S
TATEMENT ON THE SUBJECT: On October 3, 2025, Governor Gavin Newsom signed into law SB 707 updating the Ralph M. Brown Act, California’s open meeting law for local governments and legislative bodies. Many of the changes relate to provisions for remote public participation in certain legislative meetings (City Council meetings) and language accessibility. The City already meets most requirements of SB 707 having continued to provide the opportunity to participate in City Council meetings via a two- way audio and video platform (via Zoom) and offering translation services (via Wordly). Starting July 1, 2026, City Council agendas will be translated into Spanish to fulfill the language accessibility requirement.

O
ne of the requirements of SB 707 is the adoption of a policy to address procedures for disruption of internet service and requiring that the legislative body recess the meeting and attempt to restore service for at least one hour. If service is unable to be restored, the legislative body may then make a vote that public interest in continuing the meeting outweighs the public interest in remote public access. This policy has been added to Vista Municipal Code Chapter 2.12, City Council, as Section 2.12.030.E.

O
ther proposed amendments clarify that the same rules for addressing the City Council in- person, as well as order and decorum, apply to those participating through a two- way telephonic service or audio-visual platform.

Fi
nally, clean- up amendments include codifying the City Council Meeting end time of 10:30, subject to extension by a majority vote, and the removal of sections related to smoking, which are redundant to State law.
