CORRELATION TO CITY COUNCIL GOALS: Parks and Recreation PRIOR ACTION: On August 27, 2024, discussed the pickleball courts at Thibodo Park and directed staff to stay the pickleball court closure at Thibodo Park until the appropriate alternative site is located and opened; give adequate public notice when future pickleball location is selected; and adjust hours of play to Monday- Thursday 9:00 am – 8:30 pm, Friday-Sunday 9:00 am – 9:00 pm and Sunday-Saturday 8:00 am – 9:00 pm during the summer (Vote: 5-0).
On August 13, 2024, directed staff to convert the pickleball courts at Thibodo Park to a tennis court, convert Brengle Terrace Park tennis courts 5 and 6 to pickleball courts, and to improve tennis court 1 (Vote: 5-0).
PRIOR PARKS AND RECREATION COMMISION ACTION: On January 28, 2019, recommended converting one tennis court to four pickleball courts at both Brengle Terrace Park and Thibodo Park (Vote:
6-0, Halus absent).
STATEMENT ON THE SUBJECT: Deputy Mayor O’Donnell requested that the City Manager place a discussion item on an upcoming agenda regarding hours of operation for the pickleball courts at Thibodo Park.
Effective September 1, 2026, the pickleball courts at Thibodo Park were adjusted to the regular operating hours of Monday through Thursday, 9:00 am – 8:30 pm, and Friday through Sunday, 9:00 am – 9:00 pm.
These hours will remain in place until June 1, 2027, when summer hours of operation would apply, 8:00 am –9:00 pm every day of the week.
Per the City Council’s direction in August 2024, staff have identified an alternative pickleball court site off Breeze Hill Road near the County Courthouse, which is in the adopted Capital Improvement Program (CIP No. 8403) and is for planned construction in Fiscal Year 2026/27. The new pickleball courts at Breeze Hill are expected to be completed and opened to the public prior to June 1, 2027.
FISCAL IMPACT: There is no fiscal impact associated with the staff recommendation.
