Department: City Manager Item No: D4
Prepared by: Imelda M. Huerta, Assistant City Manager Meeting Date: August 25, 2026 Approved by: John Conley, City Manager Agenda Location: Discussion SUBJECT: MOVIES IN THE PARK PROGRAM EXPANSION AT LUZ DURAN PARK RECOMMENDATION: Discuss expansion of the City’s Movies in the Park events at Luz Duran Park and provide direction to staff.

PRIOR ACTION: Adopted City Council Resolution No. 2026-108, amending the Operating Budget for Fiscal Years 2025/26 and 2026/27 (Vote: 5-0).

STATEMENT OF THE SUBJECT: Councilmember Corinna Contreras requested that the City Manager place a discussion item on an upcoming agenda regarding the addition of one more Movie in the Park event at Luz Duran Park, which would bring the total number of annual Movies in the Park events to five.

Historically, the City has hosted three Movies in the Park events each year - two at the Brengle Terrace Park softball fields and one at the Buena Vista Park ball fields. This summer, the City added an additional event at the Luz Duran Park soccer field, bringing the total to four Movies in the Park events.

The purpose of this discussion is to consider adding a fifth Movie in the Park event at Luz Duran Park and to receive direction from the City Council regarding the proposed expansion of the program.

The City previously held a Movies in the Park event at Vista Sports Park in 2014 and 2015; however, parking was identified as a concern. Similar parking constraints exist at Bub Williamson Park, along with the park’s proximity to surrounding residential properties, which may present additional considerations for hosting an event at that location.

Exhibit 1 includes a map of Movies in the Park events by date and location.

The approximate cost for each Movies in the Park event is $5,300, which includes staffing, operational expenses, and rental costs for portable restrooms, hand-washing stations, and popcorn.

FISCAL IMPACT: There is no direct fiscal impact associated with this discussion item. Should the City Council direct staff to expand the Movies in the Park program, the associated costs would be incorporated into the upcoming Fiscal Year 2027/28 and 2028/29 Operating Budgets.
