COMMENDATION:
1. Adopt City Council Resolution No. 2026- , amending the Operating Budget for Fiscal Years 2025/26 and 2026/27.
2. Adopt Buena Sanitation District Resolution No. 2026- , amending the Operating Budget for Fiscal Years 2025/26 and 2026/27.
3. Adopt Community Development Commission Resolution No. 2026- , amending the Operating Budget for Fiscal Years 2025/26 and 2026/27.
4. Adopt City Council Resolution No. 2026- , amending the C ity-wide Classification and Compensation Index, and repealing the provisions of any resolutions in conflict herewith.

ATEMENT ON THE SUBJECT: On June 10 , 2025 , the City Council adopted the Fiscal Y ears (FY) 2025/26 and 2026/27 Operating Budget. Under the two-year budget, the City continues to operate on a July 1 through June 30 fiscal year, retaining the fiscal control provided by annual budgets. As part of the City’s ongoing fiscal management practices, staff has completed a mid-cycle review of the FY 2026/27 Operating Budget and is presenting revised revenue and expenditure estimates to the City Council for consideration and approval (Exhibit 1). The proposed amended FY 2026/27 Operating Budget for all funds totals $187,390,784, representing an increase of $895,435 from the originally adopted budget.
