TATEMENT ON THE SUBJECT: As part of the City’s 2025 Sewer Master Plan update, the City of Vista identified critical sewer capacity deficiencies along approximately 3,900 linear feet of pipeline in North Santa Fe Avenue between East Drive and Washington Street.
The M
aster Plan identified this segment as a hydraulic bottleneck under both existing and buildout peak wet weather conditions which contributes to surcharging within the collection system. It was determined that the existing 15-inch and18-inch VCP sewer main in this section of North Santa Fe Avenue should be upsized to 24-inch diameter pipe to eliminate the capacity deficiencies.

n February 23, 2026, the City issued a Request for Proposals (RFP) for professional engineering design services for the North Santa Fe Avenue Sewer Capacity Improvements project on the City’s procurement website and online procurement portal, OpenGov. The City received five proposals on April 7, 2026, from the following firms:

projects. Staff then reviewed the proposed fee of the top candidate and negotiated a fair and reasonable fee for the proposed scope of work. Based on evaluation of the proposals, City staff recommends the selection of Scheidel Professional Corporation dba Scheidel Engineering ( Scheidel) to provide design for the North Santa Fe Avenue Sewer Capacity Improvements project.

SCAL IMPACT: The cost for Scheidel to design the North Santa Fe Avenue Sewer Capacity Improvements project is $259,216. Sufficient funding is budgeted and available in the Fiscal Years 2024/25 and 2025/26 Capital Improvement Budgets in CIP No. 8394, the North Santa Fe Avenue Sewer Capacity Improvements Project Source Appropriation Account (No. 5036620.578999.8394).

PROFESSIONAL SERVICES FOR THE NORTH SANTA FE AVENUE SEWER CAPACITY IMPROVEMENTS PROJECT (CIP NO. 8394)
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Pursuant to section 3.08.060B of the Vista Municipal Code, a request for proposals (RFP) was issued on February 23, 2026.
B. Five proposals were submitted in response to the RFP and were evaluated based upon the predetermined set of criteria in the RFP.
C. Staff recommends the selection of Scheidel Professional Corporation dba Scheidel Engineering for professional services for the North Santa Fe Avenue Sewer Capacity Improvements Project (CIP No. 8394).
2. Action.
A. The contract between the City of Vista and Scheidel Professional Corporation dba Scheidel Engineering for professional services for the North Santa Fe Avenue Sewer Capacity Improvement Project is approved and the Mayor is authorized to execute the contract.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on June 23, 2026, by the following vote:
