SUBJECT: STREET LIGHTING ASSESSMENT PROJECT UPDATE
In November 2025, the City Council further demonstrated its commitment to the program by allocating an additional $500,000 to support the expansion of the solar lighting initiative.
Building on the success of the pilot and the additional funding allocation, the City Council approved Phase 2 of the project on January 13, 2026. This phase includes the installation of 97 additional solar streetlights throughout the City. Engineering staff have coordinated the construction and installation under the approved contracts.
Staff presented the street lighting project to the Community Safety Commission in February. The Commission recommended establishing a point-based prioritization system for future streetlights to include:
• High crime rate (2 points)
• High collision area (1 point)
• No existing lighting (1 point)
• High pedestrian activity (1 point)
• No sidewalks (1 point)
• No crosswalk or stop signs (1 point)
• Route to public transportation and/or city center (1 point)
Staff have evaluated the current inventory of streetlight requests using this prioritization framework and developed the recommended locations for Phase 3 of the Street Lighting Assessment Project (Exhibits 3 and 4). The proposed locations represent the highest priority needs based on the adopted criteria and available funding.
In addition to the prioritization framework, staff is recommending the establishment of a neighborhood petition process for requests involving the installation or removal of streetlights in residential neighborhoods (Exhibits 5 and 6). Under this process, residents may petition for the installation or removal of streetlights by demonstrating neighborhood support in accordance with the City's adopted petition requirements. The petition process provides a community-driven mechanism for addressing neighborhood lighting preferences, while the prioritization framework ensures that City-funded Phase 3 installations remain focused on locations with the greatest demonstrated public safety need.
The City will continue to accept and evaluate streetlight requests through established communication channels, including the City's website, the Our Vista Newsletter, social media, email, verbal requests, and other customer service inquiries. Future phases of the Street Lighting Assessment Project will continue to utilize the adopted prioritization framework while also considering eligible petition-based requests as funding becomes available.
FISCAL IMPACT: A total of approximately $1.33 million remains available within the project budget, excluding currently encumbered funds for construction of Phase 2. Staff has identified 124 proposed solar streetlights with an estimated construction cost of approximately $1.21 million. Including a 15 percent allowance for overhead, soft costs, and contingency, the total estimated project cost is approximately $1.40 million, which exceeds the currently available project budget by approximately $67,000.
Staff will maximize the number of streetlights installed within the existing CIP 8385 budget, with the final number of installations dependent on final design, site conditions, pole type, and procurement costs.

Exhibit A – Streetlight Petitioning and Prioritization Program
INTRODUCTION
The purpose of the Streetlight Petitioning and Prioritization Program is to improve public safety, visibility, and community well-being by installing streetlights in locations identified as having insufficient lighting. Due to limited funding and the need to ensure an equitable distribution of resources, a petition-based and data-driven process is required to prioritize installations.
THE STREETLIGHT INSTALLATION PROCESS
The streetlight installation process begins with a resident expressing concern regarding inadequate lighting or submitting a request to the City for the installation of a streetlight.
The request may be made to City staff in any form of communication including telephone, email, mail, or in person. Staff will conduct an evaluation of the requested location using data such as existing lighting conditions, roadway characteristics, pedestrian activity, and safety considerations.
If the evaluation supports the need for additional lighting, staff will determine that the location is eligible to proceed and will provide the residents with the next steps in the process. Due to limited funding and the need to prioritize locations citywide, the installation of streetlights requires demonstrated neighborhood support and will be subject to prioritization.
The streetlight installation process generally includes the following:
•Staff evaluation of existing lighting conditions and feasibility. •Development of a proposed streetlight location(s) and preparation of a map of affected properties.
•Neighborhood petition process to document community support and opposition. •Prioritization of eligible locations based on objective criteria. •City Council review and approval, subject to available funding.
Please see Appendix II for the Streetlight Petition Form.
Below is a description of the procedures for the implementation of the neighborhood petition process and prioritization of streetlight installations.
STREETLIGHTS:
The installation of streetlights along a street segment or at specific locations may improve visibility, enhance pedestrian and vehicular safety, and address community concerns related to inadequate lighting. Streetlights may be considered where staff determines, using appropriate engineering judgment, that existing lighting conditions, roadway characteristics, or safety considerations justify their installation.
The implementation of streetlight installations requires residents to gather signatures on a petition showing that at least 60% of residents within approximately 200 feet of each proposed streetlight location are in favor. Staff will prepare a map of the properties 08/25/2026 D2 61 of 74
Vista City Council Policy 600-14
Exhibit A – Streetlight Petitioning and Prioritization Program
required to sign the petition to aid residents in their signature gathering effort. Appendix II contains a petition form to be used by the residents. If the City Traffic Engineer determines that a streetlight is needed for traffic safety reasons such as at an intersection or a curve or other traffic safety reasons, then a petition of support is not needed, and the City may proceed with the streetlight light installation with a notification to the immediately adjacent properties.
If the residents submit a petition, staff will review it to reasonably ensure that at least 60% of property owners on the map prepared by the City have signed the petition. The City is not responsible for any misrepresentation of signatures on the petition.
If the petition meets the minimum threshold, staff will evaluate the proposed location(s) for feasibility, including spacing, infrastructure requirements, and potential conflicts. Staff may prepare exhibits and cost estimates for the proposed streetlight installation.
Due to limited funding, approved locations will be placed on a prioritized list with other qualifying locations to await the availability of funding.
If funding becomes available, staff will prepare the necessary reports and present the item to the City Council for approval. Staff will send out notifications to an area that is wider than the petition area prior to each meeting.
STREETLIGHT DESIGN AND INSTALLATION CONSIDERATIONS:
Streetlights can be an effective measure under the right conditions to improve nighttime visibility and enhance safety for pedestrians, bicyclists, and motorists. Streetlights may be installed where, according to the judgment of City staff, they will operate safely and effectively and where existing lighting conditions are insufficient.
Factors that will be considered in evaluating the implementation of streetlights include, among others, visibility conditions, pedestrian activity, roadway classification, traffic volumes, proximity to intersections, and neighborhood character. Streetlights operate more effectively in residential, urban, and commercial environments where nighttime activity is present. Isolated streetlights in areas without demonstrated need or supporting conditions are not recommended.
Engineering feasibility is also an important consideration in the implementation of streetlights. Staff will assess factors such as electrical infrastructure availability, spacing requirements, constructability, maintenance considerations, and cost to determine the feasibility of installation at a location. Where connection to the electrical grid is not practical or cost-effective, the City may determine that a solar-powered streetlight is the most appropriate alternative.

Exhibit A – Streetlight Petitioning and Prioritization Program
Streetlights shall be designed and installed in accordance with City standards and may include, at a minimum, the following components:
•A pole and foundation designed to meet structural and safety standards. •A lighting fixture that provides appropriate illumination for the roadway classification.
•Electrical connections and wiring necessary to operate a grid-connected streetlight, or a solar panel and battery system for a solar-powered streetlight, as appropriate. •Placement that minimizes conflicts with driveways, utilities, and existing infrastructure.
STREETLIGHT PRIORITIZATION:
Due to limited funding, not all eligible streetlight requests can be constructed immediately.
Streetlight installations will be prioritized to ensure that locations with the greatest need are addressed first.
City staff will evaluate and rank locations based on objective criteria that may include, but are not limited to:
1.High crime rate
2.High collision area
3.No existing lighting
4.High pedestrian activity
5.Lack of sidewalks
6.Proximity to public transportation and/or city center Each location may be assigned a score based on these factors to establish a prioritized ranking.
Locations that meet the petition requirements will be placed on a prioritized list with other qualifying locations. If the number of requests exceeds available funding, installations will occur in order of priority as funding becomes available. 08/25/2026 D2 63 of 74

No se recomienda 08/25/2026 D2 70 of 74
