RIOR ACTION: On May 27, 2025, adopted City Council Resolution 2025- 81, approving the 2025- 2029 Consolidated Plan and 2025-2026 Annual Action Plan, and authorizing the submittal of the plans to the U.S.
Department of Housing and Urban Development and authorizing the City Manager to approve and execute all documents related to the implementation of said plans (Votes: 5-0).

TATEMENT ON THE SUBJECT: The City of Vista receives annual Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). The purpose of this grant is to ensure communities have viable resources for affordable housing, suitable living environments, and to expand economic opportunities to low-income populations. HUD requires recipients of CDBG funding to prepare and submit an annual evaluation known as the Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER provides the City an opportunity to evaluate its overall progress in carrying out its priorities and specific objectives identified in the City's Five Year 2025- 2029 Consolidated Plan (Consolidated Plan) and subsequent annual action plans. This CAPER summarizes the progress made in Program Year (PY) 2025, which covers the period from July 1, 2025, to June 30, 2026. This represents the first year of the Consolidated Plan.
