SUBJECT: SECOND AMENDMENT TO THE AGREEMENT WITH INTERFAITH COMMUNITY SERVICES FOR ADMINISTRATION OF VISTA EMERGENCY HOUSING ASSISTANCE PROGRAM – CATEGORY 2
on June 1, 2023, City Council directed staff to revise the Pilot Program to an on-going Rental Assistance Program.
On January 9, 2024, the City Council adopted Resolution No. 2024-8, approving an agreement with MAAC for the administration of the Vista Emergency Housing Assistance Program (VEHAP), which provided financial assistance and housing stability to low-income Vista families and individuals who are at risk of losing their housing. This program includes rental and utility assistance, including arrears; and counseling and legal aid to prevent eviction. Applications were accepted on a first-come, first-serve basis, with awards of up to $10,000 and six months per household whose income does not exceed 65% of the AMI. During the life of the program (February to December of 2024), VEHAP produced the following results:
• 133 Vista households assisted;
• $1,187,564.56 awarded;
• $8,929 average assistance per household;
• 2.76 individuals on average per household; and,
• $30,612.28 average household income, which is below the Extremely Low-Income limit of 30% AMI ($31,850).
Over the program’s duration, 234 rental assistance applications were denied. Most denials were due to: “Not a Vista Resident” (158 applications), “Failure to Complete Application” (35 applications), and “Experiencing Homelessness” (29 applications). Four were denied due to exceeding income eligibility.
On November 12, 2024, the City Council approved $200,000 from Fiscal Year 2023 year-end fund balance to continue emergency rental assistance in support of the Strategic Plan. On June 10, 2025, the City Council adopted City Council Resolution No. 2025-114 approving an agreement with Interfaith Community Services to administer the Vista Emergency Housing Assistance Program – Category 2 Homeless (VEHAP-C2) to prevent homelessness among Vista residents who are at imminent risk of losing their housing, as defined under HUD’s Category 2 criteria. An individual or family qualifies as Category 2 homeless if they meet all the following criteria:
• They will imminently lose their primary nighttime residence within 14 days of the date they are seeking homeless assistance;
• They have no subsequent residence identified where they can stay after losing their current housing; and
• They lack the resources or support networks (e.g., family, friends, or social services) to obtain other permanent housing.
Under the current program design, $200,000 supports rental assistance, individual household awards are limited to $5,000 for up to three months of support, and administrative and staffing costs are restricted to 10% of the budget. Of the remaining funds reserved for client assistance, 75% of the funding pool is reserved for households earning up to 65% of AMI, with the remaining 25% allocated to households earning above 65% but no more than 80% of AMI.
Under the administration of Interfaith Community Services, three monthly reports have been submitted to the City. During July and August, no households were approved for assistance, though implementation and outreach efforts—including community referrals, application intake, and eligibility screening—were well underway. Preliminary data indicate that the primary barrier to assistance has been household ineligibility under HUD’s Category-2 Homelessness definition, which requires applicants to demonstrate imminent loss of housing within 14 days and a lack of available alternative housing or resources. Early observations suggest that while many households are at risk of housing instability, they may not meet the strict HUD Category-2 definition used for this program.

On October 2, 2025, the City Council received an update on the Implementation of the Strategic Plan to Address Homelessness, including eligibility and support through VEHAP-C2, and on October 28, 2025 approved a First Amendment to the Agreement with Interfaith Community Services to expand the program to include mortgage assistance for households making up to 80% AMI (Exhibit 3).
Since the program’s inception July 1, 2025, through March 31, 2026, 32 households totaling 103 Vista residents received $116,587.22 in rental assistance funds. The average funds awarded per household was $3,643.35. 23 of the households awarded fell under the 30% AMI limit for Extremely Low Income, while nine fell under the 50% AMI limit for Very Low Income.
Staff are recommending a Second Amendment to the Agreement with Interfaith Community Services to extend the term of VEHAP-C2 contract by twelve months to June 30, 2027. There is no increase to the contract ceiling with this Second Amendment.

This includes providing support and stabilization for homeless adults, veterans, families with children, seniors, and persons with severe mental illness, long histories of substance abuse, and a range of chronic health issues.
Interfaith has a demonstrated ability to successfully comply with different Federal, State, and local public, as well as private fenders' regulations and eligibility criteria. Interfaith's grants and contracts include a variety of restrictions, i.e., limitations based on location of residence, Area Median Income (ANTI), timeframe that expenses were incurred, and if Section 8 or other government subsidies are allowed.
Amid the devastating economic impacts of the Covid-19 pandemic, Interfaith became a trusted partner with local governments in distributing emergency financial aid and providing responsive services. This resulted in increased capacity and service delivery of homelessness prevention services over a 5 -year track record since 2020:
FY2019-2020: 911 persons prevented from homelessness, $324,807 FY2020-2021: 1,226 persons prevented from homelessness, $852,325 FY2021-2022: 1,485 persons prevented from homelessness, $1,009,296 FY2022-2023: 1,601 persons prevented from homelessness, $1,063,206 FY2024-2025: 1,493 persons prevented from homelessness, $838,138 Interfaith Community Services

In the most recent fiscal year, Interfaith served 516 unduplicated clients from the City of Vista. This included 384 adults and 132 children. Interfaith provided a range of comprehensive services to Vista residents, with access facilitated through its three service centers: 43 clients accessed the Coastal Service Center in Oceanside, 50 accessed the Carlsbad Service Center, and 373 accessed the Inland Service Center in Escondido. The remainder of Vista clients accessed other agency -wide programs. Supportive services related to basic needs (e.g. emergency food, hygiene items, diapers), information/referral, and case management were the most frequently accessed services. Rental assistance, employment supports including transportation, vital documents, clothing supports), and utility assistance were the most requested services. Interfaith distributed $107,729 in financial aid to Vista residents, including $87,057 in rental assistance.
Successful Implementation of Similar Services:
City of San Marcos CDBG-CV: Interfaith held a contract with the City of San Marcos to provide rental assistance to households impacted by the Covid-19 pandemic. During the contract term of September 24, 2020 to December 31, 2023, Interfaith assisted a total of 96 San Marcos families comprised of 190 adults and 147 children. This greatly exceeded the original objective to serve 35 households. Interfaith distributed $489,752 to prevent homelessness throughout the pandemic. All contract objectives were met and exceeded.
City of Carlsbad CDBG FY23-24 (#PSA24-02CDBG): Objectives included rental assistance and emergency housing case management to prevent homelessness to 14 Carlsbad families; basic needs services to at least 200 unduplicated Carlsbad individuals, and employment services to at least 20 individuals. All program objectives were met or exceeded. Total contract award: $58,823.
Insurance Compliance
Interfaith currently meets the Insurance Requirements set forth in Exhibit C of the RFP and will continue to comply with these requirements. Insurance coverage will be provided to the City of Vista during contracting and by request.
Commitment to City's Contract Terms
Interfaith Community Services acknowledges it has carefully read, fully understands, and accepts the terms of the "Contract for Services" attached as Appendix A to the City of Vista Housing and Homeless Services Division's "STRATEGIC PLAN TO ADDRESS HOMELESSNESS: Vista Emergency Housing Assistance Program — Category 2 Request for Proposals (RFP).

Proposal
City of Vista RFP Strategic Plan to Address Homelessness: Vista Emergency Housing Assistance Program — Category 2
Approach:
Interfaith's approach emphasizes homelessness prevention, helping people stay housed. Considered a national best practice, homelessness prevention is far less expensive than providing 24/7 emergency shelter and assisting individuals to exit homelessness. This conserves community resources, allowing currently homeless clients to be served more efficiently. Interfaith will provide immediate financial assistance and case management to address housing stabilization for Vista residents who face eviction and/or imminent homelessness.
The project will provide robust homelessness prevention services for Vista residents to reduce the influx of homeless individuals and families due to economic and housing pressures. Although not every household that is evicted becomes homeless, there is a high correlation between eviction and homelessness. Housing market dynamics, including overall cost -burden — the percentage of income spent on housing — remain a consistent indicator of homelessness and eviction (Byrne, Munley, Fargo, Montgomery, & Culhane, 2013; Marr, 2016). Both housing cost and income are important, but unexpected changes in income appear to be the main shock that precipitates homelessness, more so than shocks in rent level (O'Flaherty, 2009). Homelessness prevention services are more important than ever as the already overloaded homeless services system does not have the capacity to aid a large influx of newly homeless individuals. If awarded, the Vista Emergency Housing Assistance Program funds will provide an important means of intervention for Vista residents.
Interfaith's homelessness prevention services are person -centered and align with the core components of Housing First, working with clients who have poor credit or financial history, poor or lack of rental history, criminal convictions unrelated to tenancy, or behaviors that indicate a lack of housing readiness. Case Managers assess each household to determine eligibility for rental assistance and other supportive services and engage clients in an individual service plan to identify and track progress toward lasting solutions. Case Managers are trained in and employ evidence -based practices including motivational interviewing and person -centered planning.
Client Outreach
Interfaith will utilize its primary service locations and extensive referral networks to identify clients and provide access to services, as described below:
Interfaith will circulate information on the availability of the housing assistance programs in coordination with the City of Vista. Additional community outreach efforts may include posting information to Interfaith's website and social media channels, distribution of bilingual (English/Spanish) flyers, and presentations at community meetings/events.
Vista residents will be able to access services through Interfaith's primary service centers located in Oceanside (near Oceanside/Vista border), Carlsbad, and Escondido. Case Managers are available for appointments with clients needing assistance at the following times:
Coastal Service Center (Oceanside/Vista), 4700 North River Rd., Oceanside, CA 92054: 8:OOam to 12:OOpm, Tuesday, Wednesday and Thursday.
Carlsbad Service Center, 5731 Palmer Way, Suite A, Carlsbad, CA 92008: 9:OOam to 12:OOpm Monday through Friday and 1:OOpm to 4:OOpm Tuesday, Wednesday and Thursday.
Inland Service Center (Escondido), 550 West Washington Ave., Escondido, CA 92025: 8:OOam to 5:OOpm, Monday through Friday.
All the service centers are accessible by public transportation and have on -site parking spaces.
In addition, Vista residents can call Interfaith during regular business hours, Monday through Friday from 8:00am 106/09/2026 C9 56 of 76

to 5:OOpm to inquire about rental assistance. Phone lines are monitored by Interfaith's Office of First Impressions OFI) staff, who are trained to conduct initial screenings and refer potential clients for further screening.
Interfaith has an extensive referral network and accepts referrals from 2-1-1 San Diego, the Coordinated Entry System, City of Vista Housing and Homeless Services Division, homeless outreach teams, law enforcement, and partner agencies providing legal assistance, healthcare, housing programs, and other social services. Clients may also be identified and referred to the program by internal staff.
Intake and Enrollment
Case Managers will complete a needs assessment with each household during the screening and intake process.
Information will be collected including demographic information such as race/ethnicity, gender, income, source of income, education level, and housing status. As part of eligibility, clients must show proof of income. If the client has zero income, they sign a certification of zero income.
The following documents will be collected in the applicant process to verify eligibility and initiate services:
Client demographic form — including household size
Imminent Risk of Homelessness Verification (HUD Category 2) - e.g. "pay or quit" notice, rental ledger, client -attestation
Income Verification (i.e. paystubs, SSI statements, pensions, etc.) Copy of the Applicant's Identification (i.e., driver's license; state ID card) and Social Security Cards Vista residency verification (e.g. lease, utility account) Consent for Services
Documentation for rental assistance also includes proof of emergency and copy of bank statements. Client data is recorded in Interfaith's client services database Efforts to Outcomes (ETO), and San Diego's Homeless Management Information System (HMIS), when necessary.
Financial Assessment and Case Management
When gathering proof of income documentation, Case Managers will verify that households meet the income requirements set forth in the HUD Category 2 Homeless Definition. They will confirm that households are earning up to 65% of the Area Median Income (AMI) or 66% - 80% of AMI. In addition, Interfaith will maintain a tracking system and accounting records to document that a minimum of 75% of the rental assistance funding pool is reserved for households earning up to 65% of the AMI.
In working with their Case Manager, Vista clients will identify what has destabilized the household or where they require added temporary support and through case management and assistance, address the unmet need. Case Managers will assist clients to stay in their housing or relocate to another, more affordable housing option, without entering the homeless system. Interfaith will provide fmancial literacy and budget coaching for households awarded rental assistance. Case managers build clients' fmancial literacy by working with clients to create monthly budgets, review their credit reports, and/or discuss where to save money and how to establish bank accounts. Clients will be encouraged and invited to attend financial education sessions conducted in partnership with Mission Fed and other financial partners.
In addition to direct financial assistance, Interfaith will connect these households to its comprehensive Supportive Services programs, including: mediation services; eviction support through referrals to Legal Aid, employment services, financial literacy and budgeting, advocacy (e.g., negotiating down payments for rental arrears or negotiating payment plans), credit repair support, tenant education, transportation assistance, emergency food supplies, affordable health care referrals, financial assistance to receive California ID cards and birth certificates, tax preparation, as well as CalFresh and Medi-Cal application assistance. 206/09/2026 C9 57 of 76

Rental Assistance Disbursement
Financial assistance for short-term rental assistance or rental in arrears (a maximum of $5,000 per household and up to three months based on need) will be provided once all verification documents have been obtained. Advocacy and communication with the landlord and landlord mediation are provided, if needed.
All rental assistance funds will be distributed directly to landlords or utility providers. Interfaith staff will obtain the required documentation:
1) A valid City of Vista business license (if applicable), 2) A completed W-9 form, and
3) A signed affidavit confirming no duplicate rental assistance has been received for the same tenant and/or month.
The affidavit will also contain a statement that all rents/payments will be up to date as a result of the rental assistance award.
Staff will also require clients receiving rental assistance to execute a rental assistance agreement and to sign an affidavit confirming that they are not receiving other rental assistance for the covered months.
Data collection and outcome tracking
Interfaith will utilize internal evaluation methods, including quantitative and qualitative data, to assess the project's impact. Results will be obtained from program records, client case notes, and aggregate data collected as part of Interfaith's recordkeeping and outcome tracking. Client data will be recorded in Interfaith's Efforts -To -Outcomes ETO) internal agency -wide program data collection system, as well as the Homeless Management Information System (HMIS) when appropriate. Both systems generate detailed reports that are used to document service impacts and measure progress towards outcomes. This will include demographics, income levels and sources, employment and housing status, and participation in Interfaith's programs as well as those offered by other regional human service providers. Additionally, distribution of rental assistance and other aid will be tracked in ETO and Interfaith's accounting system to determine the number of households assisted, amount of assistance, and outcomes.
Follow-up: Case Managers will schedule 6 and 12 -month follow-ups with households assisted. The client will be contacted via phone or email and asked follow-up questions to record housing status. Contact attempts and results will be documented in ETO. If a household is struggling to maintain housing, additional resources will be offered.
Customer Satisfaction Survey: Interfaith will survey all awarded households to determine their satisfaction with participating in the program and working with the agency.
On a monthly basis, Interfaith will provide the City with data to include:
Summary of applicants who were approved and received housing assistance including the following:
o Name and address
o Participant Eligibility
o Household size and income
o Basic demographics
o Reason for financial loss
o Total housing assistance payment(s) approved including the amount paid and for what time period Summary of Applicants who were denied housing assistance including the following:
