the third quarter of 2025 was $5,562,114, reflecting a decrease percent decrease compared to the previous year. This decrease can be attributed to increased inflation negatively affecting demand. $680k

Proposition “L” Sales Taxes
An annual allocation of $1,205,021 from the additional half-cent sales tax, established through Proposition "L" in November 2007, is earmarked to support fire services. Furthermore, for FY 2025/26, $7,684,569 has been allocated to service the debt on certificates of participation issued to finance a number of facilities throughout the City.

A
nticipated Proposition “L” revenues totaling $12,071,692 have been incorporated into the FY 2025/26 operating budget to cover fire and debt service costs which are estimated at $1,205,021 and $7,684,569 respectively. The anticipated decrease of $1,782,898 will reduce the existing Proposition “L” reserves collected in previous years. In the table below, the FY 2025/26 revenues and expenditures are based on estimates, which will be updated with actual results in the fourth-quarter report. As of March 31, 2026, the estimated amount to be held in the Proposition L reserve by the end of FY 2025/26 is $18,889,069.

D
epartmental Fees
The General Fund relies on fees to finance services tailored to residents' specific preferences rather than those of a general nature. As these services predominantly benefit the individuals utilizing them, fees serve as the preferred funding mechanism, distinct from a general tax.

These services fall into three primary categories: recreation, building and planning services, and fire and other essential services.

R
ecreational fees encompass charges related to sports programs, theater attendance, facility rentals, trips, day camps, and catering. Annually reviewed and approved by the City Council, Activity Summary - Proposition L

these fees play a vital role in supporting the Recreation and Community Services Department programs. For FY 2025/26, estimated fees to bolster the City's recreation programs amounted to $5,428,830. By the end of the third quarter, a total of $4,247,076, equivalent to 78.2 percent of the revenue estimate, had been collected.

Fees
related to building, engineering, and planning services include charges for building permits, electrical and other building improvement fees, grading, planning, engineering, and environmental services. These fees provide essential support for the Planning, Engineering, and Building activities and services. The total estimated fees budgeted for FY 2025/26 to sustain these programs were $4,103,120. By the end of the third quarter, collections had reached $3,441,484, or 83.9 percent of the total revenue estimate.

W
hile the City does not levy charges for fire calls to residents, fees are assessed for services such as building inspections, ambulance services, weed and lot clearing, and various miscellaneous items. The City also receives reimbursements for fire services extended to other agencies during fire incidents. These reimbursements are not initially part of the budget projection, but appropriations are made as reimbursements are received from the State to cover out-of-area fire costs. The total estimated fees budgeted for FY 2025/26 to support these city services, primarily administered by the Fire Department, amount to $13,234,066. Within this figure, $4,197,243 represents an estimated amount to be received from the Vista Fire Protection District (District) for fire and emergency medical services provided to the District. The agreement between the City and the District dictates that the District will pay the City a portion of its revenues as they are received. However, since most of the District's revenues come from property taxes, substantial payments are not expected until the second half of the fiscal year. By the end of the third quarter, $12,285,453, or 92.8 percent of the total revenue estimate for fire- related services had been collected, emphasizing robust financial support in this area.

I
nvestment Rates
During the third quarter of FY 2025/26, the Federal Reserve maintained the Federal Funds Rate within a target range of 3.50 percent to 3.75 percent as policymakers continued to evaluate economic conditions and the pace of inflation. Following rate reductions in late 2025, the Federal Reserve paused further adjustments during the first quarter of calendar year 2026 to assess incoming economic data and the broader economic outlook. Labor market conditions remained relatively stable during the period, with the national unemployment rate holding near

4.2 percent. While inflationary pressures have continued to moderate, they remain above the Federal Reserve’s long-term 2 percent target. As a result, the Federal Reserve maintained a cautious, data-dependent approach to monetary policy. Stable interest rates during the quarter supported consistent borrowing conditions for businesses and consumers and helped sustain moderate economic growth.

The C
ity's yield on its investment portfolio tends to align with broader interest rate trends. This alignment stems from the fact that funds, typically invested over five-year terms for optimal returns, become available for reinvestment at prevailing interest rates as existing investments mature. The City employs a strategic approach to portfolio management, prioritizing long-term value optimization. This strategy may involve emphasizing short-term positions when the yield curve aligns with this approach. Nevertheless, staff remain steadfast in maintaining the portfolio's duration to match its stated index benchmark while ensuring safety of the City’s financial assets, and ample liquidity to meet the City's cashflow requirements. 05/26/2026

RECOMMENDED BUDGET ADJUSTMENTS
Short Title: Opioid Settlement Funds
Explanation /
Justification:

The California Abatement Accounts Fund was established to provide funds to cities and counties for the abatement of the opioid crisis in California. The City of Vista receives funds from this account annually, as determined by the relative National Opioid Settlement Agreements, and has received $14,621.39 in FY 2025/26. Appropriations are hereby made to accept revenues received from Opioid Settlement Funds and allocate them into the Opioid Settlement Special Department expense account.

Staff recommends the following budget adjustments:

Short Title: Traffic Signal Battery Backups
Explanation /
Justification:

Additional funding is requested to support the installation of equipment necessary to provide battery backup capabilities for traffic signals citywide. These improvements will enhance operational reliability and maintain signal functionality during power outages, improving safety and traffic flow.

Staff recommends the following budget adjustments:

Short Title: Out-of-Area Fire Suppression
Explanation /
Justification:

Out-of-area fire response activity under the State Mutual Aid System has generated reimbursement revenue in excess of the adopted budget. Staff recommends recognizing $359,898.36 in additional revenue in the Forest Agency Fire Reimbursement account (0010034.435110). Staff further recommends increasing appropriations in the related expenditure accounts under project code 00250 to cover costs incurred to date, including overtime, backfill, and other deployment-related expenses, as well as to support potential mutual aid responses for the remainder of Fiscal Year 2026.

Short Title: Fire Fleet/Capital Equipment Transfer to Fleet Replacement Fund Explanation /
Justification:

Staff recommends transferring fire apparatus and major equipment funding from the General Fund to the Fleet Replacement Internal Service Fund. Due to long procurement lead times, funding for these assets is accumulated over multiple fiscal years, resulting in significant annual carryforwards that distort General Fund expenditures. This change will better align funding with the multi-year nature of these purchases, improve budget transparency, and ensure dedicated resources are maintained for fire apparatus and equipment replacement.

Short Title: Microphones for Moonlight Productions
Actors typically have microphone packs sewn into the backs of their costumes. Considering the costumes in "The Cher Show" are either too fitted or lacking sufficient material to sew in microphone packs, staff identified specialty microphones to be placed in actors' wigs. Three microphones cost approximately $14,209.

Short Title: Facilities Master Program
Explanation /
Justification:

To ensure that City facilities are maintained to an acceptable level of service, staff developed a Citywide Facilities Master Program that identifies need and funding for all City-owned facilities. This program was developed after reviewing the condition of all facilities, current and future needs, and associated costs with the upgrades. On April 28, 2026, staff presented the Facilities Master Program Update. Following the presentation, the City Council approved the proposed updates to the Citywide Facilities Maintenance Program.

Short Title: CalRecycle Beverage Container Recycling Program Explanation /
Justification:

CalRecycle administers the Beverage Container Recycling City/County Payment Program Grant to provide opportunities for local governments to receive payment for programs and purchase related to beverage container recycling. The City of Vista has utilized these funds for projects such as educational presentations at local schools, Citywide trash and litter clean-up activities and purchasing trash and recycling containers for placement throughout the City parks and facilities.

The City has successfully participated in previous program cycles and has been granted another year of eligibility. The most recent round of grant funding has been awarded in the amount of $25,343 for continued grant programing.

Short Title: Gang Detective
Explanation /
Justification:

On April 28, 2026 City Council discussed and approved the addition of one Gang Detective position to the San Diego County Sheriff's Office Vista Station (Vote: 4-1, Contreras Opposed). Staff recommends an appropriation to fund start-up costs and the estimated expenses for the remainder of the fiscal year.

Staff recommends the following budget adjustments:

Short Title: CalRecycle Used Oil Program
Explanation /
Justification:

CalRecycle administers the Used Oil Payment Program (OPP) to provide opportunities for local governments to receive payments for used oil and used oil filter collection/recycling programs. The City of Vista has used OPP monies to fund projects such as educational outreach booths and oil filter exchange events within our community as well as Bi-annual Certified Collection Center Inspections. OPP has also paid for materials and equipment that help prevent oil from entering into our storm drains which results in the preservation of our watersheds. The City of Vista has successfully participated in the previous fourteen grant cycles and was notified of approval for award in the amount of $14,069 for cycle 16.

Staff recommends the following budget adjustments:

Short Title: Fire Prevention Inspection and Billing Software Explanation /
Justification:

This program would allow staff to complete inspections and reports directly in the field, reducing time spent returning to the office and improving overall productivity. The software is currently used by other agencies and has demonstrated effectiveness. While the City currently utilizes Cityworks, it does not provide the same level of field functionality. Information Technology has been consulted and is supportive of moving forward with this program. The program includes an annual renewal cost of $15,100. Fire staff anticipate that increased inspection capacity and associated billings will offset these costs.

Staff recommends the following budget adjustments:
