ATEMENT ON THE SUBJECT : The City of Vista and the North County Transit District (NCTD) have partnered for several years on planning efforts to improve mobility, safety, and connectivity around the Vista Transit Center. In 2023, the City successfully secured Federal Transit Administration Areas of Persistent Poverty funding to prepare the Vista Transit Center Grade Separation Planning Study. In February 2024, the City and NCTD entered into a Memorandum of Understanding to complete the Vista Transit Center Grade Separation Planning Study. The study was completed in July 2025 and identified three feasible alternatives for improving circulation and safety in the project area. Through stakeholder and public outreach, the Aerial Track Alternative was identified as the preferred alternative. The study report was received by Council on August 12, 2025.
The
proposed Memorandum of Understanding (MOU) establishes a framework for continued collaboration between the City and NCTD to pursue competitive grant funding and coordinate future transportation improvement opportunities within areas of mutual jurisdiction.
