INDIANA AVENUE AND THE CIRCLE RECOMMENDATION: Adopt City Council Resolution No. 2026- , establishing a one-way stop control at the intersection of N. Indiana Avenue and The Circle to control traffic from The Circle.
CORRELATION TO CITY COUNCIL GOALS: Traffic: Continue to enhance mobility safety, improve the flow of traffic for all forms of travel, reduce congestion, and improve our roads and sidewalks.
PRIOR ACTION: None.
PRIOR TRAFFIC COMMISSION ACTION: On June 3, 2026, recommended establishing a one-way stop at the intersection of N. Indiana Avenue and The Circle to control traffic from The Circle (Vote: 4-2, Albright and Frazier Opposed, Vielma Absent).
STATEMENT ON THE SUBJECT: At the April 14, 2026 City Council meeting, staff received direction from City Council to review traffic control measures at the intersection of N. Indiana Avenue and The Circle to enhance pedestrian safety. Currently there are no intersection controls at the intersection. Staff conducted an evaluation of the intersection using criteria such as traffic volumes, pedestrians, accident history, sight distance and other conditions. Please see Exhibit 2 for the evaluation. Staff determined that the intersection meets the standards for installation of one-way stop sign to control traffic from The Circle.
The adjacent properties have been notified that this proposal will be on the August 11, 2026 City Council meeting agenda. Exhibits 3 and 4 contain a map of notified properties and the notice sent to the properties.
FISCAL IMPACT: The cost to install one stop sign is approximately $400. Sufficient funding is available in the Fiscal Year 2026/27 Operating Budget in the Gas Tax Street Maintenance Special Department Expense Traffic Sign Supplies account (no. 1060410.531500.00090).

A RESOLUTION OF THE CITY COUNCIL OF THE CHARTERED CITY OF
VISTA, CALIFORNIA, ESTABLISHING A ONE-WAY STOP CONTROL AT THE INTERSECTION OF N. INDIANA AVENUE AND THE CIRCLE TO CONTROL
TRAFFIC FROM THE CIRCLE
The City Council of the City of Vista does resolve as follows:
1. Findings. The City Council hereby finds and declares the following:
A. Section 21354 of the California Vehicle Code authorizes local agencies to install stop signs at the intersection under their jurisdiction.
B. On June 3, 2026, the City of Vista Traffic Commission recommended establishing a one-way stop control at the intersection of N. Indiana Avenue and The Circle to control traffic from The Circle
C. The establishment of a one-way stop control at the intersection of N. Indiana Avenue and The Circle will provide for the safe movement of traffic.
2. Action.
A. A one-way stop control at the intersection of N. Indiana Avenue and The Circle to control traffic from The Circle is hereby declared and established.
B. The City Traffic Engineer is directed to install signs, markings, and other devices as reasonably necessary in accordance with the current California traffic engineering standards.
C. All previous determinations or declarations of the City of Vista in conflict herewith are repealed and replaced.
3. Adoption. PASSED AND ADOPTED at a meeting of the City Council of the City of Vista held on August 11, 2026, by the following vote:

Subject: Stop Sign on The Circle at N. Indiana Avenue
Dear RESIDENT/OWNER:
In a recent safety evaluation, the City determined that the intersection of N. Indiana Avenue and The Circle meets the standards for the installation of a one-way stop to control traffic from The Circle.
The proposed new stop sign was approved by the Traffic Commission on June 3, 2026. The proposal will be presented at the City Council meeting on Tuesday, August 11, 2026, at 5:30 pm. This is a public meeting that is open to the public.
The meeting is planned to be held in the City Council Chambers at the Civic Center located at 200 Civic Center Drive. Please check the meeting agenda for further instructions or in case of a change to the meeting format. The meeting agenda will be available on the City’s website, www.vista.gov , by Wednesday, August 5, 2026.
