SPECIAL MEETING MINUTES
JUNE 22, 2026
The June 22, 2026, Special Meeting of the City Council of the Chartered City of Vista, was called to order by Councilmember Contreras at 8:38 a.m. in the City Council Chambers, 200 Civic Center Drive, Vista, California.
COUNCIL MEMBERS PRESENT
Mayor John Franklin (8:39 a.m. – 8:45 a.m. participated telephonically, attended in person starting at 8:45 am),
Deputy Mayor Dan O’Donnell (8:39 a.m. – 9:00 a.m., participated telephonically from 1380 Harbor Island Dr, San Diego, CA)
Corinna Contreras, Katie Melendez, Jeff Fox
PUBLIC COMMENT
Councilmember Contreras asked if there was anyone wishing to provide public comment. Seeing none, she closed the opportunity to make public comment.
CLOSED SESSION
Councilmember Contreras called for a Closed Session at 8:38 a.m. for the following:
CS1. Public Employee Performance Evaluation (Gov’t Code § 54957) (CC) Title of Position of Employee Being Evaluated: City Manager CS2. Public Employee Discipline, Dismissal or Release (Gov’t Code § 54957) (CC)
RECESS, OPEN SESSION, AND CALL TO ORDER
Mayor Franklin recessed the Closed Session at 9:27 a.m. and called the meeting to order in Open Session at 9:28 a.m.
REPORT FROM CLOSED SESSION
Mayor Franklin stated the City Council voted 5-0 to waive attorney-client privilege with respect to pending investigative interviews where necessary for fact finding and without waiving attorney-client privilege as to the investigative report.
ADJOURNMENT
Mayor Franklin adjourned the meeting at 9:29 a.m.
