Changes from Budget Overview. Since the presentation of the CIP Budget Overview on May 12, 2026, only limited changes have been made to the proposed FYs 2026/27 and 2027/28 Capital Project Budget.

Changes include an additional $30,000 appropriation to the Neighborhood Traffic Calming project (8361) to address pending traffic calming requests. In addition, minor funding source adjustments were made to utilize the most restrictive funding sources available first. The Hill Drive and Flower Lane to Tylee Street project (8411) will now utilize Vista Sewer Capacity Fees in place of Vista Sewer User Fees, and the Verona Hills Parkway and Savona Court project (8416) will utilize Buena Sanitation District Capacity Fees in place of Buena Sanitation District Sewer User Fees.

During the May 12, 2026 CIP Budget Overview discussion, City Council discussed the potential for a roundabout at N. Santa Fe Avenue and Angeles Vista Drive in place of the proposed traffic signal. Staff evaluated the discussion and recommend retaining the traffic signal project (8407) in the proposed CIP Budget at this time.

Document Approval. Staff recommends adoption of the attached resolutions (Exhibits 2, 3, and 4) approving the Six-Year Capital Improvement Program and FYs 2026/27 and 2027/28 Capital Project Budget and authorizing appropriations for Fiscal Years 2026/27 and 2027/28 Capital Projects. This approval will provide the authority to begin and/or continue capital projects outlined in the CIP document, which will be reconciled and carried forward into the new fiscal year.

The CIP and Capital Project Budget was presented to the Planning Commission on June 2, 2026. In conformance with California state law, the Planning Commission reviewed the document for consistency with the City’s current approved General Plan and found it to conform to the General Plan.

FISCAL IMPACT: The FYs 2026/27 and 2027/28 Capital Project Budget includes total proposed appropriation requests in the amount of $73,196,592 as follows:

06/09/2026 C4 10 of 187

June 9, 2026
Honorable Mayor and City Council,
I respectfully submit the Fiscal Years (FYs) 2026/27 and 2027/28 Capital Project Budget for the City of Vista. This budget funds the acquisition, construction, rehabilitation, and maintenance of major public infrastructure and capital assets, such as streets, sewer infrastructure, parks, public facilities, and other public improvements. The Capital Improvement Program (CIP) serves as a long-range planning document that identifies infrastructure needs, funding availability, and priorities that support the City Council’s goals and strategic vision for the community.

The City’s CIP is updated on a biennial basis and reflects a balanced investment in infrastructure maintenance, public safety, mobility, environmental sustainability, housing, and community amenities. While the CIP includes a six-year planning horizon, only the first two fiscal years are formally appropriated by the City Council for budgeting and expenditure purposes. Capital projects often require multiple years to design, permit, fund, and construct; therefore, future year estimates are included for planning purposes only. The proposed budget balances current infrastructure needs with long-term fiscal sustainability and strategic investment priorities.

On April 4, 2024, the City Council established the 2024–2026 City Council Goals, which continue to guide the development of the City’s Operating and Capital Budgets. The FYs 2026/27 and 2027/28 CIP Budget reflects continued progress toward these goals through strategic investments in infrastructure, mobility, public facilities, parks, housing, environmental sustainability, and economic vitality.
Fiscal Responsibility: Fiscal Responsibility remains a foundational component of the CIP budget. The City continues to prioritize the use of restricted revenues, grants, and outside funding sources whenever possible before utilizing discretionary General Fund resources. Staff actively pursue grant opportunities and regional partnerships to maximize available funding and leverage local resources. Significant regional wastewater investments continue through the Encina Wastewater Authority Capital I
06/09/2026 C4 11 of 187

Improvement Program, and substantial investments are also proposed for roadway rehabilitation, pedestrian infrastructure, traffic safety improvements, and sewer system reliability. The City also remains committed to maintaining long-term financial stability through prudent reserve management, strategic planning, and careful monitoring of capital needs.
Climate and Environmental Responsibility: The CIP also advances the City Council’s Climate and Environmental Responsibility goals through projects focused on sustainability, environmental resilience, and infrastructure modernization. Recent and ongoing investments include electric vehicle charging infrastructure, storm drain improvements, and projects that support renewable energy and environmental stewardship. The City continues to pursue grant funding opportunities to support climate-related infrastructure and improve long-term resiliency throughout the community.
Parks and Recreation: Parks and Recreation improvements remain an important priority in the proposed budget. New projects include Breeze Hill Park Phase I, Paseo Buena Vista Park, and Brengle Terrace Park Improvements Phase I. In addition, the City continues advancing long-term park planning efforts, recreational amenities, trail connectivity, and improvements to community facilities that enhance quality of life for Vista residents and visitors. Recent accomplishments such as the completion of Wiivay Park, improvements at the Gloria McClellan Senior Center, and expansion of recreational programming demonstrate the City’s ongoing commitment to investing in community spaces and services.
Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve roads and sidewalks: The FYs 2026/27 and 2027/28 CIP Budget includes major investments supporting the City Council’s Traffic and Mobility goals through projects that improve traffic flow, pedestrian safety, roadway conditions, sidewalks, bike infrastructure, and neighborhood traffic calming. Proposed transportation and mobility appropriations exceed $20 million and include roadway rehabilitation projects, traffic signal improvements, complete streets projects, ADA accessibility improvements, and continued expansion of the City’s sidewalk network.

These investments continue the City’s commitment to improving mobility options and enhancing safety for all forms of travel throughout the community.

During FY 2025/26, the City completed or substantially completed numerous capital projects that improved public infrastructure, mobility, safety, recreation, and environmental sustainability. These accomplishments include completion of Wiivay Park, the Fire Station 3 II

Remodel, major roadway rehabilitation projects, pedestrian mobility improvements, roundabouts and traffic signal projects, storm drain improvements, and multiple sewer rehabilitation projects. These completed projects represent the continued dedication of City staff and the City Council to maintaining and improving Vista’s public infrastructure and quality of life.

The proposed FYs 2026/27 and 2027/28 CIP Budget includes $73.2 million in new appropriations. Approximately 60 percent of the proposed appropriations are related to sewer infrastructure improvements, reflecting the significant investment required to maintain and modernize critical wastewater infrastructure systems. The remaining appropriations support projects related to transportation and mobility, parks and community services, public facilities, housing, drainage, and other infrastructure needs throughout the City. Proposed appropriations are budgeted within the following categories:

In closing, I would like to thank the Mayor and City Council for their continued leadership and direction in establishing the priorities reflected in this budget. I would also like to recognize the many employees throughout the organization who contribute to the planning, budgeting, design, construction, and administration of the City’s capital projects. Their professionalism and dedication help deliver the infrastructure and services that benefit Vista residents, businesses, and visitors every day.

Program & Budget Overview. City of Vista
VI
Document Overview
The purpose of the Capital Improvement Program (CIP) budget is to fund the acquisition, construction, improvement, and/or maintenance of major capital assets such as land, buildings, infrastructure, and other significant public improvements. In contrast, the operating budget funds the annual ongoing operations and maintenance necessary to provide governmental services to the public.

The City prepares the CIP budget on a biennial basis in coordination with the operating budget. While the City continues to operate on an annual July through June fiscal year, the biennial budgeting approach supports long-term planning, efficient use of resources, and enhanced fiscal stability. The City Council and public continue to receive regular financial updates, including quarterly financial reports and a mid-cycle budget review.

The CIP is a six-year planning tool that is updated biennially to evaluate project priorities, identify funding sources, and incorporate new projects and appropriations. The first two fiscal years included in this document represent the proposed budget appropriations requested for City Council approval and establishment in the City’s financial system.

Major capital improvements often require multiple years to plan, design, fund, and construct. The CIP serves as a coordinated plan to align funding availability with project timing and community priorities. In addition to supporting long-term infrastructure planning, the CIP provides information regarding the City’s physical development and the relationship between projects, funding sources, locations, and implementation schedules. The CIP also includes certain maintenance and non-capital projects to accommodate restricted funding reporting and monitoring requirements.

Individual project detail pages are organized by project category, such as Public Facilities, Parks & Community Services, or Transportation & Mobility. Project detail pages are included for all active and anticipated projects within the six-year planning period. Unspent balances remaining in active projects at fiscal year-end are carried forward until project completion. Each project detail page includes a description, status, and summaries identifying project funding sources and expenditures from inception through the sixth year of the CIP.

DESCRIPTION
Design and development of a small public open space area along W. Los Angeles Drive which will enhance the new street improvements recently completed. Healthy Cities, Healthy Residents (HCHR), Healthy Vista Coalition (HVC), and Vista Community Clinic worked together with City staff on providing design input and community engagement for this Placemaking Project.

The design consultant prepared two alternative designs in July 2025. In August 2025, HCHR & HVC, through VCC, provided community input and generously donated a pet waste station and bike repair station to be incorporated into the park amenities. In September 2025, the Parks and Recreation Commission voted to advance one of the alternative concepts for development into final design. The final design concept was received in February 2026 and is currently under review prior to proceeding into the final design phase. The portion of property acquisition needed for this project is currently in progress. Upon finalization of the construction documents, anticipated in September 2026, the project will be released for construction bidding.

PROJECT NAME Fire Station Exhaust Extraction System Replacement Aldo Hernandez

DESCRIPTION
Source Capture Exhaust Extraction Systems (SCES), such as Plymovent systems, are critical safety mechanisms installed in fire station apparatus bays to capture and remove hazardous vehicle exhaust fumes directly at the source. These systems help protect the health and safety of fire personnel by minimizing exposure to diesel exhaust and other harmful emissions. The SCES currently installed at Fire Stations 1, 2, 4, 5, and 6 are outdated, failing, or both, and are in urgent need of replacement. Replacement of these systems is essential to maintain compliance with occupational safety standards and to ensure a safe working environment for fire personnel.

PROJECT NAME Traffic Congestion Management Program Sam Hasenin

DESCRIPTION
The City Council identified improving traffic flow, reducing traffic congestion and continuing to improve roads as one of its main goals. Staff developed a Traffic Congestion Management Plan which identified congested streets and intersections, and recommended short and long-term large scale projects to target traffic congestion relief. The short- term projects include traffic signal re-timing, traffic signal interconnect in the northern half of the City, and the implementation of a traffic measurement system to monitor congestion on City streets.

An update of the synchronization timing of traffic signals on the City's major streets was completed. Several projects were completed to increase capacity at signalized intersections. In addition, design plans have been completed for fiber optic infrastructure to replace unreliable radio communications to the traffic signals on N.

Melrose Drive, Emerald Drive, and Poinsettia Avenue. Construction is currently underway and will be completed in FY 26/27.

PROJECT NAME Emerald Drive Complete Streets Daniel Carns

DESCRIPTION
Emerald Drive is a regional connector road that divides two neighborhoods because access across this street is made extremely difficult by large amounts of traffic traveling at high speeds. This also results in many serious accidents. City staff, with the assistance of a consultant and extensive community engagement, developed a complete streets plan for Emerald Drive between Olive Avenue and West Drive. The plan proposes to transform the street into a calmed, pedestrian and bicycle friendly street by implementing roundabouts, pedestrian crossings, sidewalks and new striping.

The design phase is complete and Staff is currently applying for grants and requesting Federal/State Earmarks to fund the construction phase.

PROJECT NAME Bicycle Mobility Sam Hasenin

DESCRIPTION
Bicycling can be a clean and convenient alternative mode of transportation, which helps to alleviate motor vehicle congestion and reduce greenhouse gas emissions. However, existing bicycle facilities are often in need of improvements and gaps in the bicycle network prevent connectivity. Enhancing the existing bicycle network and facilities serves to accommodate the varying levels of user skills and to make bicycling a viable transportation option. This project will provide a funding source to assess existing conditions of the bicycle network and to develop improvement concepts and cost estimates . The recommended improvements for various streets will be prioritized and improvements will be implemented as funding becomes available.

Staff is pursuing grant funding to develop a comprehensive bicycle master plan for the City to engage the community in order to identify needs and deficiencies and develop a set of implementable projects to enhance safety and mobility of bicycling.

DESCRIPTION
Speeding and traffic safety are major concerns for City residents and the implementation of traffic calming is a priority for the City Council. This project provide funding to develop traffic calming concepts and implement traffic safety improvements for streets of concern. The streets will be prioritized and improvements will be implemented as funding becomes available. Traffic calming for a certain street is assessed using established City policies, and the techniques include signing and striping, speed humps, curb pop-outs, chicanes, traffic circles, raised medians and others.

This year's new Neighborhood Traffic Calming projects include: W. East Drive Traffic Calming between North Drive and N. Santa Fe Avenue; Oak Drive Raised Pedestrian Crossing at Isabella Way; and a focused assessment of Accessible Pedestrian Signals (APS).

DESCRIPTION
Bicycling can be a clean and convenient alternative mode of transportation that helps alleviate motor vehicle congestion and reduce greenhouse gas emissions. Existing bicycle facilities often require upgrades and gaps in the network limit system connectivity. Enhancing bicycle infrastructure accommodates varying skill levels and supports bicycling as a viable transportation option. Council approved the implementation of protected bike lanes (PBL) on designated major roadways where sufficient street width allows for a striped buffer between the bicycle lane and motor vehicle travel lane. The PBL includes green pavement markings and, in designated locations, raised flexible delineators and/or berms within the striped buffer to provide physical separation between bicyclists and vehicle traffic, consistent with Council direction.

Construction of the Phase 1 was completed in late 2025 and included the striping and green paint on E. Vista Way and Vista Village. On June 24, 2025, City Council directed staff to, with the exception of striping and green paint, pause the entirety of the project on E. Vista Way until the completion of the installation of the center raised medians. The Phase 2 installation of berms and delineators on E. Vista Way and Vista Village Drive has been paused in accordance with Council direction and will be reconsidered following completion of the CIP 8391 E. Vista Way Raised Median project. CIP 8391 is in design and anticipated to be completed April 2028.

DESCRIPTION
The traffic signal at the intersection of Civic Center Drive & Pala Vista Drive is preempted by Sprinter trains traversing the nearby railroad crossing. When preempted, the signal terminates any current movements to ensure the tracks are clear when the train crosses Civic Center Drive. Sometimes, this leaves pedestrians mid way through their crossing movement, leaving them to complete their crossing against a red indication. This project will install a "queue cutter" traffic signal to ensure that northbound traffic on Civic Center Drive does not back up to the tracks, thereby reducing the time needed to clear the tracks and giving more time to the pedestrian crossing movement during a train preemption.

This project is in the design phase, and requires coordination and cooperation with NCTD and potentially CPUC. If both agencies support the project, the City will enter into an MOU with NCTD to complete the work. Construction completion is anticipated in Fall 2027.

DESCRIPTION
The Circulation/Mobility Element of the Vista General Plan provides high level guidance on the functionality of City transportation facilities. A sustainable mobility plan will provide detailed project-level direction for implementation of the Circulation/Mobility Element. Sustainable mobility planning also balances the needs of all road users and provides opportunities for residents to select alternative modes of transportation other than motor vehicles. The City received a $400,000 grant from Caltrans and a $408,000 grant from SANDAG to develop a comprehensive sustainable mobility plan. The City is contributing $51,825 in local funding.

This project is in the research and plan development phase, which includes a review of relevant plans, outreach events, school site evaluations and city-wide demographic analysis. The draft plan is targeted to be shared with the public for input in Spring 2027 with full plan completion in June 2027.

DESCRIPTION
The Neighborhood Street Lighting Project initiative is designed to improve public safety, support environmental goals, and enhance nighttime visibility throughout the City of Vista. This effort builds on community feedback and longstanding requests for new and upgraded street lighting.

In October 2022, the City Council awarded a consulting contract to assess up to 200 locations citywide for lighting improvements. In 2024, the City initiated a pilot program to test the effectiveness of solar-powered lights in unimproved areas. Twelve solar streetlights were installed on Spires, Tatum, and Cocopah Streets. Following installation and community outreach, the City authorized a broader rollout at 66 additional locations. Consequently, the City will install additional solar streetlights using any available remaining funds through community requests. Concrete poles will be used in areas where aesthetics or existing infrastructure warrant a traditional approach. All installations are vetted for SDG&E conflict, safety, visibility, and long-term maintenance efficiency.

This project directly supports the City’s Climate Action Plan goals by utilizing renewable, off-grid technology and reducing long-term electricity use.

The pilot project has been completed. The Phase 2 project is currently in construction and will install an additional 96 lights throughout the City.

SUMMARY OF USES
PROJECT NUMBER Transportation and Mobility
PROJECT NAME Downtown Vista Plan Jill Bankston

DESCRIPTION
In 2025, City Council appointed a Downtown Committee to evaluate circulation, parking, and opportunities to enhance public spaces, including the existing Gazebo Parking Lot, within the historic downtown area bounded by Citrus Avenue, East Broadway, North Santa Fe Avenue, and Vista Village Drive. The Committee evaluated existing conditions, identified key opportunities and constraints, and developed a concept for feasible downtown improvements. The concept is based on circulation and parking alternatives, as well as landscape and plaza alternatives that reimagine the Gazebo Parking Lot and assess the broader downtown area to enhance landscaping, improve public spaces, and incorporate community priorities.

Initial concept planning is complete. Multiple alternatives were developed, and the Downtown Committee selected preferred alternatives with input from City staff, business owners, and the public. The Committee also provided recommendations for short-term, mid-term, and long-term actions. The next step in the Downtown Vista Plan is to further refine the concept plan, prepare preliminary cost estimates, and evaluate potential project phasing.

DESCRIPTION
This project will install a new traffic signal at the intersection of S. Santa Fe Avenue and Santa Anita Drive along with new crosswalks. This signal is the next highest priority on the 2023 Traffic Signal Priority List. This project also includes conversion of Sante Fe Place to one-way traffic flow southbound. Properties in this area have alternate access to S.

Santa Fe Avenue from Postal Way. This one-way conversion eliminates the need to signalize Santa Fe Place and makes the proposed signal at Santa Anita Drive simpler to operate.

SUMMARY OF USES
PROJECT NUMBER Vista Sewer
PROJECT NAME Encina Wastewater Authority Capital Improvement Project Ken Knatz

DESCRIPTION
The Encina Wastewater Authority (EWA) provides sewage treatment for six member agencies, including the City of Vista and Buena Sanitation District. EWA's annual capital budget must be approved by each member agency and contains: 1) Capital Improvement Projects; 2) Planned Asset Replacement; and 3) Capital Acquisitions. EWA maintains five- and ten-year long-term capital financial plans. Costs are allocated based on ownership of the affected facilities. EWA capital projects exceed $20,000 and increase or maintain the system's capacity. There are also allocated costs for operations, maintenance and engineering staff time related to project management. Asset replacement includes rehabilitation or replacement costs greater than $20,000. Capital acquisitions include costs greater than $2,000 for items with an expected life of more than one year and facility repairs greater than $2,000 that maintain the facilities capacity and useful life. Capital improvements include liquid process improvements and technology upgrades.

Capital acquisitions include costs greater than $2,000 for items with an expected life of more than 1 year and facility repairs greater than $2,000 that maintain the facilities capacity and useful life. Capital improvements include liquid process improvements and technology upgrades.

Encina CIP budget is recommended annually by the EWA Board of Directors for approval by the Buena Sanitation District Board of Directors.
