RIOR ACTION: On May 26, 2026, confirmed the Mayor’s youth appointments to various commissions , Deputy Mayor O’Donnell’s appointment to the Senior Commission and Sales Tax Oversight Committee, and Vista Chamber of Commerce’s recommendation of appointment to the Traffic Commission (Vote: 5- 0). On March 24, 2026, confirmed Mayor Franklin’s and Councilmember Contreras’ recommendations for appointments to various Commissions, Boards, and Committees (Vote: 5-0).

TATEMENT ON THE SUBJECT:
Youth Commission During the annual appointments of youth commissioners, one additional seat on the Youth Commission should have been filled. Mayor Franklin is recommending that Nichole Eustace be appointed to the Youth Commission for a term ending June 30, 2028.

nvironmental Commission On July 11, 2026, staff received notice that Travis Krahel was resigning from the Environmental Commission. A notice of unscheduled vacancy was posted on July 15, 2026, with an application deadline of August 9, 2026. Applicants were solicited through City notices and social media posts. Interviews were conducted August 13 through August 16, 2026. Deputy Mayor O’Donnell is recommending that Sandi Leyva be appointed for a term ending March 31, 2027.

ommunity Safety Commission On May 11, 2026, staff received notice that Cipriano Vargas was resigning from the Community Safety Commission. A notice of unscheduled vacancy was posted on May 29, 2026, with an application deadline of June 30, 2026. Applicants were solicited through City notices and social media posts. Interviews were conducted on August 10, 2026 . Councilmember Contreras is recommending that Shanikka Jackson be appointed for a term ending March 31, 2027.
