ATEMENT ON THE SUBJECT: Proclamations are typically made by the City Council during the presentation portion of the agenda for the purpose of recognizing a significant community member, group, or event. Requests for proclamations can come from staff, City Councilmembers, or the general public. The City’s recognition protocol, inclusive of proclamations, is included in City Council Policy 200-02, Recognition Protocol.

n accordance with Municipal Code Section 2.12.050, the City Manager or City Clerk are responsible for preparing the meeting agenda, inclusive of the presentation portion. If a proclamation is requested that does not have the full consent of the City Council, any Councilmember has the ability to place the item on the discussion portion of the agenda, in accordance with City Council Policy 200-04, City Council Meetings.

oclamation has been proposed by Mayor Franklin in recognition of Christian American Heritage Month for the month of June 2026. The proposed proclamation is attached as Exhibit 1. Councilmember Contreras asked that this item be placed on the discussion portion of the agenda.

f the City Council supports presenting the proclamation at a City Council meeting, it would be placed on the presentation portion of the agenda at the next regular meeting on August 11, 2026.
