RIOR ACTION: On January 27, 2026, adopted City Council Resolution 2026-14, approving the San Diego Workforce Partnership – Fire and EMS Program Grant Award and amending the Operating Budget for Fiscal Years 2025/26 and 2026/27 (Vote: 5-0).

TATEMENT ON THE SUBJECT: On January 27, 2026, the City Council approved acceptance of the San Diego Workforce Partnership (SDWP) Fire and EMS Program Grant. The grant funding will be used to support the development and implementation of an EMS -Fire workforce training and career pathway program in partnership with SDWP.
Fol
lowing Council’s approval of the grant award, SDWP finalized a Service Agreement with the City establishing the contractual terms, program requirements, deliverables, and payment structure. The Service Agreement provides funding in the amount of $208,480.63 for a performance period through December 31, 2026.
The S
ervice Agreement was required to be executed on July 29, 2026, and was executed by the City Manager’s designee. Staff are requesting that the City Council approve the Service Agreement and ratify the agreement as executed. The proposed resolution also authorizes the City Manager, or designee, to execute any amendments, extensions, certifications, or other documents necessary to administer the Service Agreement, provided such actions remain consistent with the purposes approved by the City Council and do not require additional City funding.

SCAL IMPACT: The grant award amount is $208,480.63. Funding will continue to be provided on a reimbursement basis in accordance with the grant agreement.
