MMENDATION: Discuss the Commission appointment process and provide direction to staff.

OR ACTION: On June 24, 2025, opened, conducted, and closed a public hearing, and adopted City Council Ordinance No. 2025-05, adding Chapter 2.54 to the Vista Municipal Code to establish a Homeless Commission (Vote: 5-0).

November 14, 2023, introduced and adopted City Council Ordinance No. 2023 -13, adding Chapter 2.50 to the Vista Municipal Code to establish an Environmental Commission (Vote: 5-0).

ovember 14, 2017, adopted City Council Resolution No. 2017- 144, approving the amendment of City Council Policy No. 200- 06, Appointments to City Boards, Committees and Commissions , and amended Chapters 2.18, 2.45, 2.48, 2.56 and 2.62 of the Vista Municipal Code regarding various City Commissions (Vote: 5-0).

ATEMENT OF THE SUBJECT: Councilmember Corinna Contreras requested the City Manager place a discussion item on an upcoming agenda to discuss the City’s Commission appointment process.
Ex
hibit 1 includes City Council Policy 200-06, Appointment to City Boards, Committees and Commissions for reference. Most City Commissions have seven seats with each City Council member recommending one person for appointment and the remaining seats being recommended for appointment by the Mayor and/or an outside agency. Recommendations of appointment are confirmed by the full City Council.
Out
standing commission appointments are scheduled to be considered by the City Council at its August 25, 2026 meeting. These appointments will address all current commission vacancies, with the exception of one vacancy on the Environmental Commission.

ff were notified on January 29, 2026, that one of the seats the Mayor recommends for appointment on the Environmental Commission was being vaca ted. The vacancy was posted on February 2, 2026, with an application deadline of February 22, 2026. Interviews were conducted on March 2, 2026. The appointment remains pending.
