Prepared by: Imelda M. Huerta, Assistant City Manager Meeting Date: August 11, 2026 Approved by: John Conley, City Manager Agenda Location: Public Hearing SUBJECT: NUISANCE ABATEMENT HEARING – 650 SYCAMORE AVENUE RECOMMENDATION:

1.Open, conduct, and close a public hearing regarding the property at 650 Sycamore Avenue (APN 217- 023-36-00).

2.Adopt City Council Resolution No. 2026- , declaring that the condition of the property located at 650 Sycamore Avenue (APN 217-023-36-00) constitutes a public nuisance and authorizing the City Manager to abate the public nuisance.

CORRELATION TO CITY COUNCIL GOALS: Public Safety
PRIOR ACTION: On May 28, 2024, discussed the Vista 2050, General Plan Update – Land Use Alternatives and postponed taking any action on the Charles Company’s requested land use designation change from General Commercial (GC) to Mixed-Use (MU) for 650 Sycamore Avenue (No vote taken).

On April 13, 2021, discussed a proposed application for a General Plan Amendment and Zone Change at 650 Sycamore Avenue and provided input to the project applicant (Vote: No vote).

STATEMENT ON THE SUBJECT: The property located at 650 Sycamore Avenue (APN 217-023-36-00) has been the subject of ongoing Code Enforcement and Law Enforcement activity due to an unsecured structure, unsafe building conditions, accumulation of junk and debris, graffiti, and unlawful occupancy. Conditions on- site constitute serious health and safety hazards that meet the definition of a public nuisance under Vista Municipal Code (VMC) Chapter 8.36.

The property consists of a large, approximately 85,000 square foot, vacant commercial building and associated parking lot. On May 13, 2025, the City Fire Department was contacted when a large portion of the building’s roof collapsed. Since then, City staff have observed individuals sheltering at the property and accessing the building, stormwater violations, ongoing trash, litter, debris, graffiti/vandalism, overgrown vegetation, and an unsecured structure. Despite multiple communication between the property owner, property management, developer team and various City staff regarding securing the property and removing debris and graffiti, the violations have persisted.

In June of 2026, the owner’s representatives submitted plans for a roof repair permit and in July indicated that the structures may be demolished instead of repaired. However, the property still remains unsecured and in an unsafe condition.

MEETING DATE: August 11, 2026 PAGE 2

SUBJECT: NUISANCE ABATEMENT HEARING – 650 SYCAMORE AVENUE Because of ongoing trespassing and the health and safety concerns of the large roof collapse, staff initiated an inspection warrant, which was approved and executed on July 7, 2026. Vista Sheriff’s Deputies inspected the site along with City staff from the City Manager’s Office, Code Enforcement, Building Division, Stormwater Engineering, Housing & Homeless Services Division, and Vista Fire Rescue. San Diego Rescue Mission outreach team members were also present.

The property inspection identified significant deficiencies across stormwater, code enforcement, fire safety, and building systems that require corrective action.

The stormwater inspection documented accumulated trash and debris along the creek bank and around storm drain infrastructure, a missing trash bin lid, and exposed soil with sediment tracked onto adjacent sidewalks.

Corrective actions include debris removal, replacement of the trash bin lid, sediment cleanup, and stabilization of exposed soil to protect stormwater conveyance and water quality.

Code Enforcement identified violations including excessive trash and debris, graffiti, overgrown and dead vegetation, evidence of unauthorized encampment activity, unsecured roof access, and failure to secure building openings, resulting in public nuisance conditions.

The Fire Marshal and Fire Inspector also identified multiple fire and safety violations requiring corrective action, including compromised fire suppression infrastructure (fire sprinkler risers, hydrants, post indicator valves (PIVs), and fire department connections (FDCs)) that must be restored to full working order. Additional violations include the accumulation of combustible waste materials and dry vegetation, which must be removed and maintained to reduce fire hazards; a request to provide all keys for building and utility room access; and deficiencies in fire-resistive construction, including missing ceiling tiles and holes in drywall and the roof, all of which need repair to restore required fire-resistance ratings.

The Building Division determined that the structure is in a state of significant disrepair and is currently uninhabitable. Major deficiencies include a partial roof collapse associated with deteriorated structural framing, widespread dry rot and water intrusion, deteriorated roof framing, potential code compliance issues related to multiple roofing layers, removal or failure of electrical, mechanical, plumbing, and insulation systems, extensive interior damage, nonfunctional restrooms, and evidence of unauthorized occupancy. The Building Division concluded that the property requires a comprehensive structural evaluation, immediate stabilization and repair of the roof system, replacement or reconstruction of major building systems, and a substantial rehabilitation project before the building can be safely occupied.

There have also been several recent law enforcement calls for service, including two recent incidents involving individuals inside the building, which deputies responded to. Those repeat incidents show that the property owner has not taken adequate steps to secure the building from trespass despite the City’s repeated warnings and administrative citations.

The City advised the property owner of this public hearing by providing written notice served in the manner required by VMC sections 8.36.080 - 8.36.100. The notice of Public Hearing was certified mailed to the property owner on July 20, 2026 and published in the newspaper on July 24, 2026 (Exhibit 5). The notice has also been posted on the property and was mailed again the first week of August.

Summary of Abatement Process: Under VMC Chapter 8.36, the City Council may conduct a public hearing to consider evidence from City staff and the public to determine whether a property constitutes a public nuisance, and, if so, to propose the rehabilitation, repair, or demolition of such premises. If the City Council determines that the premises at 650 Sycamore Avenue constitutes a public nuisance, it may adopt a resolution setting forth and ordering the property owner to abate the nuisance within 30 days. Should the owner fail to comply, the City Manager is authorized to proceed with abatement per VMC section

8.36.140(B)(2).

SUBJECT: NUISANCE ABATEMENT HEARING – 650 SYCAMORE AVENUE If the City is forced to abate the violations, the City Manager is required to report back to the City Council regarding the cost of the abatement (VMC section 8.36.150(A)). The City Council may recover the City’s costs of abating the nuisance by assessing the property owner with a special assessment against the property which may be placed on the property tax roll for collection (VMC Section 8.36.170).

The Condition of the Property at 650 Sycamore Constitutes a Public Nuisance: VMC section 8.36.030 states that “it is unlawful for any person owning, leasing, occupying, or having charge or possession of any premises in this city to maintain it in such a manner that a public nuisance exists upon such property as determined by the City pursuant to [Chapter 8.36].“ A public nuisance exists when “[t]he maintenance or condition of the property is such that it endangers the life, limb, health, property, safety or welfare of the public or occupants thereof, or constitutes a public nuisance as defined by Civil Code Section 3479 et seq.” (VMC section 8.38.140(A).) Additionally, VMC section 8.36.040 lists specific conditions of property, the existence of which shall be considered a public nuisance.

Specific property conditions at 650 Sycamore Avenue which constitute a public nuisance pursuant to VMC sections 8.36.030 and 8.36.040 include the following:
• Maintenance of public nuisance pursuant to Vista Municipal Code section 8.36.030. Public nuisance conditions include maintenance of an unsecured substandard vacant building with a partial roof collapse and improper residential occupancy which endangers the life, limb, health, property safety or welfare of the public. Vista Fire Rescue responded to the roof collapse on May 13, 2025.

• Maintenance of a substandard building pursuant to Vista Municipal Code section 8.36.040 (A) - California Building Code (CBC) SECTION 116.1 — Unsafe Conditions. Substandard conditions include the maintenance of an unsecured substandard vacant building with a partial roof collapse and improper residential occupancy which endangers the life, limb, health, property safety or welfare of the public.

• Maintenance of a substandard building pursuant to Vista Municipal Code section 8.36.040(A)(1-5) - Substandard conditions include maintenance of an unsecured substandard abandoned building with a partial roof collapse, exposed building materials which are exposed to the elements, and damaged woodwork such that the affected area is greater than 10 percent of total exposed material used for rafters.

• Maintenance of substandard property pursuant to Vista Municipal Code section 8.36.040 (B)(2) - Substandard conditions include maintenance of overgrown vegetation and dead weeds.

• Maintenance of substandard property pursuant to Vista Municipal Code section 8.36.040 (B)(3),(4) and (6) – Substandard conditions include maintenance of Junk, Trash, and Debris, including piles of trash behind the building and an overflowing dumpster which is in public view.

• Maintenance of substandard property pursuant to Vista Municipal Code Section 8.36.040 (B)(15) – Any use of, conditions on or improvement on property in violation of the Vista Municipal Code, Vista Development Code or any permit condition. Vista Development Code Section 18.40.010 - Permitted Uses – Nonpermitted residential occupancy of a commercial building.

Notice of violations and case summaries are attached as Exhibit 3.

Since the building became vacant, there have been approximately 29 Code Enforcement cases initiated for multiple violations. As of writing this report, a balance of $7,250 out of $10,500 remains for outstanding administrative citations and $150 for a Fire inspection fee. The City has received reports that people are accessing the building through the collapsed roof. Occupancy of the building poses a public safety risk due 08/11/2026 PH1 3 of 130

SUBJECT: NUISANCE ABATEMENT HEARING – 650 SYCAMORE AVENUE to the partial roof collapse and the Building and Code violations that were observed during the inspection.

Despite these issues, the property owner has not submitted plans to secure the vacant structure and prevent people from continuing to illegally access and occupy the building.

Additionally, from July 30, 2025 to July 29, 2026, San Diego Sheriff’s Office – Vista Station, have had 18 calls for service (CFS), and 67 Deputy Initiated Activities (DIAs); totaling 85 events and includes 25 arrests.

Below is the Total Event Type Breakdown:

On August 4, 2026, the property manager provided updated photographs documenting recent cleanup efforts, including the boarding of entrance areas and the removal of graffiti (Exhibit 4). However, as of writing this report, several code violations remain unresolved, including overgrown vegetation, the presence of trash and debris, the collapsed roof, which continues to allow unauthorized access and presents ongoing safety concerns, and damaged fencing requiring repair.

Methods of abatement available are: demolition or repair of all structures, and removal of all demolition or repair materials, as well as removal of all junk and garbage surrounding the building prior to the date of the hearing. The building must also be secured prior to and during demolition or repair.

FISCAL IMPACT: There is no immediate fiscal impact. However, if the property owner fails to comply, the City may need to fund abatement measures, which will be recovered through a special assessment on the property.

c. Removing all junk, debris and garbage.

B. The City Manager is directed to cause a copy of this resolution with the Notice of Abatement to be posted on the Property and serve a copy pursuant to VMC 8.36.140.

C. In the event the person owning or having charge or possession of the Property fails to comply with this Resolution in a timely manner as set forth hereinabove, the City Manager is authorized to take any and all measures necessary to abate the public nuisance and return the matter to the City Council to assess the Property and collect the City’s cost of abatement (VMC sections 8.36.150 – 8.36.170.)

Total Fine:$2,500.00
Payment is due on or before July 24, 2026 , to avoid further action;

ADDITIONALLY, PAYMENT OF THE FINE SHALL NOT EXCUSE FAILURE TO COMPLY, NOR SHALL IT BAR FURTHER ENFORCEMENT BY THE CITY.

EXPLANATION OF CONSEQUENCES:

The City of Vista Municipal Code, Chapter 1.13 provides for the issuance of administrative citations for Municipal Code violations. Each section violated is considered a separate offense with an independent fine. Each day any violation exists may be considered a separate offense. Fines are $125 for the first citation per violation, $250 for the second citation per violation, $500 for the third citation per violation, and $1,000 for any subsequent citation per violation within a 12-month period.

FAILURE TO CORRECT VIOLATIONS:

Failure to comply with the above corrections may result in the issuance of another Administrative Citation per violation/per day; criminal prosecution, the issuance of a Misdemeanor Citation, and/or other legal civil action including Abatement Proceedings taken to ensure compliance with the applicable codes. The City would like to avoid taking any further actions and requests your cooperation in this matter. By acting immediately to correct the violation(s) referenced, you will avoid further action by the City.

FAILURE TO PAY FINE:

Failure to pay the fine assessed by the administrative citation within the specified time may result in either a property tax assessment against the subject property in the amount of the fine and penalty or the fines may be forwarded to a collections agency selected by the City. The City also has the authority to collect all costs associated with the fine in civil court actions.

Additionally, there are numerous enforcement options that can be used to encourage the correction of violations. These options include, but are not limited to, abatement, criminal prosecution, and civil litigation. These options can empower the City to collect fines, demolish structures, make necessary repairs at the owner’s expense, and incarcerate violators.

Please include the citation number AC-2085187 on your check or money order. The citation may be appealed if paid in full within thirty (30) days from 6/25/2026. RIGHT TO APPEAL: You have the right to appeal this administrative citation within thirty (30) calendar days from the date of mailing, 6/25/2026. An appeal must be made in writing to the Code Enforcement Division, 200 Civic Center Drive, Vista, CA 92084 or via email at [email protected]. My name is Francis Dumler, a Shadowridge resident and President of South Vista Communities (SVC). SVC has been following
developments on the former Burlington Coat Factory site for several years. We have met with the developers several times and attended all public meetings both on and off location.

Over the past six years, the property has fallen into serious disrepair.

The roof has collapsed, the landscaping is overgrown, windows have been broken and boarded up, the parking lot lights have been knocked down and striped. Individuals have been occupying the property without authorization. While the site has been cleared and cleaned on multiple occasions, each time, it has fallen back into disrepair not long after.

Deputy Mayor Dan O’Donnell has personally been in contact with the property management team for over three years, hosted town halls for community feedback, invited them to attend and hear from residents directly, took phone calls and in-person meetings with their team, and worked with them to try to develop a proposal residents would support.

Unfortunately, none came to light.

The property, as it stands, raises significant concerns in the neighborhood including safety, drug activity, and other issues that have affected the surrounding area and quality of life.

Declaring the property a public nuisance is now up for consideration at City Council. If accepted, this will allow the city to move more quickly on repairing or demolishing it. If the owners don't act, the city could fence and secure the site, arrange for demolition if needed, and bill the property owners for the costs.

I fully endorse this proposal and urge City Council to vote for approval.

Sincerely,
Francis Dumler

Dear City Council,
I am a Vista resident and property owner off Sycamore, near the old Burlington Coat Factory property. I purchased my home in 2023, largely attracted to the area by the University shopping center, which is clean and features great stores like Target and Trader Joe's.

However, the stretch from the highway to Green Oak is currently littered with transients, empty lots and outdated shopping centers. As a southern corridor for the city adjacent to Shadowridge, this area should not be so run down.

I advocate for the city to collaborate with a developer and current property owners to revitalize the old Burlington Coat Factory and IHOP properties. This space could be transformed into a beautiful development featuring a river walk, small shops, and green space for residents and children to enjoy.

Thank you for your time and consideration of this matter.

Best regards,
Liz Kost

As a local resident, parent, and taxpayer, I am writing to express my strong support for the declaration to name the old Burlington Coat Factory building a public nuisance.

The Sycamore and Shadowridge area has great potential, but it has unfortunately become neglected and unsafe. Living nearby with a toddler, I want her to be able to pass by a clean, well -maintained, and safe shopping center.

Hello,
1y
I am writing today in regard to the abandoned Burlington Coat Factory building on Shadowridge.

This building has been empty for over 6 years and left to rot. It is overrun with unhoused and people dealing and using drugs in the open. Reports of fires on the roof have us all feeling as if it is just a matter of time before our neighborhood goes up in flames. This was a good neighborhood, with Little League baseball and several parks within walking distance. Many of us spent well into the millions of dollars to raise our families in this area of Vista, only to have the city turn their backs on us and watch as the area declines. This property needs to be declared a public nuisance so it can be demolished and be developed into something that serves the community. If that does not happen, it will continue to spread it's blight throughout the city that has left it to become a cancer.

As a resident of Shadowridge, I appreciate all the work you’ve done on getting the Burlington site declared a public nuisance. For 6 years, we’ve watched the homeless population increase as well as drug deals increase. Local businesses have been broken into and raises safety concerns. These local business are hard working people and that activity encourages these small businesses to close shop.

I am in total support of your proposal however unable to attend the meeting tomorrow due to a work conference.

Hello Council Members,
I am a longtime Vista resident going back to the early 90s. I have also been a Shadowridge area homeowner since 2010.

The Burlington Coat Factory building served as the site of my first job when it was a K -Mart.

As such, I have a fondness for the location and the early opportunities I found there.

However, even when K -Mart closed in the mid -90s, the building was in poor shape. The transition to Burlington Coat Factory improved it —but only for a short while. When Burlington moved out, the veterinary clinic tried to hang on in its existing location; however, the building deteriorated around it and eventually the vet moved on as well. Since then, the entire property has remained vacant for several years —and continued to deteriorate further.

As a result of the extended vacancy and dilapidation, vagrants have moved into the adjacent ravine, the parking lot —and, I suspect, the building itself As a single female, I will no longer drive in that area with my car window down or without my car doors locked at night. This sense of reduced safety is directly connected to the overall reality created by the poor condition of the property.

Although it makes me sad, I think it's beyond time to officially declare the site a public nuisance. I support Council -member Dan O'Donnell in this effort. We need to clean it up.

We need to create a safe environment for our neighbors. And, ultimately, we need to think of a better way to care for and use the property.

Julie Robertson

[Some people who received this message don't often get email from . Learn why this is important at https://aka.ms/LearnAboutSenderIdentification ] We support the declaration of 650 Sycamore Ave as a Public Nuisance. Six years of neglect and four years of stalled negotiations is not acceptable given the safety risks and hazardous state of the site. The public nuisance declaration provides necessary legal leverage to force the owner to act if voluntary negotiations fail. We need clear authority here, and we are ready to support this critical step in revitalizing the Sycamore & Shadowridge corridor.

Dear Vista City Council,
I am writing in support of declaring 650 Sycamore Avenue a public nuisance.

This property has sat vacant and deteriorated for years, becoming an eyesore and a safety concern for our community. I agree that it should be declared a public nuisance and encourage the City to continue taking the necessary steps to hold the property owner accountable and move redevelopment forward.

Thank you for your leadership and for considering my comments.

Sincerely,

Dear Vista Council Members,

My family and I recently moved to the Shadowridge neighborhood from Carlsbad, and we have absolutely loved becoming part of the Vista community. We are proud to call Vista home and hope to raise our 2 -year -old daughter here for many years to come.

I am writing to express my strong support for declaring 650 Sycamore Avenue a public nuisance and to encourage the City to continue taking action to restore this property.

The abandoned shopping center at the comer of Sycamore Avenue and Shadowridge Drive has become a significant eyesore and a growing public safety concern. Every day, residents see graffiti, abandoned shopping carts, people sleeping on the property, police activity, and ongoing signs of neglect. This is one of the primary entrances to the Shadowridge community, yet it no longer reflects the pride that residents have in our neighborhood.

As parents of a young child, this issue affects us personally. We frequently walk our daughter to Shadowridge Park, and we no longer feel comfortable passing this shopping center because of the activity occurring there. Families should be able to enjoy their neighborhood parks and sidewalks without feeling unsafe.

Shadowridge is a beautiful community with wonderful residents, parks, schools, and homes. It is disappointing that such a prominent commercial property has been allowed to deteriorate to this extent. I fully support the City using every legal tool available to require the property owner to restore and maintain the site. If the current owner is unwilling to invest in the property, I hope the City can encourage its sale or redevelopment so it can once again become a thriving shopping center that serves the community.

Revitalizing this property would improve public safety, attract businesses, strengthen property values, and restore pride to one of Vista's most desirable neighborhoods.

Thank you for taking this important step. I appreciate the City's efforts and respectfiilly urge you to move forward with the nuisance declaration and continue working toward a long-term solution for the Sycamore and Shadowridge conidor.

Sincerely,
Kaitlin Fitzmorris

I want to voice my support for a Nuisance Abatement Declaration for the building that once housed the Burlington Coat Factory. That long -neglected and clearly dilapidating building occupies a prominent location in Vista. It should help contribute to the vitality and beauty of our city rather than present a sad, abandoned eyesore. Please pass the Declaration and force the landowners to clean up and maintain the property.

Hello,
II Parn wiy tlis
Blight along Sycamore Ave near the 78 Freeway is becoming worse every day. The main culprit of this is the empty K-mart/Burlington Coat factory Building. A giant empty parking lot and a rotting 50 yr plus building that has sat empty for the past 5yrs.

This empty space has plywood windows, Homeless individuals crawling in and out of the creek, requires security to deal with the vagrants, Homleess trash and Drugs are all around the Thibodo and Shadowridge intersections.

What a dump this whole area has become! Actually, almost every Vista exit off the 78 looks shabby and unwelcoming. Escondido Ave/Civic Center road is one of the worst offenders.

What a welcoming site for first time visitors to Vista wanting to do business here or have an evening at the Breweries the City of Vista likes to tout. Sycamore is the main corridor to this area. As a resident of this Corridor, Sycamore is embarrassing. First impressions make an impact.
now we have to deal with an empty old IHOP building.

Blight in Vista is horrible. The sign I see the most of in this Town is "Space Available" As a life long resident of Vista, It is sad to see what Vista has become. Vista can't seem get its act together to lean on the these Land owners. These Land owners are just trying to fill their pockets, They are not providing Jobs or homes for residents of Vista. Just greedy land owners holding Vista hostage and preventing us, the residents, to move forward and shape it into to a good life.

I would rather see an empty field than a rotting image of what Vista used to be. Vista used to have retail life. We had the Kmart, the Stater Bros retail center on sycamore, the Vans and CVS shopping center on Santa Fe, the Henrys center on Vista way, and the Food for Less, round table and Chinese Restaurant, On vale terrace. I guess Rents went up, business left, land owners sit on the Retail land in perpetuity because SoCal land very rarely goes down.

If this is just evolution of retail business so be it. Please begin to make the Land Owners Demo these decaying shells of Vista's past. An empty lot has the promise of rebirth and growth.

[Some people who received this message don't often get email from . Learn why this is important at https://aka.ms/LearnAboutSenderIdentification ] To City Council:

I have lived with my family in Vista since 2016 when we bought our home near the Civic Center. My hope at the time was that the City of Vista would be investing in the city and what it has to offer.

Unfortunately, it is my opinion that the city has mismanaged its governance and allowed the promise of a growing and updating town to deteriorate even further.

The number of abandoned, boarded up buildings in Vista proper is a disgrace. From Chin’s restaurant to Von’s, to Eriliberto’s restaurant and quite frankly many buildings along Civic Center and E. Vista way. Including the abandoned church in the middle of the town where homeless and kids collected to do drugs and cause problems while charging shop owners a beautification tax.

Whatever the city has done to change this direction has been insufficient and inadequate. What quality retailers would want to open shop in a town that looks to be well below the poverty line? Instead, the city of Vista has decided to focus on putting needless stop lights up at just about every parking lot exit and dead end street along E. Vista way which has increased traffic; putting in bike lanes without the input of actual cyclists causing cycling dangers as well as traffic dangers throughout the city-just to turn around and spend a half- million dollars to remove the pylons and curbs; and making the city a sanctuary city.

The constant trash around town and filthy, disgusting sidewalks around Handles and Urbn pizza, show the disarray the city is in. Maybe this is acceptable to our city leaders. Maybe they are so used to living in an environment such as this, it just doesn’t seem to be out of sorts.

The city council needs to be held accountable for this nonsense.

I have lost interest in the City of Vista and look to move my family in the near future to a city that carries itself with a sense of pride.

Maybe the city can consider consulting with the city of Oceanside and how they have improved. I see the City of Vista right where Oceanside was in 1989.

Tim Steinbis

I live in the Arroyo Vista community nearby and want to voice my strong support for declaring 650 Sycamore Ave a Public Nuisance at the August II hearing.

I can confirm as the building has sat vacant, the creek bed and empty parking lot around it has become a magnet for homeless encampments.. A nuisance declaration seems like a fair and necessary step to finally hold the owners accountable.

I want to thank you for staying on top of this for the past few years and for bringing this forward as a something.

I hope the Council moves forward with this declaration on August 11.

Thank you,

Dear Mayor and City Council,
I strongly support declaring the former Burlington Coat Factory building at 650 Sycamore Avenue a public nuisance.

It is completely unacceptable that this property has been allowed to sit vacant and deteriorate for approximately six years. During that time, it has become a magnet for homelessness, trespassing, crime, and blight. The neglect of this property has had a negative impact on surrounding businesses and the entire Sycamore corridor. The nearby IHOP, which served our community for many years, has since closed, leaving yet another vacant building in the area and contributing to the continued decline of this important commercial corridor.

As a firefighter, I have personally seen the dangers that vacant and deteriorated buildings create. Structures like this become extremely hazardous for first responders due to unauthorized occupants, unstable conditions, and the potential for fire or collapse. Every emergency response to this building puts firefighters, law enforcement, and the public at unnecessary risk.

Sycamore Avenue is one of Vista's major thoroughfares. Thousands of residents, visitors, and businesses rely on this corridor every day. Instead of welcoming people into our city, this abandoned building has become an eyesore and an embarrassment. It sends the message that neglect is acceptable when it should represent the pride we have in our community.

I also ask the City to address the Buena Creek waterway that runs along the front of the property. It is frequently overgrown with vegetation, reducing water flow and creating a potential flood hazard during heavy rains. This issue should not continue to be ignored alongside the deteriorating condition of the property.

I appreciate Councilmember Dan O'Donnell for bringing this issue forward, but I also urge the City to move beyond discussion and take

decisive action. Our residents, businesses, and first responders have waited long enough. It is time to hold the property owner accountable, restore this corridor, and make this area something the people of Vista can once again be proud of.

Thank you for your time and consideration.

Hello,
I saw your post regarding 650 Sycamore Ave. I agree this building needs to be demolished. It has been left for too many years just deteriorating and doing nothing good for the community. My thought is that this location would a good place for a community recreation center for the residents of South Vista (ages 0- 99). It would be in addition to the Jim Porter Recreational Center and the McClellan Senior Center.

Not sure if this would be possible but something that all can use would be better than what is currently there.

However, while considering what should happen to this property it should be immediately walled off to the community and appropriate lighting installed for safety of the public. I also suggest the the trees and bushes be trimmed around the building and parking lot.

Regards,
Deborah Williams
