ACTION:
____________________________
Clerk/Secretary
Department: Public Works Item No: C9
Prepared by: Sergio Sauceda, Management Analyst Meeting Date: June 23, 2026 Approved by:

Chris Arce, Public Works Director
John Conley, City Manager Agenda Location: Consent Calendar SUBJECT: AGREEMENT WITH DOWNSTREAM SERVICES, INC. FOR AS-NEEDED LARGE

DIAMETER SEWER LINE CLEANING AND CCTV INSPECTION SERVICES RECOMMENDATION:

2.Adopt Buena Sanitation District Resolution No. 2026- , approving the agreement with Downstream Services, Inc. for as-needed large diameter sewer line cleaning and CCTV inspection services.

CORRELATION TO CITY COUNCIL GOALS: Routine operational item not directly corresponding to a specific City Council goal.

PRIOR ACTION: On November 14, 2023, adopted City Council Resolution No. 2023 -193, approving a contract with Downstream Services, Inc. for as-needed sewer CCTV services (Vote: 5-0).

On November 14, 2023, adopted Buena Sanitation District Resolution No. 2019-8, approving a contract with Downstream Services, Inc. for as-needed sewer CCTV services (Vote: 5-0).

A comprehensive list of prior actions is included in Exhibit 4.

STATEMENT ON THE SUBJECT: The City of Vista operates and maintains approximately 215 miles of sewer pipelines and the Buena Sanitation District operates and maintains approximately 100 miles of sewer pipelines. In 2017, the City of Vista and the Buena Sanitation District (collectively the “City”) implemented an Asset Management Plan (AMP) to leverage the City’s closed-circuit television (CCTV) inspections of sewer pipelines to better assess the structural conditions and possibilities of failure.

Public Works staff focus on inspection, cleaning and monitoring of the sewer system along with high-risk pipelines identified by the AMP. Of these, the large diameter pipelines are the most difficult sections to inspect and clean due to significant sewer flows, and locations that require specialized equipment to access and service. Therefore, it is most cost effective for the City to contract for large diameter pipeline cleaning and inspections. To optimize operations and realize cost savings, staff recommends entering into an agreement with a contractor for as-needed large diameter sewer line cleaning and CCTV inspection services which are essential to determine structural condition and minimize the possibility of sanitary sewer overflow.

Downstream’s approach to delivering large-diameter sewer cleaning and CCTV inspecƟon services is grounded in proacƟve planning, efficient resource management, and rigorous quality control. We understand the importance of balancing Ɵme, budget, and workload consideraƟons while meeƟng the City of Vista and Buena SanitaƟon District’s technical and documentaƟon requirements.

For each task order, our team will evaluate project scope, schedule expectaƟons, and current workload to allocate appropriate personnel and equipment resources. This ensures that all services are performed efficiently without compromising quality or responsiveness. Our familiarity with similar municipal systems allows us to quickly review available GIS data, as-builts, and record drawings, enabling a well-informed and organized field approach.

DocumentaƟon is a criƟcal component of our process. All work will be performed in accordance with applicable standards, including NASSCO guidelines and PACP coding requirements. We will provide thorough and accurate inspecƟon deliverables, including CCTV video, condiƟon assessments, and clearly organized reports that meet the City’s expectaƟons and support long- term asset management.

Quality assurance and quality control (QA/QC) are integrated into each phase of our operaƟons. CITY OF VISTA

AS- NEEDED LARGE DIAMETER

SEWER LINE CLEANING AND CCTV

INSPECTION SERVICES
1-inch diameter hydraulic cleaning hose
Specialized high-velocity cleaning nozzles ranging from 45–80 gallons per minute (GPM) with various skids to accommodate mulƟple pipe diameters
High-pressure handgun
1,500-gallon water supply tank
12-cubic-yard debris tank
2,500 pounds per square inch (PSI) water pump
The cleaning process is outlined as follows:

Cleaning Procedures
Downstream’s preferred cleaning method is to jet from the downstream access point toward the upstream access point, pulling debris back toward the inserƟon locaƟon. The cleaning technician will hydro-jet the nozzle and skid toward the upstream access to verify esƟmated footage for each cleaning pass.

Nozzle selecƟon is determined based on pipe size, type, and debris condiƟons. Typical nozzles, such as Jaws, Bulldog, Warthog, or BoƩom Cleaner models, may be uƟlized depending on the field condiƟons. Each cleaning “reach” will be evaluated to determine the most effecƟve configuraƟon based on:

Quantity and type of debris
Pipe size, material, and condition
Site accessibility and flow levels
Vacuum tubes will be inserted into the downstream access prior to jetting operations. Once debris is observed in the flow, vacuuming will commence to prevent materials from entering downstream structures. If the jetter head is unable to clear the full length of a pipe, crews may reverse the setup and clean from the opposite access point.

Any blockages, structural damage, or other issues encountered during operations will be documented and reported to the City of Vista before further cleaning continues on affected lines.

Downstream takes all necessary precautions during hydro-jetting and vacuuming to prevent damage to the storm drain infrastructure and adjacent properties. Crews will employ appropriate flow control measures to avoid flooding and ensure compliance with all applicable Federal, State, and Local safety and environmental regulations.

3.2 CCTV EQUIPMENT AND INSPECTION CAPABILITIES
Downstream Services, Inc. uƟlizes specialized CCTV inspecƟon systems engineered specifically for sanitary sewer applicaƟons. Each unit is designed for maximum flexibility in varying flow condiƟons, allowing the camera to be raised or lowered to accommodate changes in water levels caused by debris or sediment.

Our CCTV equipment features a fully waterƟght design that provides complete protecƟon from combusƟble vapors, liquids, gases, and other hazardous materials, and all components meet Cal-OSHA requirements for safe operaƟon in sanitary sewer environments.

The camera systems perform full circumferenƟal observaƟons of the interior pipe surface with the following specificaƟons:

High-resoluƟon I-Lux lenses
360˚ circumference and 270˚ viewing range
Adjustable focal distance from 1 inch to infinity
Minimum resoluƟon of 379K pixels via a ½-inch Charged-Couple Device sensor Cable footage-counter accurate to ±2 feet per 1,000 feet Reliable performance in 100% humidity
Camera focus and operaƟon are controlled remotely from a mobile control studio located within Downstream’s CCTV inspecƟon vehicle. Real-Ɵme video is conƟnuously displayed on monitors, recorded for project documentaƟon, and overlaid with distance footage accurate to one-tenth of a foot from the designated access reference point. All inspecƟons are conducted during low-flow periods whenever feasible to ensure opƟmal visibility and data quality. 06/23/2026 C9 52 of 116

CITY OF VISTA

AS- NEEDED LARGE DIAMETER

SEWER LINE CLEANING AND CCTV

INSPECTION SERVICES
The CCTV inspecƟon process is outlined as follows:

Surface Assessment
Pipe assessments will begin with a topside inspecƟon, documenƟng the condiƟon of the open access points and its immediate surroundings. This includes noƟng any visible structural damage, obstrucƟons, or safety concerns prior to entry.

Camera Setup and IniƟal InspecƟon
The CCTV camera will be lowered into the invert of the pipe segment and advanced to the designated starƟng point within the pipe. Distances will be verified using pre-marked cable footage, and the distance counter will be calibrated for accuracy.

Each inspecƟon will begin with a water level observaƟon before proceeding in the direcƟon of flow, unless site condiƟons require otherwise.

ObstrucƟons are addressed through a reverse pull, if necessary, with separate video and data files maintained for reverse setups. Newly discovered access points trigger a new inspecƟon sequence. InspecƟons may be conducted in either direcƟon from an access point, through intermediate access points, or across mulƟple consecuƟve segments, depending on condiƟons. Incomplete inspecƟons are documented and reported weekly to the designated point of contact.

InspecƟon and Data CollecƟon
The camera will travel at a controlled speed of approximately 30 feet per minute, adjusted as necessary based on flow condiƟons and pipe size. The camera head Ɵlts and rotates to capture comprehensive coverage free from interference.

The operator pauses and narrates laterals, joints, defects, and debris, with all data recorded and annotated in real Ɵme per NASSCO PACP standards. Voice-over narraƟon is only provided if specifically required by the project scope published at Ɵme of submiƩal; if not included, inspecƟons proceed without voice recordings.

Post-InspecƟon Review and ReporƟng
InspecƟon data undergoes quality assurance and verificaƟon by a NASSCO-cerƟfied PACP operator. Video, observaƟon logs, and footage counters are reviewed for accuracy and completeness. File naming and organizaƟon align with project specificaƟons to support asset management integraƟon. Deliverables, including annotated video files, inspecƟon reports, defect coding, and GIS-compaƟble data, are compiled and submiƩed according to project requirements. Any segments requiring follow-up are flagged and communicated to the designated point of contact.

Data Display and ReporƟng Protocol
A digital data generator overlays key project informaƟon directly onto the live video feed. Each recording displays storm drain dimensions, manhole asset ID, survey date and Ɵme, locaƟon, inspecƟon direcƟon, pipe material and dimensions.

At the start of each segment, a text screen idenƟfies the inspecƟon reach, including manhole IDs and locaƟon. During the inspecƟon, the on-screen display will conƟnuously show: agency name, upstream and downstream manhole IDs, inspecƟon direcƟon, street or locaƟon name, pipe size and material, date and Ɵme, and footage counter (live tracking).

This informaƟon will remain clearly visible throughout the inspecƟon to ensure accurate referencing and seamless integraƟon with the segment owners' asset management records.

Blockages are addressed from the opposite access point if necessary. ObstrucƟons are reported immediately, and any segment inaccessible from both direcƟons is designated as MSA (Survey Abandoned). The Red-Flag protocol immediately reports major defects such as root intrusions, collapses, offsets, or blockages to the designated point of contact.

3.3 ESRI ARCGIS DATABASE
Downstream Services, Inc. will support the City’s GIS integraƟon requirements by uƟlizing the City’s provided shapefile data to assist in the development and maintenance of an ArcGIS web map for project coordinaƟon and data sharing. This plaƞorm will serve as a centralized tool for tracking inspecƟon progress, managing updates, and ensuring that field-collected data is accurately reflected throughout the duraƟon of the project.

During work, Downstream will update the ArcGIS web map as needed to incorporate newly collected Cleaning and CCTV data, ensuring all inspecƟon and maintenance acƟviƟes are clearly documented and accessible to both the Consultant and the City. All updates will be performed in alignment with the City’s established GIS data structure and aƩribute standards, maintaining compaƟbility with the City’s asset management and recordkeeping systems. 06/23/2026 C9 53 of 116

As a full-service, turnkey provider, Downstream maintains the resources and experƟse necessary to complete projects efficiently and with a high level of quality control. This integrated approach allows us to streamline operaƟons, minimize delays, and ensure that all aspects of the work are completed in a coordinated and effecƟve manner.

Downstream Services, Inc., offers specialized experience in delivering large-diameter sewer cleaning and CCTV inspecƟon services in full alignment with municipal requirements, including those outlined by the City of Vista. Our team is highly familiar with coordinaƟng closely with City representaƟves throughout project execuƟon and accommodaƟng oversight to ensure transparency, communicaƟon, and compliance at all stages of the work.

We understand the importance of adhering to established work hour requirements and operaƟonal constraints. Our crews are prepared to perform work within the City’s standard hours, as well as adjust to approved night work or traffic control- related restricƟons when necessary. This flexibility allows us to maintain producƟvity while minimizing impacts to the public and surrounding infrastructure.

Downstream consistently performs work in a safe and workmanlike manner, uƟlizing properly maintained and compliant equipment while implemenƟng appropriate safety controls to protect personnel, the public, and City assets.

From a technical standpoint, our team rouƟnely furnishes all labor, materials, and equipment necessary to perform comprehensive sewer cleaning and CCTV inspecƟon services without reliance on City resources. We are experienced in selecƟng and operaƟng equipment that meets or exceeds specified pressure, flow, and performance requirements, and we adapt our methods based on actual field condiƟons. Our crews are also proficient in advanced cleaning techniques, including the use of mechanical equipment and root removal methods when required and authorized.

This narraƟon is clear, consistent, and aligned with NASSCO reporƟng pracƟces, enhancing the usability and clarity of the final deliverables.

We are experienced in uƟlizing soŌware plaƞorms such as WinCan that are compaƟble with City systems, and we provide complete, accurate documentaƟon (including video, logs, and reports) within required Ɵmeframes. Our inspecƟons are conducted methodically to ensure all defects, connecƟons, and structural condiƟons are clearly idenƟfied, documented, and communicated to support the City’s maintenance and capital planning efforts.

This combinaƟon of technical experƟse, regulatory compliance, and familiarity with City expectaƟons allows Downstream to deliver consistent, high-quality results while maintaining full alignment with the City of Vista’s operaƟonal and documentaƟon requirements.

Quality assurance and quality control (QA/QC) are embedded throughout our process. Any discrepancies are addressed prior to submiƩal to ensure that all deliverables are consistent, reliable, and decision-ready. This structured QA/QC approach ensures that the City receives high-quality, defensible data that supports effecƟve system evaluaƟon and long-term asset management. 06/23/2026 C9 58 of 116
